  1. Indiana just raised $1.2 billion per year by indexing the gas tax to inflation. Passed by GOP, opposed by Dems. Wait, what?

    Not the most politically popular move, but the most sensible one at the moment, outside of the rational-yet-hated mileage tax.

  2. It’s a very good point.

    It’s also a good point that there is not much point talking about how you are going to fund an infrastructure plan until you have a governor and four legislative leaders seated. Those five must agree on a spending framework before you know how much revenue you need, a structured roll call, and lastly the revenue.

    Any balloons you float before that are really just placeholders, so yes, you choose something “painless.”

    We oughta tax yacht fuel, for example. Or pegasus feed.

  4. For all the wonks, the revenue source that I think (in my humble opinion) that makes a ton fo sense is a mileage tax just on trucks. Why?

    A) Trucks cause all the damage. They are heavy. Cars are light.
    B) Trucks already keep mileage records by law. Many of these are now electronic.

    So a fee to cover the damage they due to highways and arterials would be relatively easy to administer. Collecting the fee from cars that do not keep mileage records would be difficult to administer.

    Already do, see 35 ILCS 505/2 “A tax is imposed on the privilege of operating motor vehicles upon public highways and recreational-type watercraft upon the waters of this State.”

  6. Man with Plan ==raised $1.2 billion per year by indexing the gas tax to inflation.== Careful with your stats. According to Indianapolis Business Journal, *total* Indiana road maint amounts to $1.2B. Amount of increase was smaller.

  7. The problem with a mileage tax in Illinois is that so many of our drivers are passing through. It’s totally unworkable for a midwestern state.
