It got quite a bit of play on Facebook. I don’t spend much time on that site (partly because of silly stuff like the above post), but I did receive an e-mail the other day asking me if the Pritzker “proposal” was real.

Pritzker’s transition team tells 5 On Your side it’s “not a real proposal” and there’s “absolutely no truth to that.”
We called the man whose name is on the post - a Chicago area Republican Committeeman Carl Segvich. Segvich confirms he shared the post, but insist he’s not the one who wrote it. And he concedes, he now knows it’s not true. There is no plan to tax people for leaving Illinois.
“It’s all fake. It’s all false,” said Segvich. “And, I believe I erroneously passed it along. No big deal really.”
5 On Your Side legal analyst, Jon Ammann from Saint Louis University Law School says this “departing tax” idea would also be unconstitutional. He says it goes against the 14th Amendment and the right to live and travel where we want.
He just “passed it along.” OK.

We reached out to Jordan Abudayyeh, Pritzker’s spokeswoman, who confirmed that the contents of post circulating on Facebook were “absolutely not true” and appeared to be nothing more than a hoax or an unflagged attempt at satire.
Prtizker, a billionaire and Hyatt hotel heir, won the Illinois gubernatorial race on 6 November 2018 by a wide margin over Republican incumbent Bruce Rauner. Pritzker and his Democratic colleagues supported replacing the state’s flat income tax with a progressive income tax, which would mean higher rates for wealthier Illinoisans with tax breaks for others. However, we found no evidence to suggest Pritzker had ever floated charging residents a special tax assessment for moving out of the state, and it’s unlikely any such plan could be legally implemented.
Segvich, by the way, has done campaign work for Bob Grogan, Adam Andrzejewski, Jim Oberweis and Tony Peraica. From his LinkedIn page…

It will be difficult to stop the creation of fake news but there needs to be some type of social pressure placed on folks who shamelessly spread this stuff around.

I use facebook a lot as a teachable moment with my teens. I like to pull up something like this and challenge them to spot the logical fallacy or the journalistic slight of hand. I also have them articulate the bias being manipulated.
This game evolved out of a huge battle I had with my 18yo about an article that she referenced about how scientists and social workers are seeing elementary school kids who can’t write because they don’t have the developed hand strength because of cell phone usage. I immediately called BS and my teen, God love her, chose it as the hill she was gonna die on. And inside of 5 minutes she did. Based upon an article written in the UK, it cited no study, only anecdotal evidence from school social workers and parents with kids who had writing difficulties. Now the girls like to try to stump me with true or not true and why. It’s fun

Checking fake news is an important family skill in this age.

The 1st amendment is a serious concept. It means you can post crap like this. Maybe we should have an amendment that forces people to use logical reasoning and not sit behind their computer and take everything as fact.

The Carl Segvich’s of the world are what’s wrong with politics. Both parties have them. The problem with the GOP is that with a shrinking party the ‘Segvich’s’ of world get a greater voice. Some might call that a death spiral.

Oh come on. This false equivalency is counterproductive at best. One party gave us Trump, birtherism, fake news, turnaround agenda, and perpetuates the falsehood that tax cuts reduce deficits. The Not So Grand Ol’ Party is a laughingstock at the State and National levels.
There was a time when this Segvich guy would’ve been seen as a fringe Republican. These days, he’s considered “the base.”

I’ve come across Segvich before over the years. He’s a flat-out, racist, knuckle-dragging lunatic.
And a leader in the Cook County GOP. He gets cred in some circles because he’s a “GOP committeeman.”
He and that Nazi who won the GOP nomination for Congress are direct products of the laziness of today’s Illinois GOP.
All that dough from Rauner, Griff and Uihlein, and all that editorial support from the tronclodytes, and they’re still no factor in Cook County. And now they’re getting chased out of the suburbs.
Because they don’t work it. They just talk (whine). Not a bit of hustle in any of them.

Obviously there is no legal way to do this directly, but a proposal that would indirectly place a sort of exit tax on folks moving out of state, in the form of lower home values when they sell, was made by 3 economists at the Chicago Fed back in May. Here is a link to a Crain’s article discussing it: https://www.chicagobusiness.com/article/20180514/CRED0701/180519952/chicago-fed-economists-recommend-statewide-property-tax. Although the proposal generated much opposition and outrage, I happen to think its basically a good idea, because it would address pension underfunding and put the burden (for the most part) on people who benefited from this underfunding in the past by paying less in taxes than they should have to properly fund government.

Facebook serves a purpose: it is a social network. Anyone who treats it as a news outlet is in the wrong lane. It’s really a shame how it has been corrupted. I still use it but would leave it in a second for a competitor who prohibited political posts of any kind. Like this.

There’s lots of phoniness with those trying to exploit Illinois exodus and push the narrative. These people live and profit in Illinois, with higher than average incomes and a state income tax that for decades has been low relative to neighbor states.

We had a school board member that was claiming the test results showing lead in the water at multiple schools was ‘fake news’.
1 week later the school district admitted this was true, and was beginning to retrofit lead water filters on hundreds of fixtures in more than half the school buildings.
‘Fake News’ is a dual-purpose tool;
It can be used to spread skewed perspectives on opposition, like in this example.
It can also be used to deny real events, like in the above example.
This is allowed to continue because nobody is seriously holding to account the people who make these statements.

I love what you are doing with your kids, and it’s great that they are having fun with it. Wish more parents would do that. That poster should be in every school, but I guess they are too busy “teaching to the test”.

I was at a presentation yesterday with a speaker who is a prominent reporter in my field. He was talking about the concept of a “post-truth” world and its implications. Without necessarily agreeing with it, he mentioned that in today’s news economy, there are almost no “authorities” whose truth is seen as above question. We used to look to folks like Walter Cronkite to give us reliable info, aka, the truth. Now, we all have our own truth and we only tend to seek out sources that we already agree with.
This is a consequence of that.

Question: If a departing tax would be against the 14th amendment, then would a “commuter tax” also violate the 14th amendment? I heard Bill Daley proposing the idea of taxing suburbanites who work in the city.
I don’t think you have to be gullible to believe this idea was true. I think the average voter would find this believable, especially if you live in Cook County…

@unclesam, if I’m reading your article right it’s more of a mansion tax than a transfer tax. If you sell an expensive house/property you pay more, whether you move across town or out of state. Maybe similar in effect but not quite legally the same, IM(non-lawyer)O.

There is an federal IRS expatriation tax for US citizens and green card holders who give up citizenship. The tax is applied when the US citizenship is relinquished and is on top of all taxes previously paid. The idea is to be a deterrent to people who are renouncing US citizenship for tax purposes.

Public shaming of those promoting these ridiculous fake news items would instead be seen as a badge of honor by their fellow travelers. Truth would just be labeled as another part of the “deep state” conspiracy.
There have always been groups of people banding together in order to wallow in the shared view so that their abhorrent behavior is viewed within the group as normal and OK but social media and the changing environment of journalism have greatly increased the magnitude of this problem.

No, the commuter tax is a tax on income earned in the jurisdiction taxing the person. It doesn’t impede freedom to travel and is based on a decision to take work in the jurisdiction.
Commuter taxes aren’t that uncommon. St. Louis has one, for example. The justification (I’m not arguing yeah or nay here, just pointing out why they are passed) is that individuals are using city services and city infrastructure to earn money so they should have a share of the burden that residents have.

JoanP, As far a “teaching to the test”, I haven’t experienced any of that with my girls being at the end of their time in District 7 public schools (Glen Carbon,Edwardsville) It’s a great distict and I have many teacher friends there.
But what I wanted to point out is that
What the internet now demands of us is a
high amount of personal education
and personal accountability
That was not present or demanded in previous decades.
With the internet and social media being so so present.
It literally demands that we be better
That we have and maintain accountability
It’s such a different age.
I think so much more was hidden
and in the shadows
It’s not that crime and discord are going up
(I believe)
It’s that now we can see it on social media
in almost real time.

I was also thinking this morning about how are systems of making meaning and sense, like church or organizations, etc. are eroding fast.
Church, civic organizations, even political parties, used to help us make meaning, make sense
Now I would say we’re on our own more than ever.
The effect of gaslighting is that
I don’t know whom to trust.
I trust some folks here.
I work daily to understand and to improve
But I feel isolated a lot.

On top of Rich’s comment, some parts of a transfer tax can be paid by the seller and other parts by the buyer. So, is it an “entrance tax” for the buyer portion? Leave it to IL News Network to slip in that fake name for it as though it is news.

I’m surprised the city of Springfield hasn’t responded to the growth of Chatham, Rochester, Sherman, etc. by trying to tax people(especially state employees) who live in the outlying communities but work regularly in Springfield.

I’ve heard that Elk Grove Village in Cook County charges an extra fee on real estate sales if you sell your house and move out of the village. Don’t know if it’s true, but I’ve heard it a couple times from various residents.
