* Illinois will soon tax trade-in car value, even for out-of-state purchases: Beginning in 2020, a new law signed by Gov. J.B. Pritzker will apply Illinois’ sales tax to any traded-in vehicle’s worth over $10,000. That means trading in a $30,000 car for one worth $60,000 will cost the customer an extra $1,200 in additional sales taxes.

    I get it. People don’t like taxes. I don’t either. But c’mon. I have yet to see a viable plan by naysayers to fix the problems that require actual revenue. Cutting our way out of this situation is neither feasible nor honest.

    How do you propose we pay for crumbling bridges? Some of the bridges in this state require you to close your eyes and pray they don’t collapse from underneath you. And don’t get me started on the roads here. I have been to Costa Rica where the roads are notoriously bad. Well, not as bad as some Chicago streets. I’d say the moon has better driving conditions than some of our highways.

    Pension shortfalls? Where is that revenue gonna come from? Its a real problem and its today’s problem.

    Back log of unpaid bills? It’s criminal that some small and medium sized businesses have to wait over a year to get paid. Shameful. But again, where is the revenue coming from if not new taxes?

    I could go on but why bother? John Kass, Dan Proft, Kristen McQueary, the Triumvirate of Illinois Haters, want to scream from the top of there lungs how broke this state is and then gut with a rusty knife anyone who dares to make a move to actually fix this mess. Sigh.

    Curious is he using a graduated sales tax here? On said $30,000 dollar trade in, would only $20,000 dollars of the value be taxed or the full 30k?

    Otherwise getting a value of 10,300 would be worse than getting a 9,999 trade in value.

  27. I do not understand the car trade-in tax. A $30K car is taxed at the time of purchase for the full $30K. You then buy a $40K car 3 years later and pay the tax on the full $40K. Then you pay a tax on the $15K trade-in value of the old car? So the original car was taxed essentially at a $45K value (or $35K if it is just the amount over $10K)?

    Or did the $40K car only get taxed at $25K value ($40K-$15K trade-in), and they are eliminating that exclusion? If so, does that mean the person buying the $15K car does not pay any tax on that transaction? That would be fair, since that car had already been taxed at a higher value during the initial sale.

  29. It is already taxed in a way in Illinois. At the Riverdock restaurant in Hardin, IL they serve alligator. So, when you pay your bill the tax could be said to have been on alligator.

  31. Champaign, the general rule is that sales tax applies any time you buy anything, measured by the amount paid, whether that amount is in pennies, cyber-currency, or another asset. Until 12/31/19, though, if you trade in a car, that doesn’t count towards the purchase price of another car, when you’re figuring out the tax. So your second example: $40K car less $15K trade-in means tax on just the $25K. The purchaser of the $15K car won’t have to pay tax, usually, because you’re probably not a licensed retailer, and they’re probably buying it to resell anyway (and there’s no sales tax when a retailer buys inventory). After 1/1/2020, though, only $10K of the trade-in gets excluded, so the tax due on your example will be calculated on $30K instead of $25K.

  42. As a bald guy, I say Illinois should tax hairlines like Pritzker’s. The closer it is to a man’s eyebrows, the higher the tax.

    Seems fair to me.
