McClain’s “magic lobbying list”

* I’ve heard about the existence of this “magic lobbyist list,” but I haven’t seen this email sent by Mike McClain to several people last December. Kudos to Dan Mihalopoulos and Dave McKinney at WBEZ

Shortly before last Christmas, consummate Springfield insider Michael McClain sent an email to what he called the “Magic Lobbyist List.” […]

“There are now a little less than two dozen on the list,” McClain wrote in the email, which WBEZ obtained. “So, I would ask what has been asked in the past.”

McClain then directed the remaining members of the list to help him arrange for any new, potential clients in Springfield to hire the right lobbyists for the upcoming, 2019 legislative session at the Illinois Capitol. […]

“A Friend of ours and myself have gone through the ‘magic list’ and frankly culled quite a few names from the list,” McClain told the surviving members of the group.

He asked them to do “what has been asked in the past” — to help him coordinate who would get lobbying deals with companies that needed their interests represented in Springfield.

“If you have a potential client come up to you and seek you as a lobbyist but you cannot for whatever reason please engage him/her and try to get him or her to consider a recommendation from you,” McClain wrote. “Please call me then and I will have a conversation with someone and get back to you asap.”

* Why this is important

(T)he group email about the magic lobbyist list and interviews with Democratic insiders indicate McClain worked alongside Madigan in a much broader effort to arrange for trusted lobbyist allies to enrich themselves by representing powerful private interests in Springfield.

The email also offers the first evidence suggesting the speaker himself had a role in connecting lobbyists with clients whose fortunes rely heavily on his favor.

I think the best way to describe this list is to compare it to “made men” in the Outfit. He even used the phrase “A Friend of ours” in the email.

The [October 2018 McClain] email thanks an undisclosed list of recipients for help on a “secret” project involving campaign fundraising for House Democrats in targeted contests on the November 2018 ballot. […]

“We always called you the ‘Most Trusted of the Trusted,” McClain wrote. “So, again, on behalf of Himself, I thank you for ALL your work to help him and the Caucus.” […]

In the email, McClain goes on to say he’s reviewed a “magic Excel sheet,” and makes a request [for more contributions]. […]

“Remember either the checks themselves have to be tendered to Mary or copies of them in order to be placed on the excel sheet as tendered,” said McClain, a reference to Mary Morrissey, the executive director of the Democratic Party of Illinois.

So, the party was tracking contributions from McClain’s “Most Trusted of the Trusted” list.

  2. “A friend of ours” can refer to an associate, not necessarily a made guy. Still, these are McClain’s own words. It is pretty obvious why they’d get federal attention.

This Federal Operation may be unprecedented, bringing down lots of Illinois Democrats, including, possibly, Himself.

    The Republicans will become the Whigs if they cannot capitalize on this massive Democratic corruption take-down.

    If you don’t understand presidential and off year dynamics in turnout, for example, you can’t be helped.

    Campaigns are not in a vacuum of one or another.

    What makes/made good precinct captains so great in races is the ones trusted so much they can dump one race to save another.

    The next question to all this is whom on the list isn’t just a lobbyist outside the elected realm, and do these spicely-written emails have that connection to electeds, or the Speaker in a discovery?

    I know that the memory of Bruce Rauner is an important party of your daily existence but.. you should consider the final verdict on Rauner hasn’t yet been written. If Bruce’s money for that film inspired certain people who viewed that film to take investigative action: Rauner would be seen in a different light. Just a reminder.

    The failed Raunerite governor who lost by the largest margin a sitting Republican Governor ever had… in 100 years, 16 points, and who tried, and failed to quit entirely, forcing that electoral humiliation upon himself.

  28. The Speaker should seriously consider retiring. People are trying to bring about change and don’t need clouds like this overhead. Do it for the team.

    As far as Rauner, he caused so much damage legally, in the billions of dollars and with the huge damage to social services and higher ed. The light will never shine brightly for him, after what he did purposely in his fight with Madigan and unions.

  33. The email trail is unbelievable if the feds are successful in tying this to taking care of the lobbyist’s clients for hiring them. Still no evidence of that but still looks terrible. But I would think the other three chambers and some former governors have steered lobbying work to their ex staffers, colleagues, and political friends.
    But leaving a trail like that? Hard to understand.

  58. So its encouraged to get Madigan’s OK for the lobbyists that will he hired to lobby …Madigan. Otherwise your bill or amendment might be buried in Rules. This is really bad at best, illegal at worse. Dang. And I really like the people mentioned in the story.

    He forgot to capitalize Him. Seriously, are there any cases other than royalty or God that have their pronouns capitalized?

    I’ve been skeptical that Madigan was in much trouble until the last week or two. This isn’t because I think Madigan is pure of spirit, but because I thought he was obsessively careful. Clearly not as much as I thought.

    It’s also a lesson in why you don’t allow one guy to have nearly all the power in a political party for so long.

    My guess is that the people that were on the “Magic Lobby List” and then were culled probably are these unnamed sources. I suppose someone in the know could figure out some former Madigan loyalists that suddenly are on the outs.

    Don’t the feds need evidence to tie Madigan directly to the passage of legislation that benefits the lobbyists’ clients? Lots of legislation is passed that benefits those who lobby for it, with lots of sponsors.

    This is where I was going with my question. When I read the Trib, I thought Quinn’s ex-wife’s attorney, but after WBEZ I think the above is more spot on. Someone who perceives danger and wants to get in front of it, someone disgruntled, someone wanting to get ahead etc. All that said, the list of potential suspects - if that’s the case - is a pretty short one. I know I have my guesses.

  82. I have received a similar request in the past, though by phone. I must be one who was culled off the list (probably for lack of return in terms of donations). I am okay with that. I do alright. I do good work for my clients. I don’t worry whether my conversations are being recorded because there would be nothing of note to record/capture/etc… I sleep well.

    Yes, thats why the very next sentence reads “someone with Springfield experience.” In other words, not someone only familiar with Chicago or Cook Cty Dems. Someone who has to know Springfield is the person who may have given background.

  84. I believe that lobbying expenses for the utilities are recovered from the ratepayers. Assuming that ComEd willingly paid an upcharge to access the talent on the “magic” list, does that mean that ratepayers have been paying an unjustified expense? If so, shouldn’t CUB, the ICC, and the AG on all be looking at trimming back ComEd’s recovery of such expenses?
