@ the Capitol

* 5:37 pm - The House plans to vote tonight on two of the guv’s amendatory vetoes. Rep Chuck Jefferson has reversed course and will move to accept Blagojevich’s AV of a health insurance to allow people to stay on their parents’ insurance until they’re 29.

The other AV is of a TIF bill to exempt disabled vets from paying property taxes. That’s a GOP bill and the HGOP is caucusing at the moment.

The House is also planning on running a “mini capital bill” tonight.

* 6:08 pm - The House Republican sponsor of the second, vets-related AV will move to accept the governor’s amendatory veto.

* 6:15 pm - The Senate has adjourned, so if the House votes to accept these amendatory vetoes, the Senate won’t be around to vote on them. They’re all going home.

* 7:14 pm - Both AVs were accepted.

  1. Isn’t it just until age 26 for non-veteran dependents and until age 30 for veteran dependents?
I don’t see any age 29 in the bill or amendatory veto.

  2. Indigo: That’s the way I read it too.

  3. fascinating. Instead of ruling the amendatory veto actions excessive and blocking the bills in the absence of 50 or more shell bills to quickly pass the same langague on, the Speaker and Rules Committee Chairman prefer to let the courts tell the governor that his actions are unconsitutional.

This also forces the Senate back early, within 15 days, or any gubernatorial veto actions kill the bills - or are tehy dead under this scenario if the Senate does not act? Either way, Madigan is not the bad guy blocking the “improvements” - it is the courts.

  4. I told you they would change their mind and accept it once they looked at it.

I like Rep Jefferson. He’s a good guy.

  5. Capitol: Yes, the vetos will kill the bills if the Senate does not act to accept them (as the House did) within 15 days of the House sending the Senate a message. As we’ve seen, the House could delay that, but why do it here?

Let’s remember, there are also the bonding (SB1460) bill and the capital (SB1116) bills. It looks like at least SB1460 will be in the mix as well.

Meanwhile, the lottery lease and fund sweeps continue to be negotiated…

  6. So:
The House has now sent both SB1460 (the bonding bill) and SB 1116 (the spending bill) to the Senate for concurrence. The question now is: what will the Senate and Governor do with them.

As I suggested earlier today, I still wonder weather this is not just the4 same game with a different twist.

    Tick, tick, tick.

  7. Another example of the brilliant tactician at work. Bravo. Now if Emil doesn’t bring them back,he’s the bad guy. Not good for the Gov’s bud to be the bad guy. Now Dudley’s do-evil work will either get smashed in the post-elecdtion veto session or Dudley will have to bring them back for more special sessions and risk the ire of whatever Dem friends in the Senate he has.

  8. It’s even more brilliant than that. The 15-day clock is only ticking on the politically popular (and bi-partisan) veto votes, HB4109 (78-12), HB4201 (78-12). and HB 5285 (70-21). These are the votes that the Senate must deal with.

But as long as they’re here in a Regular Session….

  9. Politics is not a game of inches or of miles, it is a game of hot potato — now to see who will be left holding the potato….

  10. I hear Emil calling for sour cream and butter… and an oven mitt.
You really have to respect sensei Madigan’s judo. It is artful to see.
