Quinn dodges and weaves but threatens veto again - Cross explains a strange Quinn demand ***Updated multiple times with video***

* 4:56 pm - Gov Quinn, speaking to reporters, just repeated his vow to veto a partial budget.

“Partial budgets are not what adults do.”

The guv did say he didn’t think a temporary budget was going to happen.

But Quinn ducked and dodged and would not directly say he wouuld veto a budget without a tax hike even when asked several times.

Quinn also dodged a direct question about a special session, if any and about when he absolutely had to have a budget to avoid a shutdown.

“I don’t want to talk about tomorrow until we finish today.”

We’ll have video later.

Tom Cross’ pressed is soon.

* 5:14 pm - Cross wouldn’t say yet whether he would support an override of any budget veto, saying he hadn’t had a chance to speak with his caucus.

*** Cross just said the guv has asked that a budget extension for 30 days be based on Quinn’s introduced level - which would assume revenues for a tax hike. Amazing.

  1. It seems like Cullerton and Madigan were putting the slow roll on Quinn for the month of June to try and force him to accept this budget. All the while, Quinn thought he would make headway.

    Vetoing it is the right thing to do. It ain’t your budget, don’t let anyone tie you to it.

  2. Note to Mayor Davlin of Springfield - To solve your budget deficit, temporarily (until the legislature finishes) raise taxes at all hotels, motels and restaurants and bars 25% or more. It’ll be a real money maker and solve Springfield’s shortfall mighty quickly!

  3. Is it true Quinn to get worker paid by his campaign committee into the house chamber with a video camera to tape the governor’s jabber…sounds like a repeat of the staffer selling “policy meetings” for 15K a crack just before the end of May.
    Yeah put those political issues aside

  5. Quinn maybe the most descent Gov since Adlai Stevenson, however, he has greatly underestimated dealing with Madigan and company. He has relied on a staff with very little practical legislative experience and it shows. Insiders with experience have described him as naïve. It’s High Noon in Springfield. Perhaps he will rise to the challenge.

  7. If Quinn wanted to play games, he could sign the budget bills and treat them like a 12-month plan, with the massive cuts that would entail.

    He could then barnstorm the state and say “After six months, this is what the GA has seen fit to provide for the operations of Illinois government. I’ll do the best I can with it, but it’s their budget. Complaints can be directed to your local representative and senator.”

    I could see this happening, however don’t you think this whole mess has kinda shook him up. Many are placing the blame on him almost exclusively.

  14. I’ve just seen notification to providers from the DHS - Division of Mental Health proceeding with the Doomsday budget cuts outlined by the Governor. Tomorrow begins the dismantling of the community human service system. Who would ever have thought we would find ourselves here.

  17. I think it’s Quinn not the legislators of either party who will take the heat on a prolonged budget crisis. If he insists on an unpopular (except among those dependent on state tax revenues for their daily bread) income tax increase and refuses to consider alternatives, or even to clarify his (ever-changing) figures on the size of the deficit, he’ll be the villain. Most people rather like their local legislators, after all. Quinn could increasingly seem remote and, well, kind of crazy, a caricature flailing away up there saying raise, taxes, raise taxes…in a recession, no less.

  20. a one month budget is a mess for the Comptroller’s Office, with all the contracts per line item to authorize.

    And human services at FY 09 levels will have to give two weeks notice again halfway through the month. More treatment of human services providers like pawns in the midst of political games by state officials who have forgotten their responsibilities as managers of state government and the needs of state agency vulnerable clients.

  23. Does Quinn even know how bid this so called deficit is. he comes up with differnt figures all the time. Until he is going to be honest and actually show what the number is he cant be trusted he seems to be very similar to Blago lately. I had high hopes for Quinn but he is over his head and sinking fast.

If they had a plan like Medicaid eligibility reduction back to 185% of poverty level, ending costly and valueless prevailing wage mandates, consolidating those 1780 state programs to end duplication and redundancy, reforming state labor law to prevent governments from committing to raises and benefit increases they can’t afford, and reforming the pension program so that the state contributions are affordable and fair, and they just needed time to work out the details and implement the plan, the 30 day period makes sense.

    If it’s just to give Madigan, Cullerton and Quinn another 30 days of playing “chicken”, it’s just another waste of time.
