* Pastor Corey Brooks and Hermene Hartman, both Bruce Rauner campaign supporters, were at the governor’s minority business event and were interviewed by CBS 2’s Derrick Blakely…
Both Brooks and Hartman say they still believe in Rauner’s vision of economic growth to benefit black communities.
“Lack of economic opportunity is directly tied to the violence in our communities,” Rauner said.
Brooks says he has no regrets [for supporting Rauner despite several threats] and criticizes black legislators in Springfield.
“A lot of people in our community want them to stand for us, and not just stand for Madigan,” Brooks says, referring to Illinois House Speaker Michael Madigan, D-Chicago, the political rival of Rauner.
Hartman did not foresee the state budget stalemate and the damage to social services.
“Some of these agencies are going out of business,” she says.
She doesn’t blame the governor for that?
“I blame all of them for that because they’re all responsible. That’s their job. Their job is to give us a budget,” Hartman says.
Three points:
1) Economic development is vital to stemming violence, no doubt. But it’ll take a whole lot more than Rauner’s Turnaround Agenda to accomplish that goal on the South and West Sides. He shouldn’t just be let off the hook here;
2) Speaker Madigan has truly become the be-all, end-all excuse for anyone in the Republican Party to avoid answering any sort of tough or even softball question; and
3) Yes, the governor has never proposed a truly balanced budget, but the Illinois Constitution also requires the General Assembly to pass a balanced budget, which it has not yet done under this governor. So, Hartman is correct.

Senator Oberweis was honored at yesterday’s Project Hood event. Just before he took off for downtown, he made a brief appearance at a legislative forum in Kane County. The good senator dedicated his speech to bashing Madigan, sticking out like a sore thumb among the eight other GA members who displayed more class. Like a choir member singing loudly and off-key, he embarrassed himself and the rest of the choir.

Republicans are dumping everything they have into this “Blame Madigan/Tie Dems to Madigan” plan. They have absolutely not incentive to actually bargain a budget in good faith.
If there is no more crisis, what will they blame Madigan (and everyone else) for?

How does the GA pass a budget if one hasn’t been proposed?

And Rich, is it true that the IL constitution doesn’t say who has to present/pass their balanced budget first? Is it a matter of law or tradition that the governor should go first?

I would applaud Rauners efforts with minority business if I didn’t know it’s a sham to 1)try to slit off minorities 2) provide support for Intersect Illinois to reapply for their 501c3 status since they can’t raise squat without it.
No if they were truly serious they would be working on propping up minority owned banks from 12 to 2 in the state. By fed and state statute the majority of those minority business loans have to be processed through them. Until that is addressed it’s all for show. Have all the events you want. Show me the money and grants flowing. Ruh roh nothing there

When Rauner appointed Brooks to the Tollway, didn’t we hear that Brooks has a strong track record of working with private and public entities to affect positive change in his community? What happened?

To Rich’s points:
1. No doubt it’ll take more than the TA. Awaiting Madigan’s (and the Mayor’s) plan to spur economic development in these and other areas. At least the governor understands that economic development is needed.
2. Madigan has become the be-all for Republicans because it works. Madigan has allowed himself to be put in that position. We’re he to put forth a plan to encourage economic growth, this strategy would not work.
3. The blame the governor for not proposing a balanced budget meme is the democratic version of the blame Madigan meme by the Republicans. Both sides own this impasse.

Stimulus package and spending certainly helped the US economy, despite what the GOP says. The dow was up 122 pts around noon today and is well over 19,000. No thanks to the obstructionist GOP party.

IL Const. Art. VIII. Sec. 2: The Governor shall prepare and submit to the General Assembly, at a time prescribed by law, a State budget for the
ensuing fiscal year.
Ex. Off. - Section 50-5 - Gov to Submit State Budget: The Governor shall, as soon as possible and not later than . . . the third Wednesday in February of each year . . . submit a State budget, embracing therein the amounts recommended by the Governor to be appropriated to the respective departments, offices, and institutions, and for all other public purposes, the estimated revenues from taxation, and the estimated revenues from sources other than taxation.

I know most readers know this but I think it’s worth repeating given the messaging war on who owns what with the budget. Illinois’ budget is a compilation of the budgets for each state agency. Those agencies report to the Governor and specifically his budget office with regard to what they need in a budget based on the needs of the programs they administer. The legislature definitely owns some blame here but with the agencies reporting to the governor the ownership of crafting of the propposals really rests more with the Governor. Additionally it is hard to create a responsible budget for an organization that reports to someone else in a normal year but with nearly two years without a budget it is much harder because your foundation of previous years is even foggier.

Just curious: what’s the recourse for the GA and the Governor being in conflict with the constitutional requirement to pass a budget? I’m guessing….nothing?

Rich didn’t and doesn’t work for Madigan.
Eighteen of the twenty budgets passed before Rauner were balanced. Quinn’s own budgets, except for the last one, produced operating surpluses that paid down pension debt and overdue bills.
If we want to argue that some were bad budgets because of failure to fully fund pensions, and funds shifts, then a reasonable estimate would be that at least fifteen out of twenty budgets were appropriately balanced.
Could we have done better? Of course. But please don’t just pass along bad info to make your case.

I agree, the governor should lead like a governor, and he needs to stop playing games and present a budget that the legislature can pass.
