House GOP angry that chamber adjourned until April

Illinois House Republicans, furious about the lack of a state budget and seemingly empty session calendar thus far this year, challenged House Democrat leadership Thursday to not adjourn as scheduled for the entire month of March.

“It’s egregious that House Democrats would find it acceptable to take a month off during the heart of legislative session, especially given the challenges we face,” said State Representative Tom Demmer (R, Dixon). “My motion to stay in session was legitimate, and was made completely in line with the House rules- the Democrats’ own rules.”

Rep. Demmer went on to explain that at the conclusion of session on Thursday, Republicans made a motion to bring the legislature back the following day. The motion, despite being completely in line with the rules, was ruled out of order with Democrat leadership scurrying quickly from the chamber to prevent debate on the issue.

(a) A motion to adjourn is in order at any time, except when a prior motion to adjourn has been defeated and no intervening business has transpired.

(b) A motion to adjourn is neither debatable nor amendable.

    What do the HGOP want, to be forced to vote on bills that are only geared towards hurting them until a comprehensive package than both Rauner and 60 votes can be cobbled and done?

    Theater meets theater. Meanwhile, the Dems are saving the state some $.

    If Rauner wants to negotiate, he knows how to contact Cullerton and Madigan. Let’s hope he loses all of his contests - I can hope for a sweep can’t I, then maybe he’ll be more amenable to talking.

  12. Until and unless the House GOP is willing to vote their own and their constituents’ interests rather then the Governors’, then we are better off adjourned. At least then they aren’t getting per diem.

    Look, no matter how much we think similar to our family and friends, we always disagree on some things. Unless you are a GOP legislator, in which case, you seem to be identical twins in thought with the Governor. Can anyone name one bill in the last 14 months that a Republican has voted against the Governor?

  27. A little research would show the parliamentary ruling was correct.

    The House rules permit a member to make a motion to adjourn. Under Roberts Rules of Order (which the House follows) a motion to adjourn ends the current meeting if another meeting time is already scheduled. Earlier in the day, the House and Senate passed an adjournment resolution setting the schedule for adjournment and when they reconvene. Demmer made a motion to adjourn and reconvene on a date. His motion doesn’t comply with Rule 66.

    If the GOP really cared, they should have brought this up during debate on the adjournment resolution.

  31. The rules allow a member to move for adjournment, but that’s not what the rep did. He moved to adjourn AND reconvene on another day. I don’t think that’s permitted under rule 66.

  32. Forgot to mention the House voted on an adjournment resolution earlier in the day. If the GOP cared so much they should have said something then rather than supporting the resolution.

  35. This ain’t fundin map grants, it aint fundin social services, it aint doin any good for anyone. I hope the Rauner gets blown out in his primaries, maybe that will wake some of these Republicans up. as Phelps said the other day “get out of Rauner town!”
