* Keep in mind that these are Senate bills, so the Senate has to go first, and as of 12:01, the bills aren’t on the governor’s desk according to LIS, but Cullerton’s spokesman said a short while ago that he believed they had been delivered. The Senate Democrats told me they would send them to Rauner as soon as possible.
But, man this could be cutting it close because the markets and the ratings agencies re-open tomorrow morning…
Extra confirmation. Madigan spokesman Steve Brown says the House won't vote TODAY to override Rauner's pending vetoes of budget bills.

Madigan doesn't have enough members to vote for override on Tuesday.

#FacePalm.
*** UPDATE *** They’ve been officially transmitted…
No vetoes yet, but bills have been sent to the governor, per https://t.co/t59PG4RWhS. #twill

Uh…oh… Are some republicans rethinking their yes vote? This doesn’t sound promising.

Time for another member uprising. They want to go home.
Comment by Grand Avenue Tuesday, Jul 4, 17 @ 12:08 pm
Although it could be an attendance thing like yesterday with the Senate.
Comment by Grand Avenue Tuesday, Jul 4, 17 @ 12:08 pm
Atta boy. Just dangle ‘em all out there. Bad form.
Comment by A guy Tuesday, Jul 4, 17 @ 12:08 pm
Maybe there is word that Rauner is not going to veto the bills today… Doesn’t make a whole lot of sense for the house to be in session for a veto override if there’s no veto.
Comment by J IL Tuesday, Jul 4, 17 @ 12:10 pm
They can’t over-ride what wasn’t been vetoed yet or has it?
Comment by WeNeedaBudgetNow Tuesday, Jul 4, 17 @ 12:11 pm
It’s oddly comforting that the Speaker is not holding the vote today because he doesn’t have enough members. Maybe it’s one more crack at Junk status before he shows up with the miracle elixir. Doubt that would work.
Face palm is right. With people racing back down there, this is quite amazing.
Comment by A guy Tuesday, Jul 4, 17 @ 12:15 pm
Haine came. What seems to be the problem with everyone else? Inexcusable and irresponsible.
Comment by Prairie Dog Tuesday, Jul 4, 17 @ 12:17 pm
If Rauner vetoes today, and markets open tomorrow, and we find ourselves in The Junk Zone, it’s all on Rauner. The GA did their job - including 15 House Republicans and Sen. Righter - to keep us out of Junk territory. A veto puts it all on Rauner.

Who thinks there is going to be an override on revenue before the downgrade?
Comment by Anonymous Tuesday, Jul 4, 17 @ 12:25 pm
Sorry but they should be sitting at their desks waiting for the veto that might not come down until Bruce can get his flyers printed up telling us how happy he is…

Governor junk has sealed his fate to the money changers reaction tomorrow

Does anyone know if Rauner is in Springfield & ready to work for the people of IL? -Or- Is Gov Rauner running around somewhere campaigning again today?
Comment by WeNeedaBudgetNow Tuesday, Jul 4, 17 @ 12:29 pm
Understandable. I mean it’s not like one could drive from any point in the State and be in Springfield in a few hours…
Comment by Anonymous Tuesday, Jul 4, 17 @ 12:30 pm
Or, you know, the governor could just be an adult and sign the deal. The real #facepalm here has nothing to do with the timing of the veto override and everything to do with the purely political veto itself.

A veto override today lets the Governor skate free and clear of backlash. If he vetoes today, he should own the consequences for a few days. There might be more override votes from both sides if things crash on Wednesday. We already have Republicans complaining about the quick votes and lack of negotiation as if there were no deadline and no consequences. Perhaps this will inject a dose of reality.
Comment by Pot calling kettle Tuesday, Jul 4, 17 @ 12:33 pm
Maybe Rauner just lets it sit on his desk until it becomes law?
Comment by Prairie Dog Tuesday, Jul 4, 17 @ 12:34 pm
I for one don’t see the purpose in the veto. Rauner probably wouldn’t be doing this if he thought an override would fail. Even he knows the consequences of a junk bond rating will have. Guess they haves polled this?
Comment by Sue Tuesday, Jul 4, 17 @ 12:34 pm
Check the facebooks and twitters of State Reps to see who’s at 4th of July parades.
Comment by Grand Avenue Tuesday, Jul 4, 17 @ 12:36 pm
Everyone knew this vote was happening today, and Rauner said he’d veto it right away. If an immediate override was planned, the reps would be ready and waiting. If there’s an override vote, my bet is that it takes place after rating agencies downgrade us to junk.
Comment by TopHatMonocle Tuesday, Jul 4, 17 @ 12:37 pm
Maybe he thinks the Gov may be so ticked off about this that he’ll just go ahead and sign it and send everyone home? /s
Comment by A guy Tuesday, Jul 4, 17 @ 12:40 pm
Prairie Dog- waiting the time for the bill to become self executing won’t fly. The State needs the money yesterday and employers will need to adjust payroll withholding sooner then later. The State is already losing 6 months of the increase. Will be interesting to see how the Dept of Rev rolls out the tax forms in January in terms of taxing non- payroll income. I doubt the legislative types have given much thought as to income reporting and accrual dates for anyone other then W2 recipients where the taxes get withheld
Comment by Sue Tuesday, Jul 4, 17 @ 12:43 pm
Shocking tax hike mike won’t toe the line till tomorrow maybe
Comment by Rabid Tuesday, Jul 4, 17 @ 12:46 pm
Tophat, if MJM waits to override until junk status hits, it’s on him, not Rauner. If he overrides immediately, The 32% permanent tax increase is on Madigan. Either way it is on MJM
Comment by Piece of Work Tuesday, Jul 4, 17 @ 12:52 pm
World headline news will be Rauner vetoes budget, not mike fails to override veto
Comment by Rabid Tuesday, Jul 4, 17 @ 1:01 pm
The good news: The ratings agencies seem willing to be merciful as long as they perceive progress being made
The bad news: Having them find out that this standstill is due to poor attendance by our elected officials

===World headline news will be Rauner vetoes budget===
More like “Rauner vetoes tax hike”
Comment by Rich Miller Tuesday, Jul 4, 17 @ 1:05 pm
Piece of Work, I disagree. This should be signed by the Gov. If he vetoes, the downgrade is a direct result of Rauner’s own action. It would all be on him.
An override takes 71 votes, and will need R votes, so don’t see how that could be pinned on Madigan. That being said, I would love to hear Rauner try to blame a downgrade on Madigan not overriding his veto fast enough.
Comment by TopHatMonocle Tuesday, Jul 4, 17 @ 1:06 pm
===More like “Rauner vetoes tax hike”===
Yep.
The politics of vetoing the tax hike are more important than the veto of a budget.
That’s the messaging now.
===Tophat, if MJM waits to override until junk status hits, it’s on him, not Rauner. If he overrides immediately, The 32% permanent tax increase is on Madigan. Either way it is on MJM===
Only a Governor can veto, that’s on Rauner
Rauner will also go a 3rd year without a signed budget. Not a great record.
Any governor willing to concede that a Speaker is more powerful then them isn’t making s good argument for re-election.
Comment by Oswego Willy Tuesday, Jul 4, 17 @ 1:14 pm
TopHat, the news media will likely carry the water for Rauner. Will MJM want to risk the PR nightmare of junk status AND a 32% income tax increase? We will see.
Comment by Piece of Work Tuesday, Jul 4, 17 @ 1:16 pm
I’d also be “shocked” that if IL goes to junk status, the veto, the governor’s decision to veto, will be cited quite… forcibly.
Comment by Oswego Willy Tuesday, Jul 4, 17 @ 1:16 pm
Between the Wall Street Journal and the written explanation that a veto caused a lack of budget and the downgrade… Rauner wil be cornered by Rauner’s own actions.
Comment by Oswego Willy Tuesday, Jul 4, 17 @ 1:18 pm
Willy, except a large majority of taxpayers know MJM has been in office since 1971, that he is the most powerful person in IL politics, and he has been the major problem

===except a large majority of taxpayers know MJM has been in office since 1971, that he is the most powerful person in IL politics, and he has been the major problem===
… and Rauner is so weak that for three years Rauner has no signed budgets, social services closed, and bond rating agencies saying Rauner’s veto of a budget puts Illinois in junk status?
What good is Rauner? He’s so weak and feeble, Rauner said he could do this, that, shake, bring back, and nothing?
A House Speaker is stronger than a Governor?
Again, not the best argument for re-elect.
“Vote for Rauner, he’s weaker than Madigan”
Hmm.
Comment by Oswego Willy Tuesday, Jul 4, 17 @ 1:34 pm
Governor’s robo-call are as already going out to try to stop the overrides.
Comment by RNUG Tuesday, Jul 4, 17 @ 1:38 pm
Headlines. Rauner vetos tax hike. Donates millions to campaign coffers to republican legislators who originally voted in favor of tax hike hopping to nix overide.
Comment by Generic Drone Tuesday, Jul 4, 17 @ 1:44 pm
If the Governor really wants a balanced budget without taxes, he now has the ability to do that by using his line item veto power. The reality is that he won’t do that because he doesn’t want to be held accountable for the cuts that would require. I expect we won’t hear that from the press, though.
Comment by Pelonski Tuesday, Jul 4, 17 @ 1:53 pm
You won’t hear that in the press because it is not true that the Governor can like item veto the budget to balance.
Court orders and statutory spending make that impossible
