A major initiative by Gov. J.B. Pritzker aimed at preventing the loss of up to $1 billion in revenue was put in jeopardy early Wednesday after falling 10 votes short in the Democratic-controlled state House.
Pritzker wanted to block a change to the federal tax code passed by Congress as part of the coronavirus relief plan from applying to state tax bills. He unveiled the proposal late last week, as the legislative lame duck session was getting underway. […]
Republicans also criticized the state Department of Revenue, which knew of the cost to the state of the federal change in October but didn’t immediately let legislators know about it.

Very charitable of you to think this was ‘missed’. Seems likely they didn’t want to talk about another billion dollar tax increase when they were going for the $3+ billion tax increase in the graduated tax amendment. Too cynical? Maybe but our choices seem to be incompetence or intentional.
My brain was too tired to think of this possibility last night and I didn’t hear anybody mention it during the debate.
Thoughts?

Most charitably, they hoped the Fair Tax amendment passed and either this would be unnecessary or easier. Hope isn’t a plan, though

Isn’t it just as likely that they are still scrambling to find ways to plug the hole after the progressive tax amendment failed? They clearly have been caught with their pants down on that as well as the ill-advised expectation that they would get help from the feds in the coronavirus relief package. Given the timeline, I don’t get the impression that they’d be looking at decoupling if they had passed th tax amendment and gotten federal relief.

If they knew about it in Oct, that COULD have been the subject of a last minute blitz to make the case for the Fair Tax.
If anyone involved in that effort had known about the existence of things like “clues”….

Don’t forget about Hanlon’s razor.
Very few of IDORs senior staff are Pritzker appointees. It’s basically the same organization as Rauner’s IDOR, but with a different Republican as director.
Life is also easier for IDOR leadership of they don’t have to implement a massive change to the tax code.

Which surrounding states have a higher Covid death rate?
I’m looking a the Worldometers site and don’t see any, let alone all. There might be a better source I’m sure. According to that site we have the 10th higher per capita death rate. Indiana is 15th, Iowa 16th, Missouri is 27th, Wisconsin 36th, Kentucky 42nd.

Most of the top staff go back before Rauner. And the staffing at the top career levels is pretty thin because of Blago, Quinn and Rauner policies. JB hasn’t done much to help it recover, and the current budget picture will make it harder to fix.

Such as…. I remember every fee and just about any tax he could add went up, a Property Tax Relief task force that is still missing a report, and his agencies are a disaster. I don’t think any reasonable person expected him to fix everything in 2 years, but this state is a train wreck right now and he is driving.

JB got a lot done his first year and had good momentum. Year 2 has been awful, and as we all know, it is a what have you done for me lately kind of world. He needs to turn the tide, and with any kind of relief from DC, he just might. If Illinois suffers another large exodus in 2021 though, he will be facing major headwinds.

As long as the we’re still paying off his $12,000,000,000 in debt (and living with the consequences) that the fool racked up while refusing to sign a budget for two full fiscal years.

They can’t get giant truck-cranes that tear up the roads to buy a truck license plate. If they can’t fix a tiny loophole like that, I am not surprised that they fail to close any loopholes.

The ancient Greeks had a fun story about some stables about the unpaid bill backlog Governor Pritzker inherited. But there’s no river big enough to clean that Rauner mess up quickly now.

Middle of the street convo with neighbor who I met out walking the hood this morning:
Is the governor very involved in day to day state operations? He has seemed to be surprised by so many things or unprepared to promptly and properly address others. The very rich are probably used to depending on underlings (and underlings of underlings) to do their specific jobs well without a lot of hand holding. He may just not be used to having to oversee and question so many areas personally within government. This is not a defense, but a possible explanation for JB’s lack of success or production in several important cases.

Blue Dog, yes, Economic Equity, in SB 1480, 1608, 1792, and 1980 passed both houses, after amendments.
The decoupling, which a half dozen other states have done already (per Crain’s), would not be as necessary if the fair tax had passed. Now new revenues need to come from somewhere, soon. Anyone have other ideas?
