* While speaking at an event, Gov. Rauner gave a statement to reporters today about AG Madigan’s motion to stop paying state workers without a valid appropriation…
I am deeply disappointed, very upset about this court filing that Attorney General Madigan has made in St. Clair County seeking to block state employee pay.
I hope this is not a direct attempt to cause a crisis, to force a shutdown of the government to force another stopgap spending plan, short-term, unbalanced, incomplete, as a step to force a tax hike without any changes to our broken system.
I hope that’s not what this is. I hope the attorney general will reconsider. This is gonna hurt workin’ families, the good hard-workin’ employees of Illinois, who deserve to be paid, deserve to stay workin’.
The people of our state need our state employees to continue workin’. I hope the attorney general will reconsider this move.
And let’s not block the great work that the Senate is doing to come up with a compromise and a truly balanced budget, which is what we need, along with changes to the system so we can grow the economy and create more jobs.
Please do not take steps to disrupt the Senate’s work. And please respect the fact that we are making progress.
I want to thank, again, the House that did pass the property tax freeze and has said that we need economic reforms to grow jobs.
Let’s not block our progress by creating a crisis.

Dear Employees:
By now you’ve heard the shocking news that Attorney General Lisa Madigan went into court late yesterday to petition a judge to halt state employee pay.
It’s disappointing to see any move to stop employee pay and disrupt government services, especially now as the Senate is on the verge of a bipartisan agreement to enact a balanced budget with changes to create jobs and lower property taxes. The Attorney General’s court filing seeks to directly harm thousands of employee families and even more who rely on your hard work every day.
Our Administration will use all available legal options to continue employee pay and avoid any disruption to government services. I am hopeful Comptroller Mendoza will stand with state employees - just as Comptroller Munger did previously - and support our legal arguments to continue employee pay.
No matter what, we will work tirelessly on your behalf to stop this attempt to undermine good-faith bipartisan negotiations in the Senate - ensuring employee pay continues, government services remain intact and the General Assembly enacts a bipartisan balanced budget with changes to our broken system.

I get the sense that Rauner truly — truly — doesn’t think he has anything to do with this ongoing crisis.
I mean, my assumption was that he knew what he was doing by … ahem, creating a crisis several years ago. I assumed that was the inner-circle strategy.
But now — especially after reading this — I’m thinking that Rauner must live in a bubble. That he’s truly not aware of the damage he’s done. That he truly, truly thinks he’s the simple innocent in all this.

The crisis started long before Rauner came to town. That said, he has played a direct and prominent role in exacerbating the crisis … as has Madigan.
They both want a government shut-down, Rauner from his first day & Madigan since it became clear that Rauner wanted Madigan run out of office.
Soon they both might just get that shut-down. And then the war is really on.

So then, what steps has the governor taken to fix this? I do believe the “collectivist” Crain’s Chicago “Bidness” said that Illinois was worse off in almost every way since Rauner took office.

My anecdotal assessment is that vanishingly few of them do. They may not think either Madigan is looking out for them, either, but they sure don’t think they have a friend in the Governor’s office.

You are right if long before his inauguration is a month before his inauguration when he asked the legislature not to keep the tax rate at 5%. They passed a budget that was $4b out of whack. Instead of working with the legislature to balance either through cuts or tax hikes, he vetoed it and said he would not fund his own government until his downturn agenda is passed.

I honestly don’t get the 2nd Floor messaging strategy here. You’ve spent the last sixty days telling anyone who’d listen you’re ready for a budget, quietly hugged the Senate deal as something to build on, but a lawsuit that would force some action could cause the whole thing to come crashing down? Hopefully some savvy media coverage unravels this a little.

OW what has the Governor said to indicate he does not want a budget passed? He has offered to support tax increases as long as reforms are passed.
The Speaker and Senate President have been clear they want a budget passed. Only the Speaker is pushing for another “successful” stop gap. He does not want any reforms and only now is seriously examining the proposals.
He is forcing another crisis with the threat of no authority to pay state workers as another pressure point

In his panic response, the Governor has repeatedly touted the senate deal as “on the verge”. Will someone please ask him directly whether or not he supports it? He’s using words like “our” when referring to the progress, but claims to have nothing to do with it.

“I will support a tax increase only…”
A revenue increase is required, not optional, required, for any budget to work.
The preconditions, like term limits, prevailing wage and collective bargaining eliminations are required for Rauner to sign on. Turnaround Agenda silliness has made it clear…

Couldn’t just issue something that says that we are all going to try and get a deal done by the end of February. No, he has to continue the blame game. I am so darn sick and tired of this both at the state and national level. I wish people would put the same energy into doing their jobs that they do trying to get elected to them.

Seems to me this puts just as much, if not more, pressure on the House. The Senate is halfway there, having spent its time getting input and negotiating what’s doable. The House is far behind in that regard. The Governor isn’t even in the game except through Radogno. I don’t see this as helping the Speaker. Lisa Madigan has done the right thing to pressure everyone.

Gov has always had two ways to “win.” Gets everything he wants via the Orwellian-named “Turnaround Agenda” or slowly strangles state government and loads it up with so much debt it has to savagely cut and close institutions.
Decrying that this will disrupt the Senate efforts, which are genuine and to be applauded, is just crocodile tears from the governor and his spokespersons. They’ve been doing everything they can behind the scenes to sabotage it. He doesn’t want a budget except 100% on his terms.

I truly believe that. If the state workers all stay home, the citizens are going to learn how much they will miss them without the governor being able to blame it on AFSCME going on strike. The fact that this will mean employees not part of the Governor’s AFSCME employees will also be gone makes it even worse. SOS people won’t be there so you can renew your license or plates and Comptroller people won’t be cutting checks.

As long as it was only the “hard workin’” private sector social service providers, their clients, and the “hard workin’” Map Grant college students who weren’t receiving any money, then the Gov’nor was fine with it. But now that he doesn’t get to pick his select group of hostages, NOW, he’s outraged that people won’t get paid. Now that he can’t string out the lack of a budget for as long as he wants, NOW, he outraged. Give me a break.
Thanks Lisa for not allowing the most vulnerable among us to continue to suffer and die from Rauner’s TA fallout. Now, the pain comes home to everyone if Rauner doesn’t stop fiddling while Illinois burns.

Suddenly there is progress?
Lisa Madigan is state employee’s best friend. If there is no budget and payroll ceases, state employees don’t have to show up for work.
Additionally they would be eligible for unemployment.
As to Rauner’s use of volunteers, sure I can see dozens of volunteers coming to the work in the state prisons, and a couple of pedophiles doing child abuse, and a couple of meth addicts handing out meds with a two for me… none for you philosophy.
I bet as soon as Rauner has to clean the executive toilet, he call cut a deal.

The reality of this will settle in at some point and it’s effect on people.
The best that could come out of this would be an agreement on a budget. It’s high stakes now, but all those being affected are not equally equipped to deal with the repercussions of this.
This mess is terrible.

It is not so much about what he says most of the time. It is about what he does or is doing.
If someone that didn’t know the full story read his statement they might see him as compassionate. But what he has done (or really not done in some cases) belies his words.

What, can’t the governor be shocked at the crisis he deliberately welcomes and lets happen?
This one’s on him. He wouldn’t drop those collective bargaining and prevailing wage demands.
The other night the IPI was on “Chicago Tonight.” Laurence Msall and Ralph Martire, who were also on the panel, seem to me to want the Senate bipartisan budget deal and want to be optimistic it passes. Not the IPI. It doesn’t want the deal and wants the state to crumble completely unless it gets its way.

This is how this will all work out: The Senate will have their plan. The House will come up with their own seperate and different plan. Both houses will come together in a water down compromise incorporating elements of both budgets, and this will not please Rauner because some of his TA items will disappear or be minimized. He will have to accept this version or be responsible for the eminent State shutdown on Feb 28th. That’s how this power play works out.

It is telling that he doesn’t even consider a full, balanced budget, just a short term stopgap measure. He wants us to remain hostage. Please, please, for the love of all that is decent, let’s use this opportunity for a real budget that includes higher ed and human services.

…Or it’s possible this will provide the impetus for more stopgap budgets. I think that at this point in the game Madigan believes any passed full budget will be considered a victory for Rauner. Lisa’s move could be seen as a gesture of bravery and independence before the 2018 Governor election…?

Lisa Madigan is doing us all a favor by calling Rauner’s hand. He would just continue to bluff as long as he could get away with it. He’s been doing this for 24 mos now.
I find his weird accent, his weird way of dressing down, his weird ooda-loopy governance, to be extremely unacceptable and disturbing.

In the past it was Munger who used her legal staff to fight if AG Madigan; I doubt Mendoza will do the Governor’s bidding. He is toast and should start realizing he needs to have a budget.

You have a month, Rauner. They’ve sent you several budgets and you’ve vetoed most of them instead of using your line item veto. You’re the problem. Get it done now. It’s on you.
