Rauner to make ALPLM a separate agency

Gov. Bruce Rauner is moving ahead with plans to make the Abraham Lincoln Presidential Library and Museum a separate state agency.

Rauner will issue an executive order Friday making the ALPLM a standalone facility, an idea first floated three years ago by House Speaker Michael Madigan, D-Chicago.

Rauner’s order will also place the remaining functions of the Illinois Historic Preservation Agency under the Department of Natural Resources. […]

The administration says the new management structure should save $3.2 million annually, even though the ALPLM will need to add eight positions to cover support operations that it did not have to handle before.

How can the HPA board be dissolved without the approval of the ILGA?

Isn’t the board/agency established by statute?

Sun-Times is reporting he also is combining the Illinois Human Rights Commission and the Illinois Department of Human Rights.

Wonder who gets laid off from the union ranks because of this. Rauner is in a hurry to get it done so it must be another IDOC/nurses method of getting union jobs transitioned.

SECTION 11. GOVERNOR - AGENCY REORGANIZATION
The Governor, by Executive Order, may reassign functions
among or reorganize executive agencies which are directly
responsible to him. If such a reassignment or reorganization
would contravene a statute, the Executive Order shall be
delivered to the General Assembly. If the General Assembly is
in annual session and if the Executive Order is delivered on
or before April 1, the General Assembly shall consider the
Executive Order at that annual session. If the General
Assembly is not in annual session or if the Executive Order
is delivered after April 1, the General Assembly shall
consider the Executive Order at its next annual session, in
which case the Executive Order shall be deemed to have been
delivered on the first day of that annual session. Such an
Executive Order shall not become effective if, within 60
calendar days after its delivery to the General Assembly,
either house disapproves the Executive Order by the record
vote of a majority of the members elected. An Executive Order
not so disapproved shall become effective by its terms but
not less than 60 calendar days after its delivery to the
General Assembly.

HPA to DNR makes sense. Both agencies have land management and regulatory functions. The ALPLM as a stand alone agency does not make sense. If it doesn’t make sense to put the ALPLM under DNR then it doesn’t make sense that the ISM is there. They should be combined into one agency. In other states the state Archives would be part of it too but here in Illinois they are under different constitutional officers.

Put what’s left of IHPA into DNR? DNR couldn’t wait to dismantle the Illinois State Museum system… and it is in shambles. It will be interesting to see what they do to Illinois’ historic sites.

The museum would be nothing without computer animation. Go to New Salem and see history every day - no computers necessary. Abe lived in the 19th century not in 3D hologram.

RNUG, with great respect, I don’t believe Rauner has shown one bit of interest in remotely offering an olive branch to anybody. He just derailed his own Senate Minority Leader’s compromise.

I’m not opposed to the ALPLM being a standalone agency. That will solve much of the political machinations that has hampered it really since it opened. The relationship between the ALPLM and IHPA has always been contentious. That said, I don’t agree that the IHPA should be merged into DNR. Historic Preservation is completely different than Natural Resources and should be an independent agency.
