*** UPDATED x2 - Barickman walks it back, blames the coverage *** Barickman claims Rauner will negotiate when he gets SB 1, cautions on outcome

* Sen. Jason Barickman, the lead school funding reform negotiator for the Senate Republicans, told reporters this afternoon that he spoke to the governor about negotiating with the Democrats on SB 1

I asked the governor, ‘When the bill is transmitted to you, will you hold the bill so that we can have a negotiation?’

He said, ‘Yes.’ He said ‘That’s a very reasonable thing to do. But I need the bill first.’ […]

I will tell you I am concerned that those negotiations will play out like prior ones, where the Democrats walked away from the table, introduced legislation that had no public scrutiny and advanced it through the legislative process that they control.

After a follow-up question, Barickman confirmed what he said. “There will first be negotiations, yes.” He also said there are no “hard lines in the sand.”

So, if Barickman is right, the governor seems to have reversed himself on that whole “Don’t you see how outrageous that is?” schtick.

The best way to help schoolchildren is for Gov. Rauner to agree to sign a landmark overhaul of how Illinois funds public education, Illinois Senate President John Cullerton said Thursday.

Cullerton renewed his request for Rauner to indicate his support for Senate Bill 1 and cautioned him against using his veto powers to rewrite the plan, which would jeopardize its future. Cullerton noted that an amendatory veto does not automatically become law and instead sets up a showdown with lawmakers on an override vote.

  1. Did the Senator talk to the Governor about those negotiations? Because nothing the Governor has done or said seems to indicate that there will be any negotiations on SB1. He’s waiting in his dark room under his light with his veto stamp.

  21. I have to agree that Cullerton’s statement doesn’t come across as if he is looking to negotiate on SB1. If that’s the case, he should send SB1 to the Governor, let him AV it, and then let the bill die. At that point, they can start the negotiation process (while arguing over who is to blame).

    The Governor sets up this deadline. But if the Senate waits until Tuesday to send him the bill, what is he going to do? Refuse to accept the bill? Hold the kid hostage from the Secretary’s office who delivers it? Light Cullerton’s desk on fire? I just don’t get it.

From a recent column in the Ottawa paper: “I’ve never felt threatened by the governor or any of his surrogates,” Barickman, of Bloomington, said. “The governor certainly wants to use his role as head of the executive branch to drive public policy. He needs allies in the Republican Party and beyond. The governor and I have disagreed, but I have found him to respect my opinions.”

    The negotiation already occurred, resulting in a bipartisan bill passing, of which the Governor supports 90%.

  51. It would really, really hurt the gov if he promised to hold off on an AV for a week to allow time to negotiate. Schools throughout the state are hoping for a revamped funding formula. They would love for Rauner to engage in negotiations. Unfortunately, Rauner is hopeless.

    Looking at Foxconn’s track record of broken promises, I’d wager the above will all be done before Foxconn maybe breaks ground.

    One of the silliest comments I’ve ever seen posted here. You can disagree with him if you’d like, but he’s a smart, thoughtful guy.
