Governor Rauner's spokeswoman said she does not anticipate action tonight on SB1, the school-funding overhaul measure.

Vetoes and special session proclamations have to be sent to the Secretary of State’s Index Division and it closed at 4:30 this afternoon. The office will almost always stay open if they get a request from the governor’s office, but no request was reportedly received.

Now will Rauner hold it? Does the Legislature just go home and wait till he has time to deal with SB1? I can see him making them wait, because they did it to him.

According to Rauner’s recent post, he needs to review the bill. I guess his staff still hasn’t figured out that it’s been posted on iLGA for anyone to view since May 31.

Judging by the silence from Rauner today I think someone may of got to him that sb1 is actually a good and fair bill. He just might feel silly for making a big deal out of it.

But ultimately Rauner could care less about fair. At this point he is playing political games and if someone didn’t get to him about sb1 being fair someone might of got to him about education funding not being the best bill for games.

It would be great if Rauner would just sign the bill. Unfortunately, time has proven him to be both mean and spiteful, so I would expect that he will employ maximum “shock and awe” tactics, not common sense.

The bill sets up illinois for billions in new taxes on top of the huge tax increase dems just pushed. the gov should veto.

Rauner is most likely waiting on IPI to have a story to cover his veto. That’s basically how most of his “tough decisions” work. IPI has a story on why he should do something, then he does it.

AV is an untenable option for sane Republicans. Since the total amount of money to be spent is fixed, who really wants the schools in their district to be put at risk in an attempt to reallocate $140 million in a $6.8 billion package? This situation is nothing like attempting to block a $5 billion tax increase, a serious objective for fiscal conservatives that may have been worth some brinksmanship.

If the AV is issued within 24 hours after receipt I think that can still be considered “immediately.”
It is probably worth mentioning that very minor changes can still be made in the engrossing and enrolling process, it is worth a thorough check for due diligence purposes.

Even if SB 1 is not vetoed it seems pretty unlikely that the school districts will receive their full funding based on evidence based model from the State for FY 18, the revenues are likely to be insufficient for that. The legislature can appropriate, but the money has to exist for it to be distributed.
