…Adding… As noted in comments, it is a little “weird” that the bill didn’t receive 47 votes, which would have allowed the sponsor to place the bill on the order of Postponed Consideration. It fell just one shy of that mark, which is, of course, raising some eyebrows that *somebody* might not have wanted this to pass right now.

*** UPDATE 1 *** If you look at the rollcall just before they locked it down, GOP Rep. Randy Frese and Democratic Rep. Art Turner switched their votes from “Yes” to “No” at the last second. Click here.

*** UPDATE 2 *** A new vehicle bill was just moved out of the Rules Committee. Amendment 1 to SB444 is apparently identical to the bill which just went down.

The game plan, I’m told, is to allow an override vote on SB1 to placate Madigan’s more liberal members. If that override fails, as expected, they’ll take up the new amendment and try again.

This was a big vote. It suggests that the Chicago Teachers Union has enough support to prevent any tax credits for private tuition. Many people view Chicago public schools as a failure: today’s vote suggest many do not. The status quo wins in Chicago ..

You understand that that number is their total estimated state aid, right? It’s not 450 million on top of what they already get. It’s 450 million total. He’s saying that it’s more than they expected to get, but that expectation is based on years of underfunding pursuant to our current crappy formula.

Fortner, Cabello, Phillips and potentially McDermed.

Frese potentially can be flipped as he has cover from Some regional support like Hammond

Rauner signaled he was going to veto it. Many days have fallen off the calendar since then. The heat has been cranked up.

While I was rooting for this to pass, to get this past us, I look at Rahm and Proft giddy with this bill and see it fall 25 votes short.

The reality?

Rauner’s Veto, right now, is holding back school funding and the lone vehicle to get past that veto… failed.

Rauner’s veto is all left standing, at this moment.

There is no fix, just a veto.

Durkin is not going to provide 4 votes. He did his part to get today’s vote thru. This was the IEA and IFT refusing to afford any support for a voucher program. Madigan now owns this not Rauner or the R caucas

I disagree. The situation was created by an botched AV without an exit strategy, that is, by the Governor. The Governor should have reduced CPS funding by $100 million and left everything else unchanged. Surprise, the Democrats are against term limits, union busting, and tax credits for private schools.

To add, CPS’s general state aid claim for FY17 was 1,102,385,972.26
That’s not including man-cats, pension (they do get some limited pension $ from the state already), etc.

Yes reading is FUNdamental. Please read this paragraph from the article:

“District officials have counted on about $300 million in additional state assistance that was included in an an initial version of the education funding legislation. That bill was vetoed by Republican Gov. Bruce Rauner prior to a narrow Senate override.”

Math is also FUNdamental. Take the $300 million in additional funding in SB1 that CPS thought they would get and add the $150 million that CPS President Clark said he did not anticipate and you get a $450 million increase. Wasn’t that FUN.

I never understood how republicans could hate Unions so much. Republican voters always say they want whats best for workers and the middle-class yet they want to bust what helped create the middle-class and a organization that helps workers i.e. Unions.

It makes no sense to be up in arms against Unions for doing what’s best for workers. It’s funny that republicans didn’t bat an eye at the $75 billion dollar voucher program that Rauner wanted which would only help the rich with tax credits. Yet they are against middle-class teachers receiving pension money.

Exactly. The problem is exacerbated by the fact that Republicans negotiated for tax credits rather than a reduction in CPS funding. Thus, showing to everyone that their stance on SB1 was a polite fiction.

Reading is fundamental, so since you seem to be struggling with the article, here’s a link, http://webprod1.isbe.net/gsainquiry/default.aspx where you can see exactly how much every district got in general state aid for FY17. You will see that CPS got $1,102,385,972.26 just in general state aid, not even counting categoricals (where the block grant lives), etc. If their total under SB1 was JUST $450 million, the CPS board president wouldn’t be happy. Let me know if you’re still struggling with this.

Everybody can own a little piece of this one.

But for me, it all comes back to this:

Best Team in America’s refusal to meet with Cullerton prior to the AV, and their utter misunderstanding of how many votes it takes to sustain an AV.

Many on the left feel the same way about vouchers that the Right feels about Planned Parenthood funding.

And when you are trying to pass a delicately balanced bill that is already opposed by one huge vote bloc (suburbs), inserting an extreme partisan ask in the bill is asking for trouble.

If democrats had insisted on $75 million to fund planned parenthood, the GOP would be apoplectic.

Cullerton publicly stated that 71 and 36 (3/5ths) were needed… twice.

Meeting, no meeting, Cullerton gave ample warning and counsel.

Believe that, don’t believe that, it’s a fact that right now, today, schools are not getting their full funding due to a Rauner veto.

Unfortunately, yes. Even under SB1 the CPS district only receives about 16% of state funds (including pension contributions) while educating 20% of all students. Since, it is obvious that the wealthy suburbs do not depend much on state education funding, what districts must be receiving substantial state support?
