His history suggests he will not be partisan, will not be fearful, and will not be a shallow publicity seeker. His political and governmental experience will enable him to distinguish real issues from non-issues. It is a testament to the trust he enjoys among his peers that the recommendation, in these otherwise partisan times, was bi-partisan and bi-chamber.
