Kelly lawyers up

Friday, Jan 14, 2005 - Posted by Rich Miller

Even if Mell does retract his comments, I doubt that will head off the attorney general’s investigation. Once those people start snooping around, they never stop.

The family feud between Gov. Rod Blagojevich and his father-in-law, Chicago Ald. Richard Mell (33rd) took a dramatic new twist late Friday when the governor’s chief fund-raiser threatened to sue Mr. Mell for defamation.

In a telephone press conference, Robert Clifford, attorney for gubernatorial friend and fundraiser Christopher Kelly, demanded that Mr. Mell withdraw statements that Mr. Kelly had traded appointments to state boards and commissions for large campaign donations.

If he doesn’t come forward with the truth before next week is up,” said Mr. Kelly, “then litigation for defamation will be inevitable.” […]

“Mr. Mell has had the whole week to set the record straight, and hasn’t done so,” Mr. Kelly continued. “If he fails to do so, I will pursue him in a court of law.”

Mr. Clifford said he and an attorney for Mr. Mell have been talking since early in the week, but have not yet reached agreement on a written “retraction.”

The statement must be public, complete, and not limited by implications that Mr. Mell merely was misquoted or misinterpreted by reporters, Mr. Clifford said.

Bob Clifford is an excellent attorney. I’d be scared witless if he was coming after me like this.

Mr. and Mrs. Miller go to Washington

Friday, Jan 14, 2005 - Posted by Rich Miller

My mom and dad are huge Barack Obama fans, which is really weird because my father is a lifelong Republican. Up until Obama came along, his political idols were Barry Goldwater and Ronald Reagan. Go figure.

Anyway, they went to DC to watch Obama’s swearing-in, and they just sent me these photos.

This post is kinda like the Crossblog’s party photos, only it’s a Democrat party and the images are of my parents, not drunken young dudes chatting up young women with the promise that their pics will be prominently displayed on an influential Internets site.

Mom and Obama.

Mrs. Obama and my dad.

Mom, AFSCME lobbyist Ray Harris (who I’ve known for almost 20 years) and state Sen. Kimberly Lightford.

Dan Shomon, one of Obama’s consultants, and my mom. Dan and I met when he was a Statehouse reporter at UPI.

Unknown blonde. Evidently, my father was holding the camera. So, I suppose this is a little like the Crossblog.

Mom and Senate President Emil Jones. I shudder to think what he told her about me.

Friday Topinka blogging

“Women should never fear power,” she says. “Women were always raised to be these passive little nurturing creatures. But there’s nothing wrong with power because power can be used productively for the good of the order. Power does not have to be adverse. You can pervert power…I have no qualms about taking on anybody in this state if they’re doing something wrong and it adversely affects the people,” she says.

Big trouble

Friday, Jan 14, 2005 - Posted by Rich Miller

Still think the Mell/Blagojevich fight was a mutual conspiracy?

The explosive accusation that top jobs in Gov. Blagojevich’s administration may be for sale took a dramatic turn Thursday when Attorney General Lisa Madigan and Cook County State’s Attorney Richard Devine announced a joint investigation into the matter. […]

On Monday, Madigan’s office requested from the governor a roster of all appointees he has named to the dozens of state boards and commissions under his control since taking office. Also sought were the names, job titles and agencies of all other state employees that have been hired “in any capacity under the jurisdiction of the governor” since January 2003.

Blagojevich, who has $10.2 million in his campaign fund, has named numerous donors to key posts, including two former members of the state’s scandal-plagued Health Facilities Planning Board, who each gave $25,000 about two weeks before being appointed. The governor denies any quid pro quo.

Because of Mell’s big mouth, Lisa Madigan is now on a far-reaching fishing expedition that will explore just about every nook and cranny of the governor’s administration. While she’s at it, she ought to look at contracts, too.

The Tribune published a story today that was deeply critical of the governor’s handling of the education budget and the way he has run rough-shod over the Illinois State Board of Education.

The new board hired a 24-year-old chief of staff who previously had driven Blagojevich’s press van through rural Illinois. It approved a Downstate charter school at the governor’s urging, even though the previous board had denied it four times.

While it remained silent on key education issues, the board loudly publicized Blagojevich’s proposed ban on violent video games. The agency’s annual roundup of state education issues even appears on letterhead featuring “Rod Blagojevich, Governor” in large type.

And, now, the state Board is no longer involved in determining how schools are funded.

This year, however, board members haven’t even seen the budget being crafted in their name. Instead, it is being written by the agency’s staff members, working with–or for–a governor’s office that is determined not to raise taxes.

It is a scenario that has outraged education advocates and a number of legislators. Some critics say it is exactly what they feared last year when Gov. Rod Blagojevich took control of the agency.

“The governor should not be the sole authority on education and education funding in Illinois,” said state Sen. Dan Cronin (R-Elmhurst). “He is setting it up so his voice is the only one that is heard.”

Once an independent voice, the Board is now silent.

For decades, the State Board of Education prepared its own budget for funding public elementary and high schools. Educators across the state relied on the board to advocate for the new money they felt their schools needed. The board rarely disappointed.

This year, however, many expect the board to be in lock step with the governor. […]

Randy Dunn, interim state superintendent of education, acknowledged that his office is working closely with the governor’s staff to create a budget.

“It makes no sense for the board to do this in isolation and then spend months fighting with the governor over it,” Dunn said.

Things were different last year, before the governor completely controlled the Board and its staff.
In January 2004, the state board approved–against the wishes of the governor–a $7.1 billion budget, calling for a $600 million increase over the previous year.

The governor was incensed that the board would suggest such a large increase while he was struggling to plug a $2 billion hole in the state budget.

A few weeks later, Blagojevich launched a blistering attack on the board and proposed creation of a new cabinet-level department of education that would answer directly to him. The board would have been relegated to a think tank under the proposal.

And the State Board of Education isn’t the only voice being silenced. Add the Education Funding Advisory Board to the list.

By state law, the five-member board composed of business leaders and educators is supposed to recommend, every two years, a minimum per-pupil spending level. Using state and national research, the group is supposed to send lawmakers a report on Jan. 1 in odd-numbered years.

Since Blagojevich took office two years ago, four members have either resigned or their terms have expired. The governor has not replaced any of them. As a result, no report was sent to lawmakers this year as required by law.

The bottom line is the governor has turned the state’s formerly independent education bureaucracy into a public relations front for himself.

Hynes to run for re-election

Friday, Jan 14, 2005 - Posted by Rich Miller

No real surprise here:

Illinois Comptroller Dan Hynes said Thursday that he will run for a third four-year term in his current office.

“I will be seeking re-election in 2006,” Hynes, a Democrat, told The State Journal-Register, ending speculation that he might seek a different office that year.

Hynes is a good guy who got himself in over his head during the US Senate race last year. He just wasn’t prepared for the challenge of that campaign, even though he had won two previous statewide races by large margins.

He’s also had his problems with Governor Blagojevich. After supporting the guv in the 2003 session, Hynes had hoped that Blagojevich would remain neutral in the US Senate primary. Instead, Hynes was convinced that the governor’s operation was pushing Blair Hull, and he wasn’t pleased.

The 36-year-old comptroller predicted that Gov. Rod Blagojevich will not be challenged in the Democratic primary in March 2006 and that “the party will be unified behind him” for a second term.

But when he was asked how the governor has been doing, Hynes said his style differs from that of Blagojevich.

“I’m not one for the confrontational approach,” Hynes said. “I believe working more in coalition- building, and that I definitely disagree with the governor on. I don’t think he has made a great enough effort to reach out and work with the legislature” and other constitutional officers.

According to the article, Blagojevich has promised to work more closely with those very same people this year. Color me skeptical.
