19 absenses is a lot and that is an average! If they are missing that much, let them go as they will likely bring down the performance of other kids. Sad to say, but what else is there to do?

My wife refills a plastic water company bottle from our Hinkley/Schmitt stand, giving her room temp or cold water on demand. No need to have more than one in the house. New tax position, de minimis.
