There’s also word that Senate President Jones may not call the transit bill for a vote. Craziness has resulted with some SDems threatening to drop off the gaming bill. * 4:10 pm - The transit bill wasn’t called in committee. Mayor Daley stood firm against the changes to the RTA governing board made by Sen Prez Jones.. Sen. Cullerton claimed it was a drafting error. Not. Daley threatened to kill the bill. Nobody knows if the bill will come up again tonight. Sen Jones was the one who insisted on changes opposed to by Daley for whatever reason. Cullerton has sided with Daley all along. …Adding… Jones inserted the language at the behest of some suburban members. Jones’ version is more advantageous to the ‘burbs while the House version favored Chicago. * 5:40 pm - The Senate is taking up the gaming bill now. The smoking exemption for the casinos will apparently be dropped but that could imperil the bill’s chances … Adding… the smoking exemption was specifically dropped because of the roll call realities. But there are a lot of members whovare flipping all over the place at the moment. * 6:53 pm - The gaming bill just passed with 37 votes.

Looks to me like “Da Maer” has publically and overtly taken over the governorship. Rod has been a “Puppet” anyway, now ‘Da Maer” has thrown down the strings and taken a “do it me ownself” attitude!!!!! Which button does he push when the Legislature votes?? Or should I ask how many??

Tribune to get big tax refund in settlement
(Crain’s) — Tribune Co. is to get a big refund from the Internal Revenue Service, money that will help chip away at debt when the company goes private in an $8.2-billion deal later this year.
In a court filing made public Tuesday, lawyers for Tribune and the IRS reported that the congressional Joint Committee on Taxation “had no adverse criticism” of a settlement between the two parties. The U.S. Department of Justice has requested a refund check be sent to Tribune.
In a securities filing last month, Tribune said net cash proceeds from the refund will total about $290 million after income tax on interest and on state income tax refunds.
The U.S. Tax Court had socked Tribune with a $1-billion tax bill in 2005 over proceeds from a 1998 sale of two companies owned by Times Mirror Co., which Tribune acquired in 2000. Tribune appealed the ruling in Chicago’s 7th Circuit U.S. Court of Appeals and announced the proposed settlement June 1.

This system is insane and in need of a major structural overhaul. The only problem with a Constitutional Convention is that no one is quite sure exactly HOW the delegates would be selected.

Squideshi, I’m not sure what the confusion would be about the selection of delegates. The legislature must authorize an election of two delegates per Senate district. There are many who might be concerned about which groups would have infuence over the delegates, but the HOW would seem to be fixed by the Constitution.

this is from the constitution, but my question is, where do the two delegates in the districts come from (selected), and who votes for them after they are selected? I’m missing something as it as the HOW is not clear to me. Can you enlighten me?
(d) The General Assembly, at the session following
approval by the electors, by law shall provide for the
Convention and for the election of two delegates from each
Legislative District; designate the time and place of the
Convention’s first meeting which shall be within three months
after the election of delegates; fix and provide for the pay
of delegates and officers; and provide for expenses
necessarily incurred by the Convention.
(e) To be eligible to be a delegate a person must meet
the same eligibility requirements as a member of the General
Assembly. Vacancies shall be filled as provided by law.

Princeville, as I understand it, if the con-con is approved by the voters in 2008 the GA must pass a law in 2009 calling for the election of two delegates from each Senate district. Eligibility for delegate is clear in section (e).
I only see the date of the election as a question open to the GA. The precedent from 1969 would be to set a special election in the fall of ‘09 using a non-partisan ballot.

Advantage Blago/Emil. I cant say for sure if Madigan will call the bill, but there is going to be some serious, and I mean serious, pressure to do so from all side. With the City of Chicago on board with the casino plan and the unions all backing the capital plan, its not an enviable position. I think Madigan needs to compromise and get what he can out of this capital bill for his members.

The way the leadership and governor are behaving, they must really want voters to approve a constitutional convention next year. I know my index finger is already itching to tap a “YES” on the touch screen.

I agree with Little Egypt @ 9:14. If Emil lets the veto be overridden then the original deal is back on the table and Madigan can go with the capital & gaming bills. They might not end up looking like Emils bills. But Emil tossing Blago under the bus is very unlikely.

interesting, all left over money goes to the City. I am not sure bypassing the General Assembly and the GRF is a good plan. If we thought Chicago had corruption issues now, just wait until this casino authority which is directly connected to the City of Chicago revenue gets up and running.
