I am sorry but it is the responsibilty of are governments whether Federal, State or Local to understand and follow the statutes that govern them. There is NO excuse for this on any level. An employee in private sector that had had a job performance like the Revenue department is sjhowing would be fired in a heart beat.

When it comes to the dept of revenue I always find it interesting that the IRS manages to deposit my check about 2~3 weeks before the state does, even though I send them on the same day.

Every city, County and Village budgets to collect sales taxes and spend them in a timely fashion. The State collects the sales taxes including the locality’s one to one point five percent. It is not State money. Some of it has been pldged for security on Bond issues.
When the State cannot timely either account for or without delay distribute the money it is in effect borrowing the locality’s revenue at zero interest.
Anybody smell something wrong here?
