*** UPDATED x2 - Axelrod firm behind him? *** Report: Chicago Inspector General to run for US Senate as a Dem

Wednesday, Aug 26, 2009 - Posted by Rich Miller

* If he can raise enough money to compete, this could be quite an interesting turn of events

Chicago’s corruption-fighting Inspector General David Hoffman has resigned to enter the Democratic primary for the U.S. Senate, removing a giant thorn from Mayor Daley’s side.

A former federal prosecutor who specialized in breaking up street gangs, Hoffman was hired away from the U.S. attorney’s office in 2005 at a time when Daley was besieged by the Hired Truck, city hiring and minority contracting scandals.

It wasn’t long before an office that had concentrated on low-level corruption and almost never conducted criminal investigations was working hand-in-glove with the federal government.

Not only does Hoffman bring real ethics and prosecutorial credentials to the race (which could conceivable hurt Alexi Giannoulias), but as the second white male to enter the race he could also empower the only African-American and the only female candidate to announce so far, Urban League President Cheryle Jackson.

Game changer?

Discuss.

*** UPDATE 1 *** The Tribune confirms

Chicago Inspector General David Hoffman said today he is resigning his watchdog role to seek the Democratic nomination for U.S. Senate.

Hoffman told the Chicago Tribune that he is resigning officially today and told Mayor Richard Daley of his decision on Tuesday. He declined further comment.

Bad news for Alexi. Hoffman is very tenacious. If he raises money, he could be a big player here.

  2. - Phineas J. Whoopee - Wednesday, Aug 26, 09 @ 10:39 am:

It seems like he is biting off a little more than he can chew. Whatever happened to State Senator of Rep or some other office before U. S. Senate. Where will he get the money to run?

  3. - siriusly - Wednesday, Aug 26, 09 @ 10:42 am:

This is good news for Dems, they need a candidate who can help them talk about ethical and honest government. So far, none of the candidates for Senate are in a position to do that.

  4. - Carl Nyberg - Wednesday, Aug 26, 09 @ 10:42 am:

Alexi gets to learn how tight he and Obama are.

When the issue of Giannoulias family bank lending money to organized crime came up, I’m sure some people told Obama to distance himself from Alexi, if not cut him off completely. Obama didn’t.

How will Obama play it this time?

  5. - The Doc - Wednesday, Aug 26, 09 @ 10:45 am:

Interesting. I would have put my money on mayor, especially if Chicago didn’t snag the Olympics. I suspect he has zero name recognition outside of Chicago.

The Machine must be quite thrilled, as Daley can now install a figurehead as the next Chicago IG. Sigh.

  6. - Team America - Wednesday, Aug 26, 09 @ 10:46 am:

This is great news for Kirk and the GOP. It sets up a primary battle that will focus on where Alexi is most vulnerable, leaving him damaged even if he survives… and maybe radioactive to Obama, to Carl Nyberg’s point.

  7. - Rich Miller - Wednesday, Aug 26, 09 @ 10:48 am:

===This is great news for Kirk and the GOP===

    Only if Hoffman loses.

  8. - Anonymous - Wednesday, Aug 26, 09 @ 10:49 am:

Bully away, Dan! You Go, Boy!!!!!

  9. - Team America - Wednesday, Aug 26, 09 @ 10:53 am:

===This is great news for Kirk and the GOP===

    ===Only if Hoffman loses.===

Maybe, but isn’t Hoffman kind of a one-trick pony? He’s a corruption fighter, which stacks up well against someone like Alexi, but Kirk is scandal-clean. What does Hoffman know about health care, foreign policy, war in Afghanistan, immigration, etc.? The U.S. Senate could sure use someone to teach them ethics, but needs a moderate, rational thinker with Kirk’s experience a lot more.

  10. - TTL, III - Wednesday, Aug 26, 09 @ 10:57 am:

If anything, I think this makes Alexi’s county chairman association endorsement that much more important…

  11. - Steve - Wednesday, Aug 26, 09 @ 11:05 am:

He would make a great candidate if he can raise money. Hoffman can beat Mark Kirk, if he gets the chance.

  12. - Anon - Wednesday, Aug 26, 09 @ 11:06 am:

Gee, I wonder if Hoffman will share his “opposition research” with his friends at 219? Or vice versa?

    Bad news for Alexi Giannoulias.

Just as interesting: who does he hire to work on his campaign?

  13. - Inish - Wednesday, Aug 26, 09 @ 11:07 am:

He can learn about healthcare, foreign affairs, etc. What did Kirk know before he ran?
And he can study the issues with a different perspective- nothing a good issues staff couldn’t bridge.
But will outside the city be able to differentiate. Out here in the sticks- they paint anyone from Cook County with the same brush- regardless of what their history is. Narrow minded but a reality. I am assuming this race is going to be won outside of Cook County – regardless of who the Dems put up

  14. - Shore - Wednesday, Aug 26, 09 @ 11:08 am:

Hoffman is from the same new trier area as kirk and worked for a pro-life u.s. senator, boren I think.
    this is him.

    http://cityclub.blip.tv/

It was astonishing to read that brown piece, at the fed level you are read the hatch act over and over again about keeping the political seperate. I remember bush cheney 2004 in ohio watching the white house and Tom DeLay guys with 2 blackberries and 2 cell phones. Then again Chicago City council members get taxpayer funded political consultants so it’s expected that things would be more corrupt here.

Finally the best news of the day comes from the 10th c.d. where Julie Hamos major league stepped in it last night. On the berkowitz show she was asked a number of questions where she gave the gop terrific ammo for a general against her on Israel. The clip is here.

    http://www.youtube.com/user/publicaffairstv#play/favorites/0/1qBmjOFfLwU

It’s at 4:40, and she basically demurs on the u.s. coming to help israel if iran directly attacked. That will end her with the jewish vote.

  15. - Conservative Veteran - Wednesday, Aug 26, 09 @ 11:10 am:

Hoffman won’t beat Kirk, since Kirk will lose his primary. The majority of republican primary voters will vote against a candidate who is pro-choice, pro-gay marriage, pro-gun control, and anti-Iraq surge (Kirk).

  16. - Just sayin - Wednesday, Aug 26, 09 @ 11:12 am:

Hoffman’s public opposition to the parking meter deal really starts looking like political opportunism now. Rightly or wrongly, it starts smelling that way.

He could be a good candidate but my initial sense is he’s taking the political plunge too soon.

  17. - Hank - Wednesday, Aug 26, 09 @ 11:12 am:

Too bad for Chicago, Daley wins again. Hoffman is not great but a thorn in Daley’s side which is always good
As for qualifications, I think Burris has proven that if you can breathe you are qualified!

  18. - wordslinger - Wednesday, Aug 26, 09 @ 11:12 am:

I wonder if this is soup yet. Kind of an odd way to let the news slip, without even a quote.

How does a young White Knight raise money and succeed in the barnyard of Illinois politics without getting just a wee bit dirty?

The gamma rays are overloading my tinfoil hat:

    – Could the Daley and Madigan clans be behind this? Daley removes a stone from his shoe and Madigan takes his cold revenge on Alexi?

–What office cooler gossip did Hoffman pick up about the the family bank when he was at the Dirksen Building?

–Will the Obama political braintrust have the good sense to stay far, far away from a contested primary?

    – Why as a Democrat for Senate? Why not as a crime- and corruption-busting Republican for governor, a la Big Jim?

If Hoffman is in to stay, it will be very interesting.

Anon 11:06 Who shares opposition research?

  20. - Brennan - Wednesday, Aug 26, 09 @ 11:17 am:

Hoffman looks appealing. If he can raise money it’s bad news for Giannoulias. If he can beat Giannoulias it’s really bad news for Kirk.

New Trier grad. Yale BS. UofC JD. Press aide to Dan Boren(D-OK). Clerk for Rehnquist.

He can run on a straight anti-corruption ticket.

  21. - Brennan - Wednesday, Aug 26, 09 @ 11:22 am:

Correction: David Boren, not his son Dan Boren. David has an illustrious political career in Oklahoma.

  22. - Rich Miller - Wednesday, Aug 26, 09 @ 11:22 am:

===she basically demurs on the u.s. coming to help israel if iran directly attacked===

If you take what she said out of context, then you’re right. Otherwise, you’re way overreaching on that comment.

  23. - Carl Nyberg - Wednesday, Aug 26, 09 @ 11:27 am:

The Iraq War was a trillion dollar scam to use the power of government to put billions of dollars in the pockets of Bush supporters, including Dick Cheney’s company.

Mark Kirk helped sell the scam.

The idea of Mark Kirk scolding other people because they have the same party affiliation as Todd Stroger and Rod Blagojevich is laughable.

If it weren’t for the media being very friendly to Kirk–the same media companies that helped Bush and Kirk sell the Iraq War scam–Kirk would be laughed at for his bogus pronouncements about corruption.

Kirk’s anti-corruption convictions are as phony as his convictions about everything else.

  24. - Cosmic Charlie - Wednesday, Aug 26, 09 @ 11:28 am:

I am not familiar with Hoffman’s upbringing. Does he or his family have any wealth? Fundraising is gonna be tough but he is a magnet for media so he is viable.

  25. - Anonymous - Wednesday, Aug 26, 09 @ 11:30 am:

    =======
What did Kirk know before he ran?
    =======

Quite a bit according to his bio.

  26. - wordslinger - Wednesday, Aug 26, 09 @ 11:31 am:

Take another look at that Spielman and Marin story.

There is not a single source of attribution. There’s also no mention of trying to contact Hoffman or anyone else on the story. (How do you have a double byline when there are no sources?)

That leads me to conclude that Hoffman himself gave them the “scoop” with a lot of conditions. The result is a glowing Hoffman press release, with old quotes from the mayor implying a virtual endorsement.

They may have got it first, but they allowed themselves to be played. It’s lousy journalism.

  27. - Anonymous - Wednesday, Aug 26, 09 @ 11:32 am:

And…it wasn’t just knowledge. He has quite a bit of experience that’s required to be an effective Senator.

  28. - Rich Miller - Wednesday, Aug 26, 09 @ 11:34 am:

===experience that’s required to be an effective Senator.===

As defined by you and Kirk, I suppose. Understandable you’d define it that way, but there are no real job requirements (outside of age and residency) in the Constitution.

  29. - Rich Miller - Wednesday, Aug 26, 09 @ 11:36 am:

And, frankly, if we required all Senate candidates to have that same experience you think is mandatory, we’d lose the (already far too little) citizen legislator aspect of the chamber.

  30. - Anonymous - Wednesday, Aug 26, 09 @ 11:37 am:

==As defined by you and Kirk, I suppose. Understandable you’d define it that way, but there are no real job requirements (outside of age and residency) in the Constitution.==

Yeah, and there are NO requirements to be a Supreme Court justice. Doesn’t mean that just anyone can do the job.

she has to be pushed into saying the u.s. should defend israel
1)she doesn’t know the issue, which she admits.
2)she isn’t as conservative on the issue which is a red flag with a jewish community that is.
3)there aren’t a whole lot of districts with big jewish populations that have had major israel backers in congress like the 10th. this isn’t guns where anyone can be a fan. She’s lukewarm at best on the issue which will hurt her if she makes it to a general.

  33. - Anonymous - Wednesday, Aug 26, 09 @ 11:40 am:

You got a quote? I didn’t hear that.

  35. - Fed up - Wednesday, Aug 26, 09 @ 11:43 am:

Im sorry to see Hoffman leave the city inspectors office. But I think he figured out it is a dead end job with the way the city council wrote the ordinance that defines his job. He cant investigate wrongdoing by alderman and they control his shoestring budget. That being said I think Alexi steamrolls him in the primary. He didnt make any friends as the IG and the mayor and city alderman will say nice things (except for Bernie Stone who actually says he hates him) and then stab him in the back and cut him off at the knees. He wont be able to raise money and will have no political organizations backing him.

  36. - Brennan - Wednesday, Aug 26, 09 @ 11:44 am:

David Hoffman was not just a press aide to Senator David Boren. He was also the spokesperson for the Senate Select Intelligence Committee.

The concerns about Alexi aren’t limited to the Illinois Democratic Party.

  37. - Carl Nyberg - Wednesday, Aug 26, 09 @ 11:45 am:

dan, I noticed you didn’t rebut any of the factual portions of what I wrote.

    1. The Iraq War and occupation has cost a trillion dollars.
    2. The war was peddled based on lies and erroneous information. Many of the inaccuracies were either known by the Bush administration or manufactured by the Bush administration.
    3. Bush supporters, individually and as corporations, made billions off the Iraq War and occupation. Much of the occupation was managed in an exceedingly partisan way.
    4. Mark Kirk helped sell the Iraq War. He made claims that were untrue and asserted his great knowledge and experience allowed him to verify things that were false were true.
    5. The Chicago Tribune and the Sun-Times have treated Kirk deferentially. He hasn’t been called out for being wrong about Iraq. Of course, both these newspapers played an enabling role in bamboozling the American public on Iraq.

    Which of statements is incorrect?

  38. - VanillaMan - Wednesday, Aug 26, 09 @ 11:48 am:

    Yes.
    It is a game changer.
It gives Jackson an edge she didn’t have before.

Giannoulais and Hoffman will split their voter base and let Jackson win with a plurality.

  41. - VanillaMan - Wednesday, Aug 26, 09 @ 11:51 am:

So Carl, you want to attack an Iraq War veteran because you didn’t like the war? Are you completely freakin’ nuts?

Kirk put his life on the line for what he believed.

You better find a better reason to not support Kirk than that!

  42. - VanillaMan - Wednesday, Aug 26, 09 @ 11:53 am:

VanillaMan, it’s not always all about the base. Remember Roland Burris? By your logic, he should’ve won the governor’s primary race in 1994 and 2002.

Yeah, I remember. What I also see is an Obama Senate seat that Illinois African American voters are justifiably proud to have and would want to hold onto.

  43. - Brennan - Wednesday, Aug 26, 09 @ 11:53 am:

==Giannoulais and Hoffman will split their voter base and let Jackson win with a plurality.==

I would do better than to follow the logic of a person who believes that a conspiracy was engaged in to make a war that was created to make profits for companies. No one can keep a secret like that, especially the gov’t. You give them far too much credit.

  46. - Anonymous - Wednesday, Aug 26, 09 @ 11:59 am:

Valid points, Rich, re: the use of the word “required” ONLY. Mea culpa.

Putting aside any personal feelings in this matter, Hoffman will be a strong candidate with good credentials. Daley should be thrilled that he resigned his inspector general position. If Hoffman survives the Democratic primary, he would be a stronger candidate for the Democrats than Alexi vs. Mark Kirk.

Kirk is a strong and resilient candidate who can turn potential negatives into positives. His handling of those town hall meeting(s) this week should give everyone an idea of how good he is as a communicator. For those Republicans and Democrats who can’t resist selling him short or picking apart his record as a moderate, I can only tell them to be prepared to be disappointed.

As a 10th District Jew and a VERY strong supporter of Israel, I very much agree with Rich that you are making a giant leap with your assessment of Hamos’ comments. I probably will not be voting for Hamos, but she has a very compelling backstory that the Jewish community will find appealing.

===Hoffman will play on the north shore and with lakefront liberals. Giannoulias is too slick and sketchy for the walker brothers breakfeast crowd.===

What are you talking about? It was the lakefront liberals that went ga-ga for Alexi to begin with and helped him beat Mangieri in the primary for Treasurer. They are all still in love with the guy.

Exactly, although to be fair taking things out of context has worked quite well for conservatives these past many years. Look at our current “debates” over such completely fabricated things as death panels, veterans’ death books and compulsory socialized medicine.

  67. - Rob_N - Wednesday, Aug 26, 09 @ 1:47 pm:

PS Shore, “It’s a country threatening the homeland of 20 percent of her district”

I think 100% of her district’s “homeland” is right here in the US.

Do ya ever get dizzy from your spin? :)

  68. - Anonymous - Wednesday, Aug 26, 09 @ 1:58 pm:

Rich, you probably know, but that 11:37 retort wasn’t me, though generally, I agree with what was said.

  69. - wordslinger - Wednesday, Aug 26, 09 @ 2:04 pm:

I have to give Shore some points on this one. It wasn’t what Hamos said, but what she didn’t say.

The Iran question was a big fat cookie right down the middle that she should have drilled into the scoreboard.

In June, SOS Clinton declared an Iranian attack on Israel would be treated as an attack on the United States. Certainly U.S. policy since founding has been to guarantee Israel’s existence.

The fact that a candidate for that district wasn’t prepared for the question is kind of weird, just like that video announcement she released.

  70. - Shore - Wednesday, Aug 26, 09 @ 2:24 pm:

Rob N, I worked on Israel security issues in Bush 43 first term, and quoted directly from that pathetic interview where berkowitz spends 8 minutes begging her to give the right answer. She’s been in politics for 30 years and been a jew her entire life. If it takes her 8 minutes and she still can’t get it right she’s clearly out of touch with district jewish voters and therefore not viable on a key issue.

If you were a member of the 10th jewish community like me, you’d know 10th jews consider the safety of israel a top issue.

This is like a city politician not having a position on the assault weapons ban. Major campaign fail, that will give the GOP nominee a major issue to destroy her with in the jewish community next fall as Kirk did with dan.

  71. - Ben S. - Wednesday, Aug 26, 09 @ 3:02 pm:

Shore, if Seals did worse on the Iran issue as you claim, and yet still won a majority of the Jewish vote in the 10th, then I think Hamos will be fine here. The Jews I know in the district (and I live there, too) are more conservative than, say, their counterparts in the 9th, but they’re not that much more conservative and trigger-happy on Iran as you seem to be.

Do you have proof Seals won the jewish vote? She flubbed the top priority of jewish voters on national security. A college freshman active in hillel could have come up with somethingbetter. It’s a great issue that will cost her votes if she makes it past the primary.

Single issue voters like Shore amaze me. And yes, I understand and agree that the security of Israel is a critically important issue in Congress, but it ain’t the only critically important issue.

==If you were a member of the 10th jewish community like me, you’d know 10th jews consider the safety of israel a top issue.==

    Yep,
That’s why super hawk Jay Footlik got a whopping 20% against Seals. While Julie might not be Jewish enough for Shore, I’m sure she will do ok out there in la la land.

  75. - Shore - Wednesday, Aug 26, 09 @ 3:54 pm:

a democrat primary is a different beast than a general election, and jay was an awful candidate who ran into a seals machine that won’t be as potent.

    apples and organges dear friend.
