But the bill also creates more energy efficiency programs and boosts investment in clean energy resources. Here are some of the ways: • Allows ICC to approve energy efficiency measures above and beyond those they can approve now. • Creates Incentives for Small-Scale Renewable Energy Systems: Owners of small-scale solar generating systems are often too small to bid their credits into the IPA’s annual renewable energy auction. SB 1652 carves out 1% of the existing 6% solar requirement in the RPS statute for customer owned, behind the meter, solar installations. This, in turn, improves the economics of small-scale renewable generation. • Requires the utilities to contribute $15 million for the start up (and $5 million per year thereafter) for the creation of Science and Energy Innovation Trust, which supports green energy efficiency-based technology start up companies.
