Nope. Quinn had no lite guv. You’d have to change the constitution for that one. ###
If you read the Constitutional Convention transcripts you’d see the delegates didn’t think it was necessary to replace a Lt. Gov. vacancy. It has nothing to do with partisan politics. Makes you wonder why we don’t abolition the position totally. The only reason to have it around is to prevent the replacement of a Governor from one party by another elected official from the other.
Gubernatorial succession is laid out in the Constitution. It goes in order of Lt Governor, the elected Attorney General, elected Secretary of State, and then as provided by law. A vacancy in Lt Gov is not filled. Succession for the other officers had never fully been addressed.

Lt. Gov. is excluded because that would require a Constitutional amendment as that office remaining vacant is in a different section and not in the part at issue here allowing for special elections “as provided by law.”
Also the “emergency” language in the proclamation gets around the at least 4-day notice requirement in the Special Session Act.

With regards to a special election for Lt. Gov, it would have been harder logistically-Blagojevich was removed from office with less than 2 years left in his term.
Quinn certainly does deserve some credit on this. The Speaker probably would have come around to this eventually, but Quinn’s special session definitely forced his hand. I am not sure what Quinn gets from this unless he decides to run for Comptroller in 2 years (only partial snark here) but he certainly gets to poke Rauner in the eye on his way out. I’ve probably only said 5 nice thing about Quinn in the last 30 years, so here is number 6… Nicely played Governor.
Of course Madigan could still sit on this bill until after the inauguration….

Exactly. Her resume is pretty thin for a constitutional office. That does not mean she won’t do well, but I have yet to see any commenters providing a solid backing for the “outstanding” and “excellent” assessments.
With respect to the bill, this is a no-brainer, and I was disappointed to see it politicized. Of course the voters should be allowed to weigh in at the next general election. That’s what we do for school board, state senate, and every office in between.
Ms. Munger will have a leg up, assuming she does a good job over the next year or two. It will be interesting to see if she gets a primary challenge, and it will be equally interesting to see which Dems throw their hats into the ring.
