Question of the day

Tuesday, Mar 10, 2015 - Posted by Rich Miller

* Tribune

“Change has to happen in Illinois in the next four months,” [Gov. Bruce Rauner] said [last Friday in Elmhurst].

He also said he plans to drive that directive with six floor bills to be drafted in the next three weeks.

Rauner expressed confidence that his legislation would get through the Illinois General Assembly, saying 600 bills go through the legislature every year.

“We can pass six,” he said, then repeating, “we can pass six.”

But Rauner didn’t say what those bills would be, and a spokesperson also declined to provide details.

Correct me if I’m wrong, but I don’t think there’s some sort of quota system that says governors are allowed 1 percent of all bills passed by the General Assembly.

And if I were a cynic I’d write some wisecrack about how the governor knows all about that 1 percent number. But I’m not, so I’ll let that one pass.

Also, since there’s no quote attached I can’t be sure if the reporting is accurate, but there’s no such thing as a “floor bill.” Perhaps he meant or even said “floor amendments.”

* I talked about this story in the subscriber section today, so I’ll let the rest of the story be, except for one thing.

The governor, you’ll recall, told Republican Senators that he wanted their votes on ten bills. He told a Decatur audience this last month

“We get six hundred bills in an average year. We can pass eight bills,” he said.

But now it’s 6.

* The Question: Anybody wanna guess the governor’s final passage count? Take the poll and then explain your answer in comments, please.

    Voted “2″.

    Why?

Rauner will get “one” that MJM will hammer the ILGOP, and “one” for Cullerton to shake the ILGOP.

Governor, it’s 30 and 60. You aren’t there yet. On anything.

    Ten. Eight. Six.

You’ll get “2″ and the ILGOP GA will “thank you” in their good-bye speeches to the GA.

I’d be more worried if I were Rauner about just math in general, along with 30 and with 60.

  2. - Henry - Tuesday, Mar 10, 15 @ 10:58 am:

Someone woke up on the wrong side of the Rauner this morning.

  3. - Macbeth - Tuesday, Mar 10, 15 @ 10:59 am:

Four months. Hmmm. Let me guess.

    End of the fiscal year?

    Well, yeah.

    AFSCME contract?

    I suspect that’s what he’s talking about.

  4. - low level - Tuesday, Mar 10, 15 @ 11:00 am:

ZERO if he keeps on the same rhetorical track he’s on.
Utterly clueless. He thinks the state is one of his companies.

  5. - MrJM - Tuesday, Mar 10, 15 @ 11:01 am:

I was getting kinda worried, so I’m very relieved to see that Rich isn’t a cynic.

    – MrJM

  6. - Kippax Blue - Tuesday, Mar 10, 15 @ 11:02 am:

The Moses / History of the World context posted last month is proving quite prophetic.

People of Illinois– I bring your these 10– oy– 6. … Six commandments for all to obey!

  7. - Alton - Tuesday, Mar 10, 15 @ 11:04 am:

I Would have guessed zero, but I think he may get one, heavily amended bill through. That way, he won’t be able to say all his proposals were rejected out of hand.

  8. - MrJM - Tuesday, Mar 10, 15 @ 11:04 am:

To the question: He’ll get one. And it will be toothless symbolism won at great cost to the GOP.

    – MrJM

  9. - Mitch59 - Tuesday, Mar 10, 15 @ 11:05 am:

I say zero in 4 months! Rauner and GA are like Obama and congress!

  10. - jazzy - Tuesday, Mar 10, 15 @ 11:05 am:

Proposed 10 +…..passed zero or less than 1%

  11. - D.P.Gumby - Tuesday, Mar 10, 15 @ 11:06 am:

The man is a tool and a fool and doesn’t have a clue about legislative process or governing. As long as he continues to blabber, he will get nothing…exactly what he deserves and the best result for the people of Illinois.

  12. - 1776 - Tuesday, Mar 10, 15 @ 11:08 am:

Is this the number of bills that he gets or the number of actual votes that he gets on each of his bills?!!!

  13. - Anontwo - Tuesday, Mar 10, 15 @ 11:08 am:

Voted for zero. Gov. Bully has no clue on how to govern.

  14. - AC - Tuesday, Mar 10, 15 @ 11:08 am:

Zero point Zero. He hasn’t shown that he understands anything about the political process.

  15. - Formerly Known As... - Tuesday, Mar 10, 15 @ 11:08 am:

    Voted 4.

Rauner, Madigan and Cullerton will find a way to work together or we are all in deep.

No one has a budget or tax bill with 30, 60 or 3/5 right now. Not Rauner, not Madigan and not Cullerton. They will work things out.

  16. - forwhatitsworth - Tuesday, Mar 10, 15 @ 11:08 am:

60 / 30 will be hard to muster up no matter what the content!

  17. - Toure's Latte - Tuesday, Mar 10, 15 @ 11:09 am:

OW hits it on the head. One each to use in the next election.

  18. - Demoralized - Tuesday, Mar 10, 15 @ 11:12 am:

I voted 1. Gave the Governor the benefit of the doubt to be able to get at least one thing passed.

  19. - zatoichi - Tuesday, Mar 10, 15 @ 11:16 am:

He’ll get a couple of nothings as ’show that we can work together’, but nothing of any substance.

  20. - How Ironic - Tuesday, Mar 10, 15 @ 11:18 am:

The only bill at this point that Rauner could get passed would be a birthday proclamation. And even that would be a stretch.

  21. - Rich Miller - Tuesday, Mar 10, 15 @ 11:18 am:

At this point, 8 people have cast their vote for “6.” Please explain.

    lol

  22. - Apocalypse Now - Tuesday, Mar 10, 15 @ 11:21 am:

Zero. Madigan and Cullerton have no interest in bettering the state, with any credit going to Rauner. If Madigan and Cullerton had any guts, they would propose a progressive income tax. Madigan gets praise for all the years being in charge, but they net result is a failed state.

  23. - Mason born - Tuesday, Mar 10, 15 @ 11:23 am:

I said three at some point we literally have no choice but to do something. Now I doubt it will be all he wants and may be pretty tangential to what he proposed but something will squeeze through.

After that I think Willy at 10:57 hits it. Ammo for the Il Dems.

  24. - Soccermom - Tuesday, Mar 10, 15 @ 11:23 am:

I voted for 6. Because whenever a bill passes the GA and Rauner signs it, he’s going to claim victory.

  25. - Joe Bidenopolous - Tuesday, Mar 10, 15 @ 11:23 am:

I said 5 - there’s gotta be a budget and BIMPs, right? Nothing on top of that, and I’m not predicting the gov gets what he wants there either, but they gotta go or government shuts down

  26. - Anonymous - Tuesday, Mar 10, 15 @ 11:24 am:

    Rauner is a.001%

  27. - Bluefish - Tuesday, Mar 10, 15 @ 11:24 am:

Zero. But I put the over/under on how many of his proposals join the “Century Club” at 4.

  28. - Carhartt Representative - Tuesday, Mar 10, 15 @ 11:25 am:

1 bill passed allowing him to make Illinois books look better and then sell us to Indiana.

  29. - How Ironic - Tuesday, Mar 10, 15 @ 11:25 am:

    @ Apocalypse Now:
“If Madigan and Cullerton had any guts, they would propose a progressive income tax.”

They are only giving Rauner what he wanted remember? He pleaded with them NOT to pass the tax increase before he was in office. They obliged.

Secondly, talk about ‘any guts’. Sure would have been nice for Gov Rauner to have laid out his policies before he was elected, no? Do you think after the last few weeks of ‘action’ that he would have been elected had he actually articulated how he intended to handle the office?

He’s the Gov. It’s HIS job to propose the budgets. Not Madigan and Cullerton.

  30. - Casual Observer - Tuesday, Mar 10, 15 @ 11:25 am:

I think he will get zero…on purpose. The man files frivolous lawsuits knowing they will be rejected by the courts. That reinforces his message that judges are corrupt. He will also file legislation that has no chance at passage so he can further his claim that the legislators are corrupt. His strawman building operation is working 3 shifts.

  31. - Concerned - Tuesday, Mar 10, 15 @ 11:26 am:

One, and it will be to recognize the Blackhawks for winning another Stanley Cup. That will be about the only bill King Rauner could persuade the people he calls corrupt on an almost daily basis to pass at his request.

  32. - ArchPundit - Tuesday, Mar 10, 15 @ 11:29 am:

===At this point, 8 people have cast their vote for “6.” Please explain.

I’m sure Rauner’s political organization is going to, if they haven’t already, start paying people to freep polls, comment, and call in to radio shows.

  33. - ArchPundit - Tuesday, Mar 10, 15 @ 11:31 am:

I’ll say 2 only because he’ll be battered down to virtually nothing he wants and claim victory on something he passes.

He’s shaking things up like Blagojevich shook things up–by making it even more dysfunctional. It’s kind of fun to watch since I don’t have to live with the consequences.

  34. - Formerly Known As... - Tuesday, Mar 10, 15 @ 11:31 am:

@Apocalypse Now - well said. They all need to get out of their own way.

A ==0== condemns Rauner, Madigan and Cullerton combined. If they get so entrenched in ==my party wins== at this point, they are all worse ==leaders== than anyone ever imagined.

==6== is now up to 12 votes lol.

  35. - Arsenal - Tuesday, Mar 10, 15 @ 11:31 am:

Really depends on what the bills are; I recognize it’s only 58 days in, but we don’t have any idea what his bills will look like, or even what basic subject matter they’ll be on. We know he’ll have a budget, but that it’ll look nothing like he proposed, and we know whatever he wants to do on unions is DOA. So I guess we can max out at 4, but it’s going to depend on what they are.

  36. - Stones - Tuesday, Mar 10, 15 @ 11:31 am:

    0. I don’t have confidence that the Governor understands the legislative process.

  37. - Joe M - Tuesday, Mar 10, 15 @ 11:34 am:

I voted 0. One or two of his bill numbers might get passed, but they will not have much resemblance to the bill language he introduced.

  38. - Jocko - Tuesday, Mar 10, 15 @ 11:34 am:

Zero…maybe one. The silence from the ILGOP GA is deafening.

  39. - Do It - Tuesday, Mar 10, 15 @ 11:35 am:

The real question is whether the Governor will do something so stupid the Legislative leaders file a lawsuit against him.

  40. - Walter Mitty - Tuesday, Mar 10, 15 @ 11:37 am:

1…. It will hurt the GOP… Which it should. It’s what happens when you elect someone that runs on what he say’s. Shake up Springfield…

  41. - Tornadoman - Tuesday, Mar 10, 15 @ 11:37 am:

ZERO. Nada. No way. No how.

  42. - MrJM - Tuesday, Mar 10, 15 @ 11:38 am:

Has someone done a wellness check on aGuy?

I was really looking forward to his insight on this question.

    – MrJM

  43. - cover - Tuesday, Mar 10, 15 @ 11:43 am:

I voted 1, to separate the Presidential Museum from the Historic Preservation Agency, since it’s a concept that the Speaker already supports. I’m not sure if the bill that passes will merge the rest of HPA into another agency as the Governor requested, but I would still count the bill as a Rauner victory, however minor.

  44. - Anonin' - Tuesday, Mar 10, 15 @ 11:44 am:

We guessin’ 6, but counted Pumpkin Pie, BarBque Capitol and Polka Dance initiatives…not sure what other three will be

  45. - Demise - Tuesday, Mar 10, 15 @ 11:46 am:

Although OW is probably correct, I still voted 0 because those bills likely will be so extreme that many GOP members will have to vote present.

  46. - RNUG - Tuesday, Mar 10, 15 @ 11:46 am:

Voted zero. I don’t see Rauner get anything passed with his current approach.

  47. - jerry 101 - Tuesday, Mar 10, 15 @ 11:47 am:

I went with 1. He can probably successfully get some building renamed in honor of Jim Thompson.

  48. - walker - Tuesday, Mar 10, 15 @ 11:50 am:

One key bill that trades off some pro-business tort and workers’ company changes, for some minor limitations in corporate tax breaks. They can get that one done. The rest won’t look much like what Rauner initially proposed. Of course, the worst of them will be blamed on him regardless.

  49. - a drop in - Tuesday, Mar 10, 15 @ 11:53 am:

Now going the other way…. how many bill the GA passes that the Gov vetoes?

  50. - A guy - Tuesday, Mar 10, 15 @ 11:54 am:

I voted. I think the number (and it’s proclivity to change over several weeks) has something to do with the negotiations that are taking place. Hard to know even how to count which bills will fall into this category until we see what they are. Will there be more proposed with a premium put on 6? We’ll see. Will there be 6 with a premium put on 4 or 5? Will 6 be the result of negotiations with MJM? No one knows yet.

  51. - Sangamo Sam - Tuesday, Mar 10, 15 @ 11:56 am:

    He’ll get two.

He’ll submit his first bill and Madigan and Cullerton will twist it into something painful and dare him to veto it. Then he’ll complain and squawk and submit another bill which Madigan and Cullerton will twist into something more painful and again dare him to veto it.

Then he’ll sign both bills, won’t submit any more and just complain about the process while he issues more executive orders instead.

  52. - Macbeth - Tuesday, Mar 10, 15 @ 11:56 am:

BTW — where are the GOP legislators defending Rauner and his cuts? I hear nothing from the GOP — at least in the major media.

If Rauner is such a cool cat — and such a good business dude — where are his vociferous defenders?

  53. - Oswego Willy - Tuesday, Mar 10, 15 @ 11:57 am:

    ===I voted===

    LOL!

So, was it 6 or 5 or maybe 4 or possibly 3, or could it be 2, possibly maybe 1, or (gasp) zero?

You wrote a whole paragraph of jibberish, and started “I voted”, giving no answer. lol

  54. - Wordslinger - Tuesday, Mar 10, 15 @ 11:57 am:

I went with six. Like Soccermom said, any old six will due, lol.

–Change has to happen in Illinois in the next four months….–

    – Chicago is lost..,(unless)–

The Dude loves his apocalyptic imagery. And we all know who he thinks the Messiah is…..

  55. - Bobby Hill - Tuesday, Mar 10, 15 @ 11:58 am:

If this were a test, I’d try to sit next to Mr Madigan and copy his answer.

  56. - Finally Out (and now very glad to be) - Tuesday, Mar 10, 15 @ 11:59 am:

    Zero!

With his approach, question might be if he gets any bills called for vote at all,.

“But Rauner didn’t say what those bills would be, and a spokesperson also declined to provide details.”

Will this guy ever provide ANY details on ANYTHING?

  57. - dupage dan - Tuesday, Mar 10, 15 @ 12:03 pm:

He didn’t say which bills. Sounds like an “out” to me. He passes 6. Claims victory. The 6 turn out to be minor alterations to laws about expectorating in horse stables or something.

  58. - How Ironic - Tuesday, Mar 10, 15 @ 12:05 pm:

    @ A Guy,

What a stand you took there. With an answer like that I assume you’re interviewing for “Hedge Czar” in the Ruaner Administration?

  59. - Mouthy - Tuesday, Mar 10, 15 @ 12:05 pm:

You know when rich guys, and I’m talking really rich, shoot off their mouths and say something really stupid I think maybe there’s hope for me yet. I mean if that lack of brains can make millions then I should be able to do it in my sleep. Trump used to be my hero in that regards but Rainer has closed the gap.
Now if this is a dumb, off topic statement then I should get six of these a year. I mean look at all the statements….

  60. - Wensicia - Tuesday, Mar 10, 15 @ 12:07 pm:

==He’ll get one. And it will be toothless symbolism won at great cost to the GOP.==

Yes, and he’ll call it an up day.

  61. - Carl Nyberg - Tuesday, Mar 10, 15 @ 12:20 pm:

If Rauner asks for six reasonable bills, all six will pass.

    But, given Rauner’s anti-labor rhetoric…

  62. - JS Mill - Tuesday, Mar 10, 15 @ 12:23 pm:

    3. I think he can get something done on workers comp and unemployment if he would just stop blathering. It is something we need to improve upon (workers comp and his blathering).

He can take credit for one more I suppose. Eventually a budget will get done.

  63. - Ginhouse Tommy - Tuesday, Mar 10, 15 @ 12:27 pm:

This guy needs to put a cork in it, quit making these stupid remarks, quit drawing lines in the sand and start the negotiating process on the budget. When is this clown going to realize all of this talk is taken as just that. Stop campaigning and start doing the job of governor. Don’t try and tell the GA what it’s job is. Politics downtown is give and take and Bruce has got to start to realize that. Looks like it might be time to compromise and quit all the smoke and mirrors. God, what a windbag.

  64. - Mouthy - Tuesday, Mar 10, 15 @ 12:28 pm:

Sorry, I forgot, Zero, Nada, Zilch, etc…

  65. - Elvis - Tuesday, Mar 10, 15 @ 12:29 pm:

One, and it will be the Village of Winnetka crowning him the King of Illinois.

  66. - Norseman - Tuesday, Mar 10, 15 @ 12:40 pm:

It depends upon how you define his bill. I voted one. I think some watered down bill will pass to address economic opportunity.

I was tempted to throw a BIMP bill in, but I believe it will be negotiated to the point where Rauner can’t claim it as his.

  67. - Summerwind - Tuesday, Mar 10, 15 @ 12:41 pm:

    Voted 2.
On the theory that Dems don’t want to be painted as obstructionists, and there are items like criminal justice reform where there can be agreement.
But otherwise, Rauner is rapidly using up whatever goodwill he started with - so why should they give him any victories they don’t totally agree on?

  68. - Louis G Atsaves - Tuesday, Mar 10, 15 @ 12:43 pm:

Perhaps in this climate, the better poll would have been the final veto count.

  69. - Shoedoctor - Tuesday, Mar 10, 15 @ 12:46 pm:

if Madigan and Cullerton want higher spending they should propose a higher tax rate to pay for it. For the past 40 years we have been spending beyond our means. What is their target revenue number? What is their spending number? Silence.let’s just bash Rauner for being unreasonable. They could not pass tax increase last Spring and now just whine about Rauner

  70. - Shoedoctor - Tuesday, Mar 10, 15 @ 12:48 pm:

Can someone defend the 2015 budget on this board? I didn’t think so

  71. - Mama - Tuesday, Mar 10, 15 @ 12:51 pm:

2? - It all depends on the contents of the bills. Give me the details first.

  72. - Oswego Willy - Tuesday, Mar 10, 15 @ 12:51 pm:

    - Shoedoctor -,

If I stay off your lawn, will you at least answer what the post asks?

  73. - Shoedoctor - Tuesday, Mar 10, 15 @ 12:54 pm:

Willy, why are you so obnoxious? What does my lawn in the middle of the winter have to do with it? I don’t have any expectation anything will pass and that is a shame no matter what party you are in.

  74. - Oswego Willy - Tuesday, Mar 10, 15 @ 12:59 pm:

===What does my lawn in the middle of the winter have to do with it? I don’t have any expectation anything will pass and that is a shame no matter what party you are in.===

    That was fun.

I am sticking with 2 as the real number, but Rauner will claim lots as his as - Soccermom - said that 6 will be claimed.

    July in Springfield(?)

  75. - 47th Ward - Tuesday, Mar 10, 15 @ 1:01 pm:

I voted he’d get 6, but I like that he’s already negotiatin’ against himself. First it was 10, then 8, now 6. Heh.

I figure he’ll eventually pass a budget. That’s one. He’ll also have to pass a revenue bill. So that’s two. He’ll need a bill to sweep the funds he needs to sweep, which makes 3.

    He’s halfway home right there.

  76. - Shoedoctor - Tuesday, Mar 10, 15 @ 1:03 pm:

Oh great Willy tell us how we can solve Illinois problems. I am sure your snark can fix all of our issues

  77. - Soccermom - Tuesday, Mar 10, 15 @ 1:05 pm:

Hey, Rich, have we done the “pick the last day of session” QOTD yet? What’s the over-under on Rauner beating the glory days of 2004?

  78. - Rich Miller - Tuesday, Mar 10, 15 @ 1:09 pm:

===Rauner beating the glory days of 2004?===

    That was nothing. Remember 2007?

  79. - Roadiepig - Tuesday, Mar 10, 15 @ 1:10 pm:

I agree with 47th ward on the three he listed- budget (but won’t be close to what he originally proposes if he ever proposes a real budget), a revenue bill (same as the first one), and a fund sweep bill for much lower than he asked for. Aside from that, I think he won’t be getting another bill of any real consequence passed.

    - Kippax Blue - Tuesday, Mar 10, 15 @ 11:02 am:- thanks for the (very appropriate) Mel Brooks reference ;)

  80. - BlameBruceRauner - Tuesday, Mar 10, 15 @ 1:15 pm:

I say he’ll get one passed. It will be the symbolic one and done that Madigan and Cullerton will totally contort! He will issue a bunch of EOs and will have more that 10 court cases to help bleed the state dry!

  81. - Oswego Willy - Tuesday, Mar 10, 15 @ 1:15 pm:

    - Shoedoctor -,

I ran for Governor. You need to ask my campaign manager - Norseman - for all my position papers.

I was glad handin’, walkin’, talkin’, I even had a campaign logo and button.

Ill make sure to keep my yark signs off your lawn too.

  82. - ventihot - Tuesday, Mar 10, 15 @ 1:38 pm:

The real question is how many veto bills will King Rauner actually hold up?

  83. - Anonymous - Tuesday, Mar 10, 15 @ 1:40 pm:

    @ventihot
As for that matter, how many of his vetoes will be overridden?

  84. - Give Me A Break - Tuesday, Mar 10, 15 @ 1:47 pm:

    - Rich Miller - Tuesday, Mar 10, 15 @ 1:09 pm:

===Rauner beating the glory days of 2004?===

    That was nothing. Remember 2007?

Wonder if Ray is ready to stand in the empty House chamber on Saturdays again. Would Hannig come out of retirement to give him a hand?

  85. - Wordslinger - Tuesday, Mar 10, 15 @ 1:50 pm:

A veto is a very powerful tool, especially in Illinois with its various permutations.

Those who continually invoke the mantra of “veto-proof majority” as an out for Rauner are clueless as to how difficult it is to build such a majority on any subject.

A veto gives any Illinois governor great power and a great responsibility to be part of the solution. Which, you would think, is why you run for the gig in the first place.

  86. - Last Bull Moose - Tuesday, Mar 10, 15 @ 1:51 pm:

I voted 6. Much depends on what happens when DOC misses payroll this month. Also on how the press shows daycare facilities closing due to funding problems.
He will get a sweep of funds to cover FY15 essential services. Then revenue through expansion of sales tax and taxing retirement income. Will pull more positions out of union. Will get some cuts in currently mandated services. And a budget with no union wage increases. Changes to CMS charter to shrink it.
Yes this is optimistic and his style may wreck it. But one can hope.

  87. - Anonymous - Tuesday, Mar 10, 15 @ 1:58 pm:

    - I voted. I think the number (and it’s proclivity to change over several weeks) has something to do with the negotiations that are taking place. -

Meaning you voted 6 but won’t admit it.

And really, you think the number of bills he gets passed has to do with negotiations? That must be the most genius insight I’ve ever read.

  88. - Anonymous - Tuesday, Mar 10, 15 @ 2:00 pm:

Less is more, reforming ten commandments into a six pack you have on ice makes you look weak by backing down.

  89. - A guy - Tuesday, Mar 10, 15 @ 2:35 pm:

Actually voted 5. Didn’t think he’d get all 6, thought he’d get more than 4. That’s all the logic that went into it. Stunned at the fascination with this.

  90. - Oswego Willy - Tuesday, Mar 10, 15 @ 2:37 pm:

    - A Guy -,

You answer a question once, you usually don’t get asked a second time to answer it.

You really walked that non-answer around the barn …and the farm…

  91. - Six Degrees of Separation - Tuesday, Mar 10, 15 @ 2:45 pm:

I voted 6 (but could be less), and the minimum 3 will be as 47th stated.

  92. - A guy - Tuesday, Mar 10, 15 @ 2:50 pm:

AH Willy, I think the likelihood of the variable was more important to explain than a number. As many have articulately explained here. I was honoring the request of the host by not just voting, but offering an explanation.

The moment I discovered “Inquiring minds” had to know, I tried to put their discomfort at rest. Busy day at the salt mine. Not able to check in as often as usual. It is no longer a non-answer. Well, actually it never was. But, now you’ve got it all. Happy to help.

  93. - Oswego Willy - Tuesday, Mar 10, 15 @ 2:53 pm:

=== It is no longer a non-answer. Well, actually it never was. But, now you’ve got it all.===

Nah, you were right the first time, it was a non-answer. lol

  94. - Langhorne - Tuesday, Mar 10, 15 @ 4:41 pm:

Bills tend to pass by wide margins bec Its the nature of the process to seek accommodation. Bitter provisions are watered down or eliminated. Madigan and Cullerton may force GOP votes for bitter amendments, but will never allow the underlying bill to pass.

Acc to an LRU estimate, in the 95th GA, 86.8% of non-approp bills passed in the House and enacted, and 92.2% in the
Senate, were approved by over 90% of members pres- ent
    and voting.

The one good thing about his comment was acknowledging there have to be sweeteners. That’s more realistic than all or nothing

  95. - Arsenal - Tuesday, Mar 10, 15 @ 5:04 pm:

“if Madigan and Cullerton want higher spending they should propose a higher tax rate to pay for it”

They’ve actually both done that, so…

  96. - Iron Duke - Tuesday, Mar 10, 15 @ 5:13 pm:

They could not get the higher tax passed so what good is it?

Proposing a Millionaires tax that everyone knows would require a change in the constitution does not count

Until then Madigan and Cullerton are like the guys at the bar who offer to buy everyone drinks but skip out before paying.

  97. - low level - Tuesday, Mar 10, 15 @ 5:16 pm:

Rich, having voted on the prevailing side of ZERO, I now move to reconsider the vote.

Negative numbers should be allowed to include bills that pass because Rauner is OPPOSED!

  98. - Mouthy - Tuesday, Mar 10, 15 @ 5:21 pm:

It appears that the people that voted 0 didn’t have much to say..

  99. - Illinoisvoter - Tuesday, Mar 10, 15 @ 5:24 pm:

Disqualified to answer. How anger fuels politics
is beyond my knowledge and just what choices the Republicans in the General Assembly have available
is very unclear to an outsider.

  100. - low level - Tuesday, Mar 10, 15 @ 5:26 pm:

To the original post, apparently Rauner views passing bills and enacting law as an efficiency thing (”600 bills, we can pass 6″).

No Bruce. It doesn’t work like that. Try again. Reach out to Nancy if you don’t understand.

  101. - Iron Duke - Tuesday, Mar 10, 15 @ 5:32 pm:

Professional politicians have earned the scorn most voters have against them (this board excluded)

If they could do the job the people would not have elected a business man

  102. - Kippax Blue - Tuesday, Mar 10, 15 @ 5:38 pm:

==Proposing a Millionaires tax that everyone knows would require a change in the constitution does not count==

Rauner claims his “pension reform plan” would save at least $2.2 billion in the first year. Proposing a pension reform plan everyone knows would require a change in the constitution does not count. Are you counting on that plan, Duke?

  103. - Iron Duke - Tuesday, Mar 10, 15 @ 5:44 pm:

Good point they are both wrong glad you agree

  104. - low level - Tuesday, Mar 10, 15 @ 7:03 pm:

Sorry, Duke. Grab another drink. Rauner was elected because Pat Quinn had the lowest approval ratings in the country for a governor.

They were tired of experienced politicians? But they re-elected Judy Baar Topinka and Jesse White.

Grab a double, Duke and listen more as others belly up to the bar and talk. You might learn something. They might even pay the bill for you.

  105. - jake - Tuesday, Mar 10, 15 @ 7:18 pm:

Voted zero, on the assumption that the bills would reflect the priorities that he has talked about the most. Might get two substantive ones, one on governance of Lincoln museum and the other on prison reform, except that the latter would require a degree of homework on the issues that he has shown no taste for, and the Speaker might insist that the former come from him.

  106. - jazzy - Tuesday, Mar 10, 15 @ 9:41 pm:

Rich …..off the subject….have you heard rauner is placing his campaign staff in jobs as legislative liason’s? Heard it today..was going to check the ledger for new hires…

  107. - Idot - Tuesday, Mar 10, 15 @ 10:14 pm:

I heard the Brucy Bruce is going to fire all the State Workers on July first and will not allow us back unless we take less pay, less healthcare at higher costs, longer hours for no pay, worse working conditions, and less vacation and sick days, and less holidays. He is a very bad man.

  108. - Norseman - Tuesday, Mar 10, 15 @ 10:52 pm:

Idot, will give you credit for unamusing snark. Nobody is dumb enough to really believe that.
