    Unfortunately, Rauner’s jersey was a BLANK jersey to which someone added a faux Captain’s “C,” perhaps by zealous staff to make their boss look in charge. The gov doesn’t have Toews’ sleeve numbers or Toews name and number on back. The Guv’s not paying homage to Captain Serious, it’s an homage to himself
