I believe November - It will be the State vendors who put the most pressure on the GA and the Governor to act and they start refusing to supply the Department of Vehicles once the payments from FY15 dry up from being handed out already 5 months behind for the most part.
With no parts to fix vehicles and trucks the state will be at a standstill.
Day after Rauner term ends either January 2019/2023 or the day the Sanguinetti term begins because Rauner’s Potomac fever is treated with him getting a 202 area code.
Today, a governor of this state, elected by the people, and who raised his hand (left, right, does it matter now?) and took the oath, giving him the powers of the Executive of Illinois, and today, refuses to understand his oath, but… wants to make absolutely clear… Michael J. Madigan “owns” the powers of the Office of Governor, because doing the job he swore to do, is completely lost on a man who spent over $60 million to have the title of “Honorable”.
Anything after October, continuous Session or not, really will be about adding the 177 members of the General Assemby hostage because a governor can’t “own”… what he was so willing to buy.
Had been pickin’ Super Bowl Sunday, but once all the money is spent and TeamBungle is still doin’ the bobblehead on non budget issues we may need to the infinity symbol on the old keyboard.
January/February 2016, in time for the next construction season into the 2016 elections. K-12 schools/ primary social services now funded and more may be - lessens the issues.
Higher Ed can survive until then and may welcome the no budget excuse. Reinforces that layoffs are real. Also, lowers spending for 6+ months - new base for what’s really important in agencies.
Just some thoughts - I think it’s a longer term play on both sides.

When Rauner and the politicians he controls convince Madigan to stop operating in the extreme, I suspect that’ll be during a month ending in E, H, L, R, T or Y.

When there’s nothing left, when they can’t borrow another buck from the bond market or buy another year of labor peace, they’ll bust the state out. They’ll light a match.
I’m going with late October/early November. By then most non-profits will have used up almost all of their operational revenue and lines of credit to make payroll and provide minimal services. Most agencies are using the Governor’s budget as a guide to estimated program revenue for FY 16 even if he doesn’t want to own it. Many staff have never been brought back from the Good Friday Massacre and more were cut the first few weeks of July- with many more to come.
