At least 25 percent in higher ed cuts pushed

Wednesday, Feb 17, 2016 - Posted by Rich Miller

* The cuts are not as steep as last year’s budget proposal, but after almost 8 months with no state revenues, this seems a bit harsh…

This assumes we still have a CSU and EIU by August.

  2. - Frenchie Mendoza - Wednesday, Feb 17, 16 @ 3:24 pm:

Maybe Brady will talk again about privatizing public universities. Didn’t he introduce legislation about this last year?

  3. - Handle Bar Mustache - Wednesday, Feb 17, 16 @ 3:26 pm:

Maybe the University Trustees, Board of Higher Ed and University Presidents will finally WAKE UP and go on the OFFENSIVE.

  4. - burbanite - Wednesday, Feb 17, 16 @ 3:26 pm:

Are they ever going to get money for fiscal year 16?

  5. - vibes - Wednesday, Feb 17, 16 @ 3:28 pm:

What did NIU do to deserve the deepest cut?

  6. - Demoralized - Wednesday, Feb 17, 16 @ 3:29 pm:

He set aside $50M for some performance based funding initiative for higher ed but I don’t see any details outlined. I suppose this is another angle for him to get higher ed “reform.”

The NIU kids protested when Rauner was in Dekalb.

The State , Cook County ,Chicago, CPS are bankrupt …. accept the fact and deal with it

Not likely!!! At best they will give some mealy mouth lip service protesting he cuts but when it comes right down to it they want to protect their cushy jobs.

Rauner 2016: “I won’t sever the head, only the limbs.”

    Help me out.

Is this 25% cut on top of last years 30% cut?

  12. - Juvenal - Wednesday, Feb 17, 16 @ 3:38 pm:

    Glenn -

Just wanted to drop you a quick note to say “thanks” for serving on my Transition Team.

  13. - Higer Ed - Wednesday, Feb 17, 16 @ 3:39 pm:

Please remember that the Governor appoints the trustees of each public university. That’s one reason for the lack of backbone.

  14. - SIUPROFF - Wednesday, Feb 17, 16 @ 3:43 pm:

The performance funding formula favors the schools that have affluent high performing students (U of I and Ill. State). Those students tend to graduate, graduate in a timely manner, and keep on track. They do so because they do not have to work, take time off to save more money or deal with life situations that kids from less affluent families do. So in the end, most of that 50 million will end up at UIUC and ISU.

  15. - NoGifts - Wednesday, Feb 17, 16 @ 3:47 pm:

The state and city are bankrupt? Read this report and tell me if there is any excuse for us not being able to pay our bills. https://www.bea.gov/regional/bearfacts/pdf.cfm?fips=17000&areatype=STATE&geotype=3
Bureau of Economic Analysis state fact sheet.

  16. - Mason born - Wednesday, Feb 17, 16 @ 3:48 pm:

So K-12 gets a 25% bump while higher ed gets 25% cut. Anychance they cancel out??

  17. - Jack Stephens - Wednesday, Feb 17, 16 @ 3:53 pm:

Cheaper to pay for college when your in prison! Plus the prisons can be privatized too!!!!!

  18. - NoGifts - Wednesday, Feb 17, 16 @ 3:54 pm:

In 2014, Illinois had a total personal income (TPI)
of $613,671,539*. This TPI ranked 5th in the
United States. Illinois total personal income plus gross domestic product seems about a 1.3 trillion dollars a year? We can’t scrape up enough to fund education?

  19. - NoGifts - Wednesday, Feb 17, 16 @ 3:54 pm:

To clarify, personal income is in 1,000s.

  20. - Langhorne - Wednesday, Feb 17, 16 @ 3:57 pm:

I must be old. I remember when a budget address had actual numbers for agencies, and specific proposals. If it wasnt inthe address, there were handouts.

Rauners address was another lecture on ideology–changes that will magically produce billions. I guess we have to wait for advocates to dig out the real numbers.

  21. - Enviro - Wednesday, Feb 17, 16 @ 4:03 pm:

“Illinois total personal income plus gross domestic product seems about a 1.3 trillion dollars a year? We can’t scrape up enough to fund education?”

There is enough money to fund education in Illinois but that would mean raising taxes.

The corporations plan is to privatize Illinois schools and universities for billions in profit.

That’s what they mean when they say they want to run government like a business.

  22. - GraduatedCollegeStudent - Wednesday, Feb 17, 16 @ 4:08 pm:

    ===Help me out.

Is this 25% cut on top of last years 30% cut?===

    Right now it’s 25% on top of last year’s 1-time 100% cut.

  23. - Soccermom - Wednesday, Feb 17, 16 @ 4:38 pm:

What’s happening to funding for MAP in this “budget”? Because if the students don’t get their grants funded, that’s another cut for universities.

  24. - Just A Girl - Wednesday, Feb 17, 16 @ 4:47 pm:

@Soceermom MAP is funded at FY15 levels.

  25. - wordslinger - Wednesday, Feb 17, 16 @ 4:52 pm:

–Are they ever going to get money for fiscal year 16?–

Eight months in, looking at probably $12 billion in unpaid bills on June 30, no new revenue in sight….

Hard to see how. This doesn’t happen by accident.

  26. - Former Hoosier - Wednesday, Feb 17, 16 @ 4:53 pm:

My daughter is a junior in high school. Yesterday we met with her college counselor. Because of the lack of state funding, the counselor did not recommend applying to any state schools in Illinois. It will be interesting to see what the application numbers look like for our state schools next fall…the ones that are still open.

  27. - Mama - Wednesday, Feb 17, 16 @ 4:57 pm:

The Higher Ed list shows 25% cuts in FY2015 not FY2017. Is higher ed being cut 25% again in FY17?

  28. - No Way - Wednesday, Feb 17, 16 @ 5:08 pm:

If the State and City were actually broke, you would not have gold plated financiers like Rauner and Emanuel as Governor and Mayor. You would have Bobby Rush or Luis Guiterrez as Mayor, and who knows who as Governor. There is big money in this State and City. Pull Emanuel’s and Rauner’s disclosures on line and see who is behind this. These guys are there on purpose. Lots of out of state contributions to fundamentally change state and city government as to who it works for and against. I still think the Emanuel/Rauner feud is as fake as Rauner’s accent.

  29. - Austin Blvd - Wednesday, Feb 17, 16 @ 5:37 pm:

    The tone deaf governor.

  30. - The Dude Abides - Wednesday, Feb 17, 16 @ 5:45 pm:

Thirteen months in and this Administration still hasn’t called for any sacrifices of the wealthy. It all falls on the backs of the middle class and the poor and unfortunate citizens.

  31. - G'Kar - Wednesday, Feb 17, 16 @ 6:02 pm:

What is the fate of funding for the community colleges?

  32. - wordslinger - Wednesday, Feb 17, 16 @ 6:07 pm:

–Are they ever going to get money for fiscal year 16?–

Hard to see how that’s possible.

Eight months in. An estimated $6.2 billion in new debt for just FY16, without funding for higher ed or social services. No revenue deal in sight.

    How does it happen?

  33. - anon - Wednesday, Feb 17, 16 @ 6:07 pm:

NIU gets the deepest cuts? Rep. Pritchard must be happy.

  34. - Anonymous - Wednesday, Feb 17, 16 @ 6:13 pm:

There is benefit to this for some people. Not the little people, but to be sure, this is a plan.

  35. - Ultragreen - Wednesday, Feb 17, 16 @ 6:26 pm:

Because of the unresolved budget deficit, the governor’s budget proposals shouldn’t be taken very seriously. Next year’s budget for higher education will be the same as this year’s budget for higher education: a 100% cut in funding. This governor must really hate higher education.

  36. - Anonymous - Wednesday, Feb 17, 16 @ 6:32 pm:

==This governor must really hate higher education==

For everyone except himself and his kids.

  37. - Annoymous - Wednesday, Feb 17, 16 @ 9:35 pm:

All the universities were cut equally 20 percent on the 15 adjusted level. The numbers listed are off from the post. Also some money is given for performance both both community colleges and universities

  38. - Leathernecky - Wednesday, Feb 17, 16 @ 9:59 pm:

How the post’s numbers were computed…

    Using fy15 as the baseline:
    30% cut fy15 vs. fy16.
    20% cut fy15 vs. fy17.
    25% cut over two years.

  39. - OurMagician - Wednesday, Feb 17, 16 @ 10:09 pm:

    But it’s a 100% increase from what they’ve actually got in 2016 so……

  40. - Pot calling kettle - Wednesday, Feb 17, 16 @ 10:27 pm:

The number of incoming Freshman is likely to tank because of the current budget crisis and the Governor’s attitude toward higher ed. So, less money for higher ed will be needed. In time, we can close all of those expensive universities.

  41. - Jimmy H - Wednesday, Feb 17, 16 @ 10:40 pm:

Not one mention of Higher Ed??? That is about as chicken as it gets.
It proves once and for all Rauner is THE one holding Higher Ed hostage and willing to destroy it. If he cared he would do something. Where are his solutions? Governor, NOT.

  42. - Etown - Wednesday, Feb 17, 16 @ 10:45 pm:

typical budget request from an Ivy League guy

    let them eat cake!

  43. - Chad - Thursday, Feb 18, 16 @ 5:12 am:

NIU has a very union-weighted BOT due to Quinn appointments. Hard to say, but that might figure into the budget treatment there.
