But honestly, would Lou Lang have put his graduated tax proposal out there with nothing behind it? There has to be some movement for him to take that step - because those proposals have been gathering dust for a while now while the BS took front page.
The impasse will end when the Republicans in the GA turn on Rauner and join the Democrats in passing a balanced budget with adequate revenue to fund Illinois state government.
When the courts stop the illegal practice of paying employees without a budget. The public has been insulated from the effects of a true shutdown. When they feel it, they’ll make their representatives feel it… and then, the impasse will end. Until then, there is almost no chance of a budget passing and being signed.

For the record, I’m a state employee and I agree with the AG 100%. It’s unfortunate that we may have to go without a paycheck, but the effects on the operations of state government are real and crippling.
