Rauner: No special session

Wednesday, Jun 15, 2016 - Posted by Rich Miller

* Andy Grimm

Gov. Bruce Rauner said he won’t be calling the General Assembly back to Springfield this week for a special session, saying it would be a “waste of time” so long as the Democrats in the Legislature are not ready to vote on a GOP-backed proposal for an emergency budget.

“Calling special sessions has happened in the past, and it has a tendency to alienate people, make them frustrated and angry, and has not had success when it’s been done in the past,” Rauner said Tuesday, after Democratic Speaker Michael Madigan canceled a planned Wednesday session in the House.

“To have them come when they’re not ready to vote is a waste,” Rauner told reporters after addressing the annual meeting of the Illinois Chamber of Commerce at the Palmer House Hilton. “It’s a waste of time, and it just gets everybody’s emotions ragged. We don’t need that. Emotions are already running a little bit too high.”

The tone was a mild departure from Rauner’s combative statements as he’s toured the state in recent weeks, which have done little to ratchet down emotions among Democratic lawmakers he has blamed for the state’s year-long budget impasse.

I agree on all points. Special sessions are a waste of time if nobody wants to do anything. Plus, the governor gets the stage all to himself when the GA isn’t in session. He has to share that stage, however, when legislators are all together and have easy access to reporters.

Also, it’s good that he finally realized that emotions were running too high around here. And subscribers know more about the new mood. We’ll see if it lasts when he speaks to reporters again at 1:30 this afternoon. You can watch or listen to that event by clicking here.

“mild departure from Rauner’s combative statements”

Who is that person and what happened to our dear beloved 1.4%?

Wait? What? Didn’t HRO just send out robo calls yesterday blasting Madigan for not calling everyone back to Springfield today? I’ve lost my scorecard, so confused…….

The only thing I disagree with is that Rauner’s statements are a “mild” departure. They are a major departure. He basically said the same thing he’s been demonizing Madigan for saying.

–“They’ll come back if we demand, if we, the people of Illinois, demand they come back,” Rauner told an audience in Bloomington on Tuesday. “They should be doing their jobs. They should be there today, tomorrow, Thursday working this out.”–

If you’re going to do the Good Cop/Bad Cop routine, shouldn’t there be a second cop? Otherwise, it’s kind of schizo.

    === I’ve lost my scorecard, so confused===

What’s so confusing? You can’t figure out that this is gonna be a tough campaign and that it’s already started? At the same time, the governor really should appear more gubernatorial and less Trumplike. No real contradiction here.

  6. - DuPage - Wednesday, Jun 15, 16 @ 9:34 am:

If they are not in session, there is no chance of a few Republican legislators coming to their senses and voting with Democrats on overriding any of the Rauner vetoes.

“It’s a waste of time to vote on anything that doesn’t support my agenda.”

Straight and to the point. Thanks, Governor. Gol Darnit.

“a tendency to alienate people, make them frustrated and angry, and has not had success when it’s been done in the past”

Really? Our Governor is concerned about this?

== it has a tendency to alienate people, make them frustrated and angry, ==

as opposed to having a daily GOP press conference - making everyone frustrated, angry and confused.

    A new tone, a new mood. It’s a good sign, I hope.

    Suggested Question of the Day:
Are all of the flip-flops in substance and tone:
    (A)deliberate ooda-loops,
    (B) uncontrolled messaging of someone who is in over his head, or
    (C) just a reflection of the fact that the Governor is not bothered by gross inconsistency in his positions?

  12. - Jocko - Wednesday, Jun 15, 16 @ 9:48 am:

The last time both parties of the GA agreed, you let the bill sit on your desk.

  13. - ILPundit - Wednesday, Jun 15, 16 @ 9:49 am:

Rauner’s mood is like the weather in Illinois. Just wait a few hours, and it will change.

  14. - The Dude Abides - Wednesday, Jun 15, 16 @ 9:54 am:

“A tendency to alienate people, make them frustrated and angry, and has not had success when it’s been done in the past,” The Governor has been doing this for the past 17 months and it is a big reason we are where we are right now. The Democrats has their disagreements with Edgar and Ryan but they took those men at their word when they told them something. It’s sad to say but there is a big trust issue now.

It appears to have been a good idea for BigBrain to actually find out what his workin’ group folks were up. Able to learn talks are in complete and made a big hike in $ for colleges and universities from another “lock box” His fumbles from the “Escape From Trump Tour” have been bad but not derailed the talks. Hopefully tday he confines himself his bond scheme ..opps…issue.
(Don’t want to get BigBrain of $uper$tars jittery)

“It’s a waste of time, and it just gets everybody’s emotions ragged. We don’t need that. Emotions are already running a little bit too high.”

Perhaps the protesters Rauner encountered on his campaign trip after the budget talks failed had some effect on the governor’s change in demeanor. He’s not helping with the non-stop, blame the Democrats tirades.

  18. - Johnny Pyle Driver - Wednesday, Jun 15, 16 @ 10:44 am:

it’s not like this is the first time the governor has hinted at a shift in tone. We’ll see if it ends the same way all the other shifts in tone have ended - with him wildly flailing back to lashing out campaign mode

  19. - WETHEPEOPLE - Wednesday, Jun 15, 16 @ 10:57 am:

The governor has on;y said he won’t do. Ho won’t sign a budget. He won’t present to the legislature his specific ideas. What he will do is spew out venom and rhetoric that move positions further. Why doesn’t he just shut up and do what he was elected for, that is govern Illinois. It is time to keep and get Illinois operational, then maybe you can regurgitate some of the ideas in your turn around agenda.

  20. - Anon221 - Wednesday, Jun 15, 16 @ 12:07 pm:

It sounds as if Rauner is channeling Madigan. Most of Rauner’s reasons for not calling a special session are the same Madigan has been saying for quite some time. Learnin’???

Geez Rich? Rauner & company have gone back and forth on this one…e.g., see wordslinger at 9:33 am.

  22. - Mama - Thursday, Jun 16, 16 @ 12:25 am:

You can not vote until there is something to vote on. The House already passed a budget. The Senators should amend the parts they don’t like, and the gov should use his line-item veto pen for stuff he wants to cut. Plus Rauner needs to drop the union crushing poison pills! Problem solved!
