In 2003 when Illinois State Lottery was removed as a state agency and “shoved” into Revenue as a department to “save money”,started the downfall. Lottery was stripped of all the assets to run an agency. Revenue did not want anything to do with processing the work through their systems and North Star did not want to work with the Lottery to provide a system that would comply with the systems lottery used that were based on the state statutes. Prior to 2003 the Lottery ran very well due to a great employees and a love for their work. A lot of the employees would not have left the Lottery if they hadn’t close the agency. The best thing you could do instead of hire someone else to run the Lottery is to give the Lottery the means to operate on their own and hire back the positions that ran the Lottery. So stop wasting time and money and make Lottery an independent agency.

- If they can’t find a new vendor, they’ll go back to the GA and ask for another structure, like a public benefit corporation.
No doubt a non-profit public benefit corporation exempt from any public oversight, disclosure or those pesky FOIA’s.

If 1.4% is trying to improve how the lottery was being operated, why would he hire a company that doesn’t know anything about the lottery?

Currently Georgia keeps 26% of their lottery sales, Illinois keeps 28%.
