“My chief of staff is meeting with the chiefs of staff of all the legislative leaders right now, trying to move this forward to get a balanced budget,” Rauner said. “We are working seven days a week. We will never give up, but the issue is we’ve got to change the system.” […]

Steve Brown, spokesman for House Speaker Mike Madigan, D-Chicago, said there were no developments at the meeting. When there are, Brown said, Madigan will call lawmakers back to Springfield. […]

Rauner said the Democrat majority is purposefully not sending an agreed-upon and balanced budget because they’re trying to damage him politically.

“They want chaos. They want mayhem,” Rauner said. “They’re happy to hurt whoever they need to hurt. […]

Brown dismissed Rauner’s comments as “incompetent babble.”

    Bruce, you and your Bro-quarium may want to give the Illinois Constitutions a thorough re-read.

    Have a dictionary handy if need be.

    The governor is supposed to send a balanced budget TO the ILGA. Not the other way around (of course they shouldn’t make a balanced budget unbalanced either).

    The rest is pure career politician style BS.

The budget shall set forth the estimated balance of funds available for appropriation at the beginning of the fiscal year, the estimated receipts, and a plan for expenditures and obligations during the fiscal year of every department, authority, public corporation and quasi-public corporation of the State, every State college and university, and every other public agency created by the State, but not of units of local government or school districts. The budget shall also set forth the indebtedness and contingent liabilities of the State and such other information as may be required by law.
    Proposed expenditures shall not exceed funds estimated to be available for the fiscal year as shown in the budget.

    Mongo may have hit the nail square on the head. In Blazing Saddles, Mel Brooks played Governor Le Pétomane. Le Pétomane was the stage name of a French flatulist. Look it up on Wiki, hilarious.
