* WCIA’s Mark Maxwell never did get an answer to the question he posed to Gov. Rauner today. Or did he?

MAXWELL: Your chief of staff Kristina Rasmussen of the Illinois Policy Institute has long advocated school choice. How much credit does she get for any of this? Was she instrumental in this process down the stretch?

RAUNER: Um, this is, was done by the legislators in, um, the General Assembly, negotiated on a bipartisan basis. And certainly I personally have been very involved in this for, since I became governor I’ve been an advocate for more school choice since I became governor. But what I mostly strongly advocated is for more equitable funding. And more funding overall. I’ve pushed for more state support since I became governor because we inadequately funded our schools for years and that we’ve inequitably funded. Before I became governor, um, the school funding from the state had been cut four times in the prior ten years* before I became governor. I asked it to be increased every year that I’ve been governor. And I formed, the bipartisan commission was formed at my request to take on the challenge of coming up with a new formula. And I want to compliment the legislators who came together to work out this bill. It’s very challenging. Folks in Illinois have tried to change or fix our funding formula for decades. And this has been achieved now and I think it’s a wonderful achievement for the General Assembly and everyone who advocates for high quality education.

    Actually, don’t be too dismissal of Rasmussen role in the win. If BTIA™ hadn’t screwed things up so badly, Rauner may not have as receptive to Durkin and Bradley’s negotiated product.

    Prior to Rauner the Dems cut education and social setvices. he helped save them by waiting two years to provide inadequate funding.

    Lets not forget everytime Rauner complains about the size of the tax increase…. it would have been Much smaller had he just pished to keep the prior increase in place. the higher amount was caused by his anti tax position which caused larger debt problems.

    no wonder so many of the companies he buys go bankrupt

    I count 14 references to himself in that stumblin’ rumblin’ response. I particularly liked this sentence “And I formed, the bipartisan commission was formed at my request . . .”

    He is trying really hard to make it seem like he had a big role in this. But from what I have read and heard, it only got done because he was pushed to the side and the pros in the legislature figured out how to get it done despite the Guv.

    After the override of his budget veto he was shown as weak. Ever since then, it seems his actions, despite being all over the place and disastrous, have been an attempt for him to appear powerful. His veto of the school funding bill was him playing big boss man - nothing gets done until HE says so. And yet because he had no clue on the number of votes needed to override, it backfired and made him look even weaker.

    I think Norseman is right. In some perverse way swapping out staff and bringing in the IPI’ers produced the unforced errors that allowed Durkin and Brady to be able to cut a deal. But at this point I think that Rauner is wise to do anything he can to distance himself from IPI.

    I’m not sure what to make of the comment regarding Dem’s cutting education funding 4 times in the prior 10 years and Rauner’s desire to raise it. Is it unbelievable because Dem’s didn’t do this or is it inaccurate because Rauner is (in the words of Charles Thomas) a “fiscal conservative”? /s

    Rauner is one of the few politicians who — lately at least — is ready to name names (”X and Y wrote the press release — not me”) and use the first person (”I passed it.”) instead of (”We passed it.”).

    That’s another tell. When he switches to first person, the bus is coming.

    How about the simple, truthful observation that the later two of those things were mostly one before the IPI folk came on board, and the ed funding compromise flowed from all of the things that have talked about here ad nauseum for the last several days (with IPI folks role apparently being pretty minimal).

    They were brought in for “messagin” not “governin”. Rauner was forced with two options, allow governing to happen without him (i.e., budget override) or start finding some successes that he could claim. The budget override changed the trajectory of things and reminded Rauner of the co-equal branches. As has been said many time, a governor has to have accomplishments.

    Oh, so the policy chief and CoS have been … messaging? What irks me is what they do or do not get credit for seems arbitrary. And the speculation on that front ends up more confusing than revealing.

    This is a great example of what I’m talking about. You’re assuming they don’t, based on … your gut? You’re willing to say the CoS and policy chief have no influence on the governor, based on … your gut? There’s so much innuendo in this staff talk that it seems like I’m reading a fan fiction message board on here sometimes.

    Help - unless a legit, credible source from within the Governor’s office can refute those assumptions then we have to go on all of the negative reports and tip sheets highlighting the internal strife. There is clearly a problem in the Governor’s office and getting rid of or running off all of the reliable/capable staff was not only a mistake but more likely a disaster.

    And it’s ending like most of them do after you sober up and contemplate the future.

    Worth a shot. But, as always, it will cost. A lot.

    Mike Z would be especially crucial for next year - and not just for Rauner. The expertise and smarts he has would benefit the HRO as much as anyone else.

    The TRUST Act was most definitely a done deal long before IPI appeared

    Correct me if I’m wrong but three dems (Dunkin, Drury and one I don’t remember)refused to override Rauner’s first big veto. Those three are most responsible for the gridlock that ensued. If they overrode Rauner’s first veto, he would have realized that he had to work with the majority party. Hopefully, former federal prosecutor Scott Drury will soon be former legislator, Scott Drury. Dunkin got money. Drury didn’t even get a clock.
