What: Gov. Rauner makes an announcement on HB 40

Where: Thompson Center, Blue Room-15th Floor, Chicago

Date: Thursday, September 28, 2017

Time: 3:00 p.m.

Note: Credentialed media only

*** UPDATE 1 ***  I’m hearing from very good and multiple sources that Rauner is signing the bill.

*** UPDATE 2 *** The governor called Cardinal Cupich today to tell him of his decision. It’s 100 percent. He just informed his staff of his intent as well.

*** UPDATE 3 *** Cecile Richards, the president of Planned Parenthood Federation of America, is in town and word is she’ll be at Rauner’s press conference.

    I was expecting this to be a Friday at 5 kind of announcement, regardless of what he was going to do with the bill.

    Right, day 60 was the Friday after Thanksgiving, so I expected him to make the announcement on Thanksgiving Day.

    Then again the Laquan McDonald video was releases right before Thanksgiving and it didnt really lessen the political impact (although we did not see the violent demonstrations in Chicago that happened in Baltimore & St Louis so maybe it was effective timing)

    The Thompson Center strikes me as good location to announce an AV.

    That whole wisdom-less practice of dropping the bill dispositions at 5pm on Friday isn’t very civic-minded.

    I prefer to read the analysis over the weekend. A Thursday announcement should improve the analysis, and even the basic coverage.

    $.10 it’s an AV.

    Well, there’s a picking which side of the ice berg one prefers to hit facet to the straight up sign/veto dichotomy. So an attempt to split the baby with an AV seems likely.

    I say he signs it.

    In Rauner’s mind, he made a deal back in April with the Republican caucuses in the GA: I’ll veto HB 40 and you’ll stick with me in the budget stalemate. The deal on the budget was broken, so the promised veto is off.

    He’s ridin’ high on the US Supreme Court case news. If he signs HB40, he is signaling loud and clear what is and is not politically important to him in the long run. I can just see Proft’s finger shaking as he waits to hit “Post” to the rest of his “newspapers”.

    Now we’ll see how many GOPrs stick with Rauner. They’ll huff and puff — but ultimately they’ll take Rauner’s money and campaign for him.

    It’s a win for Rauner, this — but it’s a demonstration of how little actual backbone the Illinois GOP possess. Even Proft will fall in line. He’ll grumble, but the day before the election, he’ll be praising Rauner like he’s some second coming.

    I am literally sick to my stomach. It makes me want to give up. When a Republican Governor cannot find the courage to veto this bill, or at the very least, the very least, AV the bill, it takes all motivation for me as a republican voter away.

    He made a pretty specific promise to Personal PAC and the bill was pretty much a copy of that promise. He then made a 180 degree flip with his promise to veto. I think he was hoping to veto the bill over the summer when everyone was on vacation. Instead, the public eye was turned directly on him and this bill and he had to choose which promise to keep.

    This is Rauner moving to the left with an eye on Nov 2018. This signature indicates he does not feel he needs to worry about a challenge from the Right. And, why would he? Rauner bought the Right and pays its bills. Who would fund a challenger? Which Rauner-funded member of the GA would support a challenger?

    If there’s a hard left rejection of JB, the progressive/establishment Dem split could give Citizen Bruce a path to victory banging on his Madigan drum the way he used his Pat Quinn drum last time. But what about Citizen Kelly in the primary? Hahahahaha… I just had to say that for laughs. Then again, they laughed at Trump. Does Kelly have any Nazi or Russian mob friends on the down low?

    It’s not up for discussion, it’s not up for debate.

    They can’t touch him. They had 2 1/2 years to show Rauner that they (GA Members) matter. They didn’t.

    He spiked more than the football today. A veto or AV was quantifiable in it’s effect. This action will lead to a reaction he’s not ready for in the least.
