FOID card expiration date extended yet again

Wednesday, Apr 14, 2021 - Posted by Rich Miller

* Capitol News Illinois

The Illinois State Police has given another 150-day extension to people whose Firearms Owners Identification cards or Concealed Carry Licenses have expired due to a backlog in processing renewal applications.

A panel of state lawmakers gave approval Tuesday to that emergency rule after ISP officials assured them that the agency had made significant progress toward clearing a backlog of renewal applications.

“I wouldn’t say we’re over the hump. We’re on top of it,” ISP Lt. Greg Hacker, who heads the agency’s Firearms Services Bureau, told the Joint Committee on Administrative Rules. “Over the past three months, our metrics have shown us that we are starting to bend the curve in our direction.”

Under the emergency rule, a FOID card or CCL that has expired since the start of the pandemic is still considered valid as long as the holder has applied for renewal, paid the required fees, and the card is not subject to revocation, meaning the person has not committed an offense that would otherwise disqualify them from holding the permit.

One possible issue - right now my FOID expires in August. On their website, there is no option to renew (as the renewal period is limited to 90 days before expiration) However, on the State website, the expiration date merely states “COVID-19″ Does anyone know if they will allow you to apply for renewal and pay the fees once you are in the 90 day window?

I submitted my renewal on 1/2/20 and at that time you could not submit a renewal application until you were within the 90 day window. Of course, now over 15 months later, I’m still waiting on that renewal.

Epic fail. The Governor and ISP are admitting through all of these extensions that they can’t get the job done. More human resources are needed to process the paperwork and fees that are required to exercise your Constitutional right to have a firearm. Can you imagine they make you prove who you are to exercise your Constitutional right? So racist.

  4. - 332bill - Wednesday, Apr 14, 21 @ 9:27 am:

Well, will miracles never cease. Just checked and my renewal was finally approved yesterday. Woo Hoo. Maybe in 10 years when it’s due again, they’ll have this figured out.

Curious how the extension is working for purchases. Are dealers taking someone’s word that they’ve applied? I’m trying to remember if ISP face me a receipt for my last renewel.

    Mason Born-

When I renewed mine online, I got a printable receipt.

At this juncture, what is even the point of having renewals? Just make it a lifetime card, unless there is a reason to revoke it. Of course the legislature, in all its wisdom, wants to go the opposite direction and require renewals every 5 years instead of 10. In other words, doubling the amount of renewals the agency will need to process, when they clearly can’t even do it for 10 years now. Brilliant.

    Good to know, Elvis.

  9. - RNUG - Wednesday, Apr 14, 21 @ 10:19 am:

Mrs RNUG just got her renewal after 10 months.

  10. - Flyin' Elvis'-Utah Chapter - Wednesday, Apr 14, 21 @ 10:26 am:

If ISP uses the same photo from my current card, which was the photo from my previous one, eventhough I gave them updated photos for both, that will mean the photo is at least 10 years old.

  11. - Fav Human - Wednesday, Apr 14, 21 @ 11:07 am:

I just need the renewal to be fixed by Oct, when I am due. After three years I’ll be “out” and wont need it anymore :)

=after ISP officials assured them that the agency had made significant progress toward clearing a backlog of renewal applications.=

I would be interested in what their data looks like. My guess is they are not making progress per the data.

Non-gun owner here. Guy who thinks owing some of those weapons is really silly.

But I can’t support keeping this program around. Can’t see any pay off for keeping people safe or alive. Ditch it and use the money at ISP to add a trooper or two.

  14. - Ernie - Wednesday, Apr 14, 21 @ 3:00 pm:

==If ISP uses the same photo from my current card,== Typically use the DL/ID photo on file with Secy of State

  15. - Ernie - Wednesday, Apr 14, 21 @ 3:05 pm:

==Are dealers taking someone’s word that they’ve applied?== Some are accepting wit proof (not just a claim), some arent since these are not ILGA passed legislation. ISP was recommending carrying a print out of your recipt.

  16. - RNUG - Wednesday, Apr 14, 21 @ 3:54 pm:

== If ISP uses the same photo from my current card ==

Normally they use the current Drivers License photo

  17. - Dysfunction Junction - Wednesday, Apr 14, 21 @ 4:09 pm:

Ernie’s right - it’s hit-or-miss, so to speak, whether a given shop will honor the extension without you showing your proof of attempt to renew. But all of them seem to be understanding that it’s not the expired FOID carrier’s fault. My renewal just came last week, after 11 months of waiting. They did not simply use my current DL photo by the way; I had to upload a new one when I renewed FOID through the ISP website.

  18. - JDuc - Wednesday, Apr 14, 21 @ 4:43 pm:

11 months since my CCL renewal went in and still “under review”. System is a complete joke.

Interesting future business, what is the price for start a live online casino?
