Can the Governor and Mayor explain to Chicago Sports fans why the Blackhawks are one of only two US cities (San Jose) to not allow in person, reduced capacity attendance?

The Daily Herald is reporting that 5 out of 9 recent Covid-19 outbreaks in the suburbs involved sports. From the article:
“Additionally, some athletes are playing while symptomatic and not getting tested for fear of missing playing time or quarantine.”
