The Senate Redistricting Committee has scheduled a 9 a.m. hearing Thursday on proposed congressional redistricting maps. The full House and Senate could vote Thursday to finalize a new congressional map in legislation and send a bill to Pritzker’s desk.

* There’s a whole lot going on behind the scenes. Subscribers know more and I’ll hopefully have an update soonish, but this is the basic gist of some of it

But it’s far from clear this latest version of the map has the votes to pass. According to Springfield insiders, a problem has arisen, concentrated in the Latino caucus.

Details were not available, but multiple sources in Springfield and Washington report the split is severe enough that House Speaker Emanuel “Chris” Welch may well be short of the 71 votes needed to approve the map now.

That in turn raises a real possibility the remap will be kicked over until the Legislature’s January session, when only 60 and not 71 votes will be needed.

Right now, it’s looking like January, which could be a very dangerous thing for the Democrats if the federal judiciary takes control.

After unveiling their third version of a state congressional map, Illinois Democrats were back at work Thursday to try to deal with concerns from suburban and Latino lawmakers.

Within hours of latest map’s release by Democrats late Wednesday night, internal criticism surfaced over how two Democratic incumbents were put into a single suburban district, and how some parts of the state’s lone Latino district were shifted into what could become a second Latino district. […]

Though creation of the district was applauded by the Latino Caucus of the Chicago City Council, some Latino lawmakers want a map that gives Garcia greater influence on the Southwest Side and nearby suburbs.

    Seems like a lot of unnecessary angst is being generated to create a new Latinx Congressional seat. Keep in mind, this is a 100% increase (from 1 to 2) in Hispanic-plurality districts, both of which are below 50% in Hispanic voting age population.

    Correct me if I’m wrong, but the percentage increase in Illinois General Assembly Hispanic districts in the remap is 0% (ie, it would have been a lot easier to create new Hispanic districts there).

    Curious Constituent - all you need to know is that the voters are not a factor in this process. Nobody cares about the actual voters when doing redistricting. I know you thought you lived in a democracy, but you’ve been lied to your entire life (at least here in Illinois). This is the type of behavior that Putin would do if he could.

    This type of a warped process is too much democracy for a Putin… but… lol

    With this potential delay, could the supermajority Democrats vote to delay the primary from June 28, to August 16 at latest, or maybe to August 9 or 2nd?

    Rich already said the August dates might push back too much on the calendar to count, and certify the primary election results, but if time needs to be bought, maybe early August or even a late July rescheduled primary will buy some time?

    Is pushing back the primary again part of the equation due to the current developments of the congressional remap?

    If the hold up is making the new IL 3rd more Hispanic, why not take portions of Glendale Heights, Carol Stream and Elgin away from Raja in the new IL 8th? While that might make the 8th a tad more competitive, Raja has a lot of money in the bank.

    Glendale Heights was already in IL-03, and this new version of map brought in part of the Cook County portion of Elgin from IL-08, forcing Krishnamoorthi to now go west into Huntley, in Kane County.

    Agreed, the portion of Carol Stream currently drawn into Krishnamoorthi’s district should be given to IL-03, and mapmakers will need to go into Kane County, into Elgin and Carpentersville to include Hispanic voters in northern Kane County into IL-03.

    Mapmakers need to get with it and get it done.

    Not all of it. Parts of the Heights run up to and through Army Trail Rd. You may know McHenry County, but not DuPage.

    If the federal judiciary uses the IL maps to overrule prior precedent which explicitly condones partisan gerrymandering, that is still a win.

    I do not understand all this tinkering across the three maps to add in or keep out certain parts of Bloomington-Normal within IL-17 while at the same time some small towns on the edges of the IL-17 get kept in the IL-17 boundaries on every map even though they could easily be pushed into the GOP vote sink.

    If the reasoning for this is based on Illinois Dems thinking they need to keep out some parts of B-N from the swing district because of income/property values this thinking is flawed and misunderstands the Downstate Illinois electorate.

    Because today’s electorate sorts itself more on culture and educational background, people who choose to live in small cities with more diversity are going to generally be more gettable voters for Democrats than people who choose to live in very white rural small towns, regardless of their income levels.

    Understood, but that fact doesn’t change latest (10/27) version of the draft map moved IL-08 further west, and included all of incorporated Huntley east of IL Hwy 47, and one portion of Sun City west of 47.

    We’ll see if the alignment stays that way, or if to accommodate adding more of Elgin into proposed IL-03, Krishnamoorthi has to absorb more of Huntley, possibly on both sides of the county line.
