It’s a management issue. Chicago has 11,710 sworn officers and is ~232 square miles. That’s upwards of 50 sworn officers per square mile.
Chicago has **plenty** of police. You could divide them into 5, 8-hour, shifts each working 32 hours a week and have an average of 10 officers per square mile, with an average of 80 more officers within a 1.5 mile radius of any given point, 24/7/365.
You can throw all the bodies and money you want at a problem. Without effective management, nothing will get better.
