People can now submit an endorsement affidavit online for assault weapons, assault weapon attachments, .50 caliber rifles, and .50 caliber cartridges. On January 10, 2023, Governor JB Pritzker signed into law Public Act 102-1116, the Protect Illinois Communities Act, regulating the sale and distribution of these items in Illinois, along with large capacity ammunition feeding devices. The Act went into effect immediately upon signing. Individuals who possessed assault weapons, assault weapon attachments, .50 caliber rifles, and .50 caliber cartridges before the Act took effect are required to submit an endorsement affidavit through their Firearm Owner’s Identification (FOID) Card account prior to January 1, 2024. Large capacity ammunition feeding devices are regulated, but do not require and endorsement affidavit.
As of October 1, 2023, individuals are able to submit their endorsement affidavits online. Affidavits must be submitted online through a FOID Card account. Individuals can access their FOID Card account from the ISP Firearms Services Bureau website, or going directly to www.ispfsb.com/Public/Login.aspx. If you have forgotten your username or password, links on the login page will help you recover or reset your information. The same Firearms Service Bureau links can be used to create an account for those who do not have one. You will need an email address, and driver’s license or State ID to create an account. Individuals who need help submitting an endorsement affidavit can refer to the Frequently Asked Questions page or visit one of the ISP FOID Kiosks, both of which can be found on the ISP website at https://isp.illinois.gov/Home/AssaultWeapons.

The affidavits must include the applicant’s name, date of birth and FOID card number, along with the make, model, caliber, and serial number of each weapon, and a statement testifying that they own a locking mechanism for the weapon.
Stating false information on the affidavit could lead to a charge of perjury, under the new law.
The ban, passed during the General Assembly’s lame duck session and signed it into law by Gov. J.B. Pritzker in January, has prompted several lawsuits alleging it violates the Second Amendment of the U.S. Constitution.
A federal judge in the Southern District of Illinois ruled that it did, but two other judges in the Northern District rejected the claims. Those cases are now pending before the Seventh Circuit Court of Appeals in Chicago.

The Protect Illinois Communities Act took effect immediately when Pritzker signed the bill Jan. 10 and has spurred a flurry of court challenges since then. The Illinois Supreme Court upheld the constitutionality of the law in a 4-3 vote last month following a lawsuit filed by state Rep. Dan Caulkins, R-Decatur.
Opponents of the law have vowed to seek out avenues in federal court to challenge it once again.
“Pritzker and Illinois Democrats have criminalized hundreds of thousands of legal gun owners,” Caulkins told the Chicago Sun-Times after the state Supreme Court ruling, adding he’s confident the ban “will eventually be overturned” in federal court.

Also, devices that increase the firing rates of a firearm, known as “switches,” to convert them from semi-automatic or automatic weapons, are covered by the ban. Someone in possession could face a felony count for each device.

Compliance rates with similar registration laws in other states (7 plus the Disteict of Columbia) have been estimated to be well below 50%. Additionally, the private data from those registries has been leaked, most recently in California, in which case the private info of everyone who applied for a permit from the past 10 years was leaked along with all current permit holders. This does not bode well for anyone considering compliance in Illinois.

I’m kind of Curious how much traffic this site will get. Personally I’m waiting til Xmas and would wait til New Years eve except like most computer programs run by IL Gov’t I’m going to assume it’s clunky and prone to failure. On top of that I’m not sure how you register caliber on a multi caliber weapon. I.e. I have 1 lower (the “gun” part) with 3 different upper receivers to use for different game including deer here in IL. Going to make tge affidavit interesting.

Stop bullying each other and stop playing Calvin-ball. Just let the courts sort it out. If you don’t want to register and Y2K24 is approaching, go rent a storage unit across the border in a neighboring state. If the courts rule in favor of us gun-nuts, we can all party it up like Yosemite Sam. If the courts rule against us and the dooms-day apocalypse zombie nightmare scenario happens, it’s a short Sunday drive across the border to get our defense sticks. Yee haw!

Read recently that New York State compliance with a similar rifle law is estimated to be below 20%. They arrived at that by comparing the number of sales over, I think, the previous decade versus the number of firearms that actually got registered after the law passed. (I’m kind of curious how they acquired the sakes data they used for comparison.) The compliance percentage could well be lower since it only went back x number of years of sales data.
Also read in the last day or two where a judge in California overturned CA’s high capacity magazine ban. Of course CA is appealing.
This entire set of provisions in the recent IL law is potentially still in flux from all the various contradictory rulings and pending appeals. You have county judges, state judges, and federal appeals court judges coming down all over the landscape. It’s not going to get more or less settled til SCOTUS sorts it out, and maybe not even then. At least it does look like SCOTUS is likely going to address a firearms case or two this session, but we likely won’t have a ruling before the end of the Illinois grace period.

I don’t think the argument here is we shouldn’t have laws, it is we shouldn’t have laws that have no benefit to society. We decriminalized marijuana because the law caused more harm than good, I think most on the right feel the registration criminalizes something with no real benefit to society.

Gun control isn’t about criminalizing something harmless. It is about taking military weapons off the street moving forward. Ask yourself this- 300 million guns on the street, are we safer?
I have my CCL, many guns, avid hunter. I also support assault weapons restrictions. Had the ilgop engaged maybe we would have had a better law. They chose not to.

The registration is not taking weapons off the streets, it serves as an avenue for people to continue to keep weapons so its counter to gun control.

Wasn’t it a year ago that the governor of CT tried to repeal the grandfather clause in his state’s AWB? At the time, he didn’t have support from the legislature, but he said, “If I don’t try, who will?” And we saw the governor of NM try to suspend open carry even for permit holders by declaring a health emergency. So, the sky might not be falling (yet), but there are some that are looking up at it to find the weak spots.
