Responsible and timely release of the opioid money to actual anti-opioid programs, as poorly done as the tobacco settlement, quelle surpreez. Both made me cynical about the legislative process. Watched the quit smoking hotline shrivel up as the tobacco money got shoveled into GRF to plug budget holes.
