Question of the day

Friday, Jun 8, 2007 - Posted by Rich Miller

Come up with a bumper sticker slogan for the overtime session. I’ll put my idea in comments.

—————————————————–

Hey, it could always be worse. Somebody got punched in the Alabama legislature yesterday…

Simmering tensions in the Alabama Senate boiled over Thursday when a Republican lawmaker punched a Democratic colleague in the head before they were pulled apart.

Republican Sen. Charles Bishop claimed that Democratic Sen. Lowell Barron called him a “son of a (expletive).”

“I responded to his comment with my right hand,” Bishop said. Alabama Public Television tape captured the punch.

Reagan and Roosevelt don’t mix

Friday, Jun 8, 2007 - Posted by Rich Miller

This just makes no sense to me…

Gov. Rod Blagojevich’s administration pledged a veto of a regional sales-tax increase to help fund Chicago-area mass transit, saying Thursday that legislators should consider eliminating more corporate tax breaks instead. […]

The RTA says the CTA, Metra and Pace need a total of $226 million in additional operating subsidies to erase their deficits, with the CTA’s share being $110 million. Transit officials have said they will have to curtail bus and train service in the Chicago region if new funding is not part of a budget agreement when lawmakers and the governor resolve their stalemate.

Blagojevich officials said the governor remains opposed to sales tax hikes and thinks closing tax breaks would help transit and other budget needs.

Rep. Julie Hamos (D-Evanston), who sponsored the transit sales-tax hike, said the governor should approve it because it is a regional tax that supports the Chicago area’s mass transit system. Eliminating business tax breaks further shifts the burden of funding mass transit costs onto the state, she said.

I know that I said earlier this week that the CTA, RTA and those who use the services should play a major role in any solution. I continue to believe it. But the governor’s opposition to sales and income tax hikes during his first term was because taxpayers shouldn’t be expected to bail out a corrupt state government. During his second term, he just says he doesn’t want to raise taxes on “people.”

This is a regional tax. People outside the service area would pay nothing. And, frankly, a quarter point is a pittance.

Governor, you can’t be Ronald Reagan and Franklin Roosevelt at the same time. If you want to expand government (health insurance), shore up education and fix the transportation infrastructure then you gotta dump this goofy GRT idea (which you brought up again during negotiations yesterday) and go with a different tax. If you don’t want to raise taxes that are acceptable to a majority of legislators and “the people,” then you have to back off your big ideas. It’s simple, really.

Anyway, here’s more on the end of session, the budget and etc., all compiled by a very hungover Paul…

* Tribune Editorial: Fix the trains and buses

* Daley steering clear of state stalemate

* Highlights of House Democrats budget proposal

* Sen. Radogno: An ‘utter failure’ to serve taxpayers

* House budget proposal would fail to cover Illinois expenses

* Jones talks of middle ground

* Editorial: Do nothing legislature merits no pay raises

* Lawmakers leave with no action on budget, electric rates

* Senator won’t apologize for remarks about governor

* Senate waits for rate freeze vote

* Rate vote will wait at least a week

This is an overtime session open thread.

The Godfather *** Updated x1 ***

Friday, Jun 8, 2007 - Posted by Rich Miller

My Sun-Times column today is about Senate President Emil Jones…

Senate President Emil Jones often recommends that Statehouse newbies watch “The Godfather, Part 1″ to get an idea of how Springfield operates. It’s a good idea, and I told my intern this year that he needed to watch the flick as well.

Loyalty, honor, respect and ruthlessness are the lessons we’re supposed to learn from the classic film, which follows mafia chieftain Don Corleone and his sons as they deal with “family business,” including killing off all their enemies.

Jones often quotes lines from the movie, and his management style is regularly compared to the loyalty-obsessed brutality of the Corleone “family.” But his schtick has gotten way out of hand this year.

To put it simply, Jones has become far too enamored with “whacking” his enemies — politically speaking, of course. Jones hasn’t actually had anybody killed this year, but he has definitely made it known that he will ruthlessly avenge any sign of disloyalty.

The column then goes through a long litany of abuses and/or misuses of power by Jones and ends thusly..

Here’s the lesson about Mafia movies that Jones is missing: They don’t end well. There’s no singing and dancing by victorious mobsters as the credits roll. Michael Corleone may have “won” his battles and wound up on top at the end of “The Godfather,” but he was clearly a doomed man.

Please read the whole thing before discussing below. Thanks.

*** UPDATE *** Eric Krol’s column takes a look at Jones and his new suburban freshman. It’s something I’ve been writing about in Capitol Fax, and Krol doesn’t like what he sees (neither do I, for that matter)…

As I listened online to the Illinois Senate in the final hours before overtime loomed, I heard something unfold I could hardly believe.

Democratic Senate President Emil Jones pushed through a doomed major gambling expansion that would put new casinos in Chicago, Waukegan, the South suburbs and near O’Hare. It was doomed because the House had left for the day, not that it had much of a prayer there to begin with. This vote was symbolic.

I was anxious to see if Jones, who’d reportedly been working hard all day to get this legislation passed, put any of the four suburban freshmen on this dangerous roll call. Democratic Sens. Michael Noland of Elgin, Michael Bond of Grayslake, Linda Holmes of Plainfield and Dan Kotowski of Park Ridge had scored upsets but remain politically vulnerable.

Jones allowed all four of them to vote for the gambling expansion, the largest since the state first legalized floating casinos. All four just handed their future opponents a ready-made glossy campaign attack flier: “(Insert senator’s name here) swims in the cesspool of gambling.”

Morning shorts

Friday, Jun 8, 2007 - Posted by Rich Miller

Paul is taking the rest of the day off. His birthday party last night was a blast and many thanks to all who showed up. But the festivities resulted in both of us being a bit behind schedule this morning, to say the least. Morning shorts will be posted in a few minutes, but use this as an open thread until then. Thanks.
