As thousands of Illinois gay and lesbian couples officially tie the knot during Pride Month in Illinois, two top PR organizations honored Chicago-based public affairs firm ASGK Public Strategies for its work on the campaign to bring marriage equality to Illinois. ASGK led communications strategy for the campaign, now recognized as one of the most creative and successful of 2013.
Working directly with coalition leaders and donors, ASGK oversaw media relations and strategy, message development, campaign and logo branding, advertising and community outreach.
The Publicity Club of Chicago honored ASGK Public Strategies with two awards: the Golden Trumpet for “Best Government Affairs Campaign” and the top Platinum Award for “Best Overall PR Campaign of the Year.”
The Public Relations Society of America – Chicago Chapter honored ASGK Public Strategies with its top Skyline Award for “Best Public Affairs Campaign.”
“This recognition is truly a celebration on behalf of equality for all in Illinois. Thank you to all the coalition partners, advocates, friends and families who helped make the campaign for marriage equality a success,” said Eric Sedler, ASGK Managing Partner.

A lobbying firm with close ties to a key subcontractor hired to promote the nation’s health care law in Illinois is hosting a fundraiser for one of Gov. Pat Quinn’s top political donors, raising questions about “pay to play” politics amid the state’s highly competitive governor’s race.
The Roosevelt Group is hosting a breakfast fundraiser Tuesday for the Democratic Governors Association “honoring Pat Quinn,” according to an invitation sent out last week that lists suggested sponsorship levels of between $20,000 and $2,500. The Democratic Governors Association formed a political action committee last fall to support Quinn’s re-election and has contributed $260,000 to it so far this year. In 2010, the group gave about $1.8 million to Quinn — making it the Chicago Democrat’s second-biggest donor, according to the National Institute on Money in State Politics.
Roosevelt Group was co-founded by its two partners, Mike Noonan and Victor Reyes. A third person, Maze Jackson, is a lobbyist for the company. The three own Compass Public Affairs, a political strategy consulting firm that has a $250,000 state subcontract for the “Get Covered Illinois” marketing campaign. The contract, which paid Compass at a rate of $282 per hour, may be renewed when it ends in August.
Illinois’ “pay to play” law bars contractors from making certain contributions to prevent politicians from steering lucrative government work to businesses that make donations to their campaigns. Kent Redfield, a campaign finance expert, said the “degrees of separation” between DGA, Quinn’s campaign, Roosevelt and Compass may keep the event from violating the letter of the law. But he said the fundraiser raises ethical issues.
“Clearly you’ve got people who are benefiting from state government contracts trying to facilitate contributions to re-elect the governor,” said Redfield, professor emeritus of political science at University of Illinois at Springfield.
* The state has several contractor associations which are used to get around the direct contribution laws. A contractor gives money to the association (Asphalt Pavers, for instance) which then writes checks to the candidates. And the money from this fundraiser isn’t even directly going to the candidate, although the money will definitely wind up helping him.
Maze Jackson was very involved with Quinn’s 2010 campaign, handling field work in the city. He supports the governor. He wound up with a contract. He’s holding a fundraiser. Also, despite what the AP says above, he’s no longer registered as a lobbyist for the Roosevelt Group. He terminated his lobbying status in February.
I whacked Jackson hard earlier this spring, but this AP piece is much more about how the system is built, its universally acknowledged baked-in expectations, than an individual thing.
Since the AP broke the story about how Jackson’s PR company won a $250,000 subcontract, it’s only natural that they’d follow up. Sunlight is a good thing. Just keep this in mind if the Road Builders do a funder for Rauner.

What now for Roskam?

* Peter Roskam’s voting record is pretty darned conservative for a statewide bid here, but he’s a very ambitious fellow. I was asked today at my CAPAG speech what I thought. I don’t really know. I’m not sure anyone does. If he’s been permanently knocked off the leadership ladder, he may start looking around for something else. Greg Hinz…
Mr. Roskam still has a seat on the powerful Ways and Means Committee, but his time in GOP Congressional leadership may be history.
His seat is safe, but Mr. Roskam is not the sort to quietly sit on the back bench.
U.S. Sen. Mark Kirk’s Senate seat could beckon if the senator decides not to run in 2016; I can’t see Mr. Roskam challenging him in a primary. Mr. Roskam always has been considered more of a House guy, but that rivalry with Mr. Schock won’t help him any.
What’s Peter Roskam’s future right now? I suspect he’d like to know the answer, too.

Rauner says Quinn should push Shaw to testify

* Since Gov. Pat Quinn has said he will offer his full cooperation with any investigation of his horribly botched and politically tainted anti-violence Neighborhood Recovery Initiative program, this Bruce Rauner demand doesn’t appear to be too off base. From a press release…
Bruce Rauner today called on Illinois Gov. Pat Quinn to support a Legislative Audit Commission subpoenaing former Illinois Violence Prevention Authority Director Barbara Shaw when the issue comes for a vote on Monday.
“The people of Illinois deserve to know the truth about the misuse of taxpayer funds in Pat Quinn’s anti-violence program and Barbara Shaw was a key player in the initiative,” Rauner said. “There are questions that only Shaw can answer and the people of Illinois have a right to hear from her about how things went wrong, who is responsible and how decisions were made. Pat Quinn should encourage Shaw to testify and call on his legislative allies not to quash the subpoena and enable a cover-up.”
Quinn can encourage Shaw to testify all he wants, but it’ll be up to Shaw’s attorney to make that final decision. Still, not a bad way to get himself on the record here.

* The state’s unemployment rate dropped to 7.5 percent last month. That’s the third straight month of falling numbers. Good news, right?
While the Census numbers are lagging, there’s still much cause for concern…
But a new census report also released today said that Cook County gained only 27,500 jobs, an increase of 1.1 percent, between December 2012 and December 2013, which was the smallest increase among the 10 largest counties [in the nation].
By comparison, statewide employment was up 1.0 percent during that time and jobs grew 1.8 percent nationwide.
Illinois also had two counties with the biggest job losses in percentage terms last year. Downstate St. Clair County lost 3.1 percent of its jobs and Peoria County lost 2.2 percent, tied with a county in New York for the second-worst job loss in the nation.

Average weekly wages in Cook County declined 1.0 percent to $1,174 over the same period, while McHenry County wages were down 8.8 percent, the largest drop in Illinois and nearly the largest drop in the nation.
Much of the decline came in manufacturing, where McHenry County average weekly wages were down 30.7 percent to $1,107, according to census data. The county lost 388 manufacturing jobs last year with the closure of several plants, or about 1.4 percent of its factory workforce, said Julie Courtney, director of the McHenry County Workforce Network, which administers job training programs.

* Former Congressman Joe Walsh tweeted last night that he’d been “kicked off the air until further notice”…
The Elk Grove Village-based station’s general manager didn’t immediately respond to a request for comment.
Walsh was interrupted by commercials a few times in the 6 p.m. hour after saying racial and ethnic slurs on the air.
Former Republican Congressman Joe Walsh says he was pulled off his 560-AM radio show Thursday evening for using racially charged language in a discussion about the controversial nickname of the Washington, D.C., NFL football team. […]
Reached by phone shortly after, Walsh said he wouldn’t direct offensive terms at people but said he was making a point that the NFL team name isn’t treated by the media as being as offensive as other offensive language.
In a podcast of a portion of the radio show, Walsh is heard questioning why a CNN anchor could use the team name but wouldn’t say an outdated term for black people.
Walsh said the word, and the station abruptly went to a commercial.
Walsh tweeted some of what he said. I’m not gonna quote that nonsense here, but if you truly want to you can click here and see what he wrote.
Keep in mind that WIND is not some liberal radio station, by any means. It’s about as conservative as you can get.
As far as I’m concerned, he has the constitutional right to say whatever he wants anywhere he wants. But with rights come responsibilities and consequences, so the station clearly has the righ
