Rep. Ives pre-files for Senate tax hike sponsorship

* In a rather unusual and pretty darned humorous twist, anti-tax state Rep. Jeannie Ives (R-Wheaton) has filed the requisite paperwork to be the House sponsor of Senate Bill 9.

SB 9 is the bill the Senate Democrats passed today which raises income taxes and expands the sales tax to services.

Rep. Ives told me she believes the bill “needs work.”

So Jeanne Ives is the sponsor of a tax hike? Maybe we did coordinate this with Madigan.

…Adding… From the Illinois Policy Institute’s news service

“I prefiled for the bill so I could control it in the House,” Ives told Illinois News Network. “I think that there’s a bigger conversation that needs to be had before we do a tax increase. … I thought the best way to have a voice in that discussion would be to control the bill in the House.”

Ives acknowledged that there are procedural ways for Democrats to take the bill away from her, but she hopes that doesn’t happen.

“There are a lot of tax increases in here that we shouldn’t even be having a conversation about until we’ve talked about cutting spending and doing more for the business community rather than making them the highest taxes in the United States,” she said.

    “The Principal Sponsor may change the sponsorship
    of a bill to that of one or more other Representatives, or to that of the standing committee or special committee to which the bill was referred or from which the bill was reported. Such change may be made at any time the bill is pending before the House or any of its committees by filing a notice with the Clerk, provided that the addition of any member as a Principal Sponsor, chief co‑sponsor, or co‑sponsor must be with that member’s consent. This subsection may not be suspended.
    (b) The Principal Sponsor of a bill controls that bill.

    It’s clever and amusing but if there were people who were hoping to box the Speaker in with these Senate tax and budget bills this lets him off the hook.

    No worries. The Sen Dems can pull her off. The bigger issue is whether Madigan discourages House Dems from picking it up. I doubt that will happen, but those Dems can be real stinkers to each other.

    I’m tired of this. We HAVE to have a tax increase to pay past bills. We HAVE to have a tax increase to pay everything we’ve been ordered to pay by the courts. Anyone saying otherwise is not correct(I’m using my indoor words here). Stop playing political slapjack/War/ bridge, whatever game you are playing. Do Your Job.

    Not it- please tell me what you would cut that would possibly cover the past due bills. Please do not mention property taxes as those are local, and any cuts are useless unless the state takes over 100% of school funding - and then actually makes. the payments. Please do not tell me pension reform for current employees as that is unconstitutional. Maybe you’d like to cut Meals on Wheels, which we haven’t paid. Aid to the disabled/ which we haven’t been paying? Employee health insurance- which is already 20 months late paying claims? Be specific

    With Ives taking the reins, the House Republicans now own the budget crisis. If a tax increase is passed (and it will need to pass to fix the budget), the House Republicans will own that increase. If the budget crisis gets worse because there is no new revenue, the House Republicans will own that.

    Up to this point, the Republicans plan seemed to be to let the Dems own the tax hike. Now the Republicans will own a nice share. Good work Rep. Ives!

    @Not It - What “reforms” will stop us from “spending money we don’t have”? And how much will each “reform” save us? Please identify the savings estimate per year starting with the upcoming fiscal year. Identify the assumptions for your estimates too please. Kthxbye.

    Reforms to make Illinois a better place to live and for business to thrive will be a start in stopping and hopefully reversing the outward migration of jobs and the the people that make up the tax base.

    Looks to me like the Madigan box just went away? How does Rauner blame Madigan when it’s a GOP bill? Framed correctly it really is a hostage situation. Unless I get my reforms Ives shoots the hostage.

    Seems businesses want a budget with more revenue, and think it’s more important that Rauner’s personal agenda.
