Hutchinson wonders what happened to the GOP tax hike bill

* From Sen. Toi Hutchinson, the sponsor of SB 9, which is the Senate’s revenue bill…

I have been calling for urgency and pointing out the dangers of running down the clock for months now. When our Caucus passed SB9, the revenue that every single budget plan out there relies on, it was at a rate and structure that the Governor demanded.

It was interesting to see them file a new budget bill, and a new school funding bill, but no new tax increase bill. Instead, they issued a demand that SB9 be amended to be temporary, turning it into little more than a 4 year stop gap.

If they get to demand everything that is in the tax package but have yet to say who will actually vote for it, I suppose we should all anxiously await a tax increase bill filed by Republicans for the money that their Capitol Compromise requires.

    The demand is quite simple, so simple…

    SB9 gets Raunerite sponsors, it has Raunerites speak to the reason why the tax hike is needed, and 30 HRaunerites must be “Green”

    How is that… unreasonable?

    After all, the Rauner Tax name will be permanent, even if the tax is temporary.

    These pols are so full of themselves that they think the average Illinois voter is going to. A. Remember which party is to blame for which part of this budget- they won’t or that. B the campaign spots that might feature this rhetoric would make a difference - they won’t. Folks just want a budget and ironically they could all come together and claim that both parties sacrificed for the greater good. Both alas they re not gifted with that insight.

    Blaming the other guy is classic Illinois politics.

    Mayor Richard J. Daley (D) urged Governor Richard B. Olgivie (R) to agree to create a new state income tax and, at the next gubernatorial election (1972), Olgivie was scapegoated for doing so and lost the election.

    So much of the posturing right now is about spinning the blame for a tax hike.

    Quick think of a good name for our compromise that we can use as a Twitter hashtag… how about, “half baked compromise” no that’s too long. How about “better late than never compromise” no that won’t work. What about “Capitol Compromise.” I like it. Let’s go with that…. any “Compromise” that needs a title is a joke and is more show than go.

    It was really funny looking at that page yesterday. Illinois Policy is telling them Rauner is calling the legislature back to Springfield for a republican tax hike and all these people can do is blame Madigan and democrats. Lol

    A temporary income tax increase is the height of insanity. A property tax freeze is also insanity. Gosh I suppose that an insane budget plan is better than no budget plan, but if members of the General Assembly are going to get blamed by the IPI for raising taxes, at least they should do it correctly!!!

    House and Senate Dems: do not a thing until Republicans file a revenue bill, with Rauner’s backing and with promised votes.

    Rauner’s game here is to pin any tax hike — which he’ll veto anyway — on the Dems. Don’t let him get away with it.

    SB 9 is kind of the litmus test for the special session. With no revenue, there’s no budget.

    Have Durkin attach his suggested amendments and put it to a vote — let’s see if it can get within spitting distance of 71 green buttons. That will show right away if the special session is designed to actually accomplish something.

    For every nasty ad directed at a House D, the House GOP should come up with a member to instead take the tough vote.
    Those Rauner and GOP operatives don’t use the best logic. Look at the mess they’ve forced us into.
    The fact is, Rauner has done an about-face and knows he needs this budget now…because he most assuredly be responsible for the biggest and swiftest financial demise in the history of Illinois.
    Another billionaire is willing to spend money to tell that story.
    So, Rauner is on the run, and he needs to force some GOP members to walk the tax hike plank.
    Of course, he recently paid them for their loyalty.
    But those nasty ads…should force more GOP votes.

    Considering the Governor has already raised concerns about the constitutionality of some of the service tax provisions in SB9, the GOP should at least introduce amendments to SB9 to provide a fix.
