Hutchinson wonders what happened to the GOP tax hike bill

Friday, Jun 16, 2017

[Bumped up to Friday for visibility.]

* From Sen. Toi Hutchinson, the sponsor of SB 9, which is the Senate’s revenue bill…

I have been calling for urgency and pointing out the dangers of running down the clock for months now. When our Caucus passed SB9, the revenue that every single budget plan out there relies on, it was at a rate and structure that the Governor demanded.

It was interesting to see them file a new budget bill, and a new school funding bill, but no new tax increase bill. Instead, they issued a demand that SB9 be amended to be temporary, turning it into little more than a 4 year stop gap.

If they get to demand everything that is in the tax package but have yet to say who will actually vote for it, I suppose we should all anxiously await a tax increase bill filed by Republicans for the money that their Capitol Compromise requires.

Ouch! I don’t see how they can just show up this late and say “Oh, we are ready now so you are going to pass this. Oh - and make yourselves look bad also.”

    Is this winning?

  2. - ANON - Thursday, Jun 15, 17 @ 5:12 pm:

should have thought of that before she filed her “grand illusion” tax everything that moves bill with no GOP co-sponsors…

  3. - Oswego Willy - Thursday, Jun 15, 17 @ 5:13 pm:

    Yep. Yes. Yep.

The demand is quite simple, so simple…

SB9 gets Raunerite sponsors, it has Raunerites speak to the reason why the tax hike is needed, and 30 HRaunerites must be “Green”

    How is that… unreasonable?

After all, the Rauner Tax name will be permanent, even if the tax is temporary.

  4. - walker - Thursday, Jun 15, 17 @ 5:25 pm:

Was pretty bush league for House GOP to demand “Rauner reforms” and “Democrat” tax increases.

  5. - AlabamaShake - Thursday, Jun 15, 17 @ 5:26 pm:

    YES!

I love Toi. And she is 100% right here.

  6. - Markus - Thursday, Jun 15, 17 @ 5:33 pm:

Next up. MJM announces he will put the GOP bills up for a vote “as-is” immediately after the GOP submits their revenue bill and it is supported in the house with 100% GOP green lights.

  7. - Annonin' - Thursday, Jun 15, 17 @ 5:46 pm:

Saddened by the tepid coverage of the “compromise” is buying Chicago tv time to spread the attack ads to back up his mailers. That will help. Not.

  8. - Bob Hicks - Thursday, Jun 15, 17 @ 5:48 pm:

    Well said

  9. - Austinman - Thursday, Jun 15, 17 @ 6:07 pm:

    The Senator is spot on!

  10. - Anonymous - Thursday, Jun 15, 17 @ 6:24 pm:

There will not be a tax increase until the governor asks for one.

  11. - Texas Red - Thursday, Jun 15, 17 @ 6:41 pm:

These pols are so full of themselves that they think the average Illinois voter is going to. A. Remember which party is to blame for which part of this budget- they won’t or that. B the campaign spots that might feature this rhetoric would make a difference - they won’t. Folks just want a budget and ironically they could all come together and claim that both parties sacrificed for the greater good. Both alas they re not gifted with that insight.

  12. - Welcome Back Kotter - Thursday, Jun 15, 17 @ 6:59 pm:

Blaming the other guy is classic Illinois politics.

Mayor Richard J. Daley (D) urged Governor Richard B. Olgivie (R) to agree to create a new state income tax and, at the next gubernatorial election (1972), Olgivie was scapegoated for doing so and lost the election.

So much of the posturing right now is about spinning the blame for a tax hike.

  13. - Chicago 20 - Thursday, Jun 15, 17 @ 7:16 pm:

Toi, pay NO attention to the man behind the curtain and please stop ruining the Republican’s narrative.

  14. - Longsummer - Thursday, Jun 15, 17 @ 7:21 pm:

Quick think of a good name for our compromise that we can use as a Twitter hashtag… how about, “half baked compromise” no that’s too long. How about “better late than never compromise” no that won’t work. What about “Capitol Compromise.” I like it. Let’s go with that…. any “Compromise” that needs a title is a joke and is more show than go.

  15. - illinoised - Thursday, Jun 15, 17 @ 7:25 pm:

    She is spot on.

  16. - Sonny chiss - Thursday, Jun 15, 17 @ 7:44 pm:

Nicely done, Toi. We need more of this, lots more…..

  17. - me - Thursday, Jun 15, 17 @ 8:03 pm:

Toi: Start paying attention to your campaign. They are coming for you and you give them all the ammo they will need.

  18. - Skirmisher - Thursday, Jun 15, 17 @ 8:08 pm:

This ex-Republican is sick of their games. Honest citizens (and politicos) stand up and pay their bills. Phonies don’t.

  19. - The Big Hurt - Thursday, Jun 15, 17 @ 8:49 pm:

@me- if by ammo you mean responsible governance then fine.

So far Rauner and his crew have proven to be incompetent at governance and emotional/intellectual cowards for failing to own their actions.

  20. - Yellow Dog Democrat - Thursday, Jun 15, 17 @ 8:57 pm:

    @Oswego Willy:

If the House Republicans wanted to put 30 votes on a tax hike, they should have done it before May 31st.

Now they need to come up with 41.

  21. - Saluki - Thursday, Jun 15, 17 @ 9:32 pm:

    True that.

  22. - Phenomynous - Thursday, Jun 15, 17 @ 10:37 pm:

If I recall correctly. Ives was the House sponsor of SB 9 until the House Dems stripped her sponsorship.

  23. - Anonymous - Friday, Jun 16, 17 @ 12:20 am:

The Rauner gang has abolished arithmetic and reason for the duration of the boss’ most excellent reckless and reactionary bro down.

    ain’t it cool?

The old man is having a blast in retirement sticking it to the collectivists, and the sycophantic Frat Boys will keep cashing those fat checks from taxpayers and living large — in Chicago — until the next tukkus-kissing gig comes along.

Go online at GOMB and the comptroller’s office, read the reports, and you’ll see that Pat Quinn was the most fiscally conservative and responsible governor of the last 20 years.

    No question. Numbers don’t lie.

What is wrong with you Illinois Republicans, selling out to the malignant Rauner snake oil?

  24. - Harvest76 - Friday, Jun 16, 17 @ 7:29 am:

“What is wrong with you Illinois Republicans, selling out to the malignant Rauner snake oil?”

The Illinois Republican party has been in the wilderness so long, even a lantern powered by money and snake oil is a welcome guide.

  25. - PublicServant - Friday, Jun 16, 17 @ 7:34 am:

So, the compromise is “We’ll accept your tax hike bill, with some additional dependence on regressive taxes”, and you’ll accept our “reform” and spending bills”

    Now that’s compromise!

  26. - Gruntled University Employee - Friday, Jun 16, 17 @ 7:38 am:

I highly recommend checking out the Illinois Policy’s FB page. The most rabid of the republican faction are completely losing their minds and the funniest part is the IP having to convince them that it’s not “Fake News”. LOL

    https://www.facebook.com/illinoispolicy/

  27. - Real - Friday, Jun 16, 17 @ 8:24 am:

    @Gruntled

It was really funny looking at that page yesterday. Illinois Policy is telling them Rauner is calling the legislature back to Springfield for a republican tax hike and all these people can do is blame Madigan and democrats. Lol

The people that follow that page will never get it.

  28. - formerpro - Friday, Jun 16, 17 @ 8:36 am:

A temporary income tax increase is the height of insanity. A property tax freeze is also insanity. Gosh I suppose that an insane budget plan is better than no budget plan, but if members of the General Assembly are going to get blamed by the IPI for raising taxes, at least they should do it correctly!!!

  29. - Skeptic - Friday, Jun 16, 17 @ 8:47 am:

“at least they should do it correctly!!!” Yeah, but Illinois is the state that can’t even shut down its own government correctly. Go figure.

  30. - Nick Name - Friday, Jun 16, 17 @ 9:07 am:

House and Senate Dems: do not a thing until Republicans file a revenue bill, with Rauner’s backing and with promised votes.

Rauner’s game here is to pin any tax hike — which he’ll veto anyway — on the Dems. Don’t let him get away with it.

  31. - Mr. Peabody - Friday, Jun 16, 17 @ 9:26 am:

I wish someone would post some of the recent quotes from the ratings agencies regarding the need for a long term solution.

  32. - Roman - Friday, Jun 16, 17 @ 9:31 am:

SB 9 is kind of the litmus test for the special session. With no revenue, there’s no budget.

Have Durkin attach his suggested amendments and put it to a vote — let’s see if it can get within spitting distance of 71 green buttons. That will show right away if the special session is designed to actually accomplish something.

  33. - Winnin' - Friday, Jun 16, 17 @ 9:59 am:

    Re Annonin’ Post:
For every nasty ad directed at a House D, the House GOP should come up with a member to instead take the tough vote.
Those Rauner and GOP operatives don’t use the best logic. Look at the mess they’ve forced us into.
The fact is, Rauner has done an about-face and knows he needs this budget now…because he most assuredly be responsible for the biggest and swiftest financial demise in the history of Illinois.
Another billionaire is willing to spend money to tell that story.
So, Rauner is on the run, and he needs to force some GOP members to walk the tax hike plank.
Of course, he recently paid them for their loyalty.
But those nasty ads…should force more GOP votes.

  34. - WhoKnew - Friday, Jun 16, 17 @ 10:42 am:

    How about “#CompromiseAsPurPosedByGloriousLeader”./S

  35. - Pelonski - Friday, Jun 16, 17 @ 10:49 am:

Considering the Governor has already raised concerns about the constitutionality of some of the service tax provisions in SB9, the GOP should at least introduce amendments to SB9 to provide a fix.
