*** UPDATED x1 - Radogno also objects *** Dust-up in the House as Madigan attempts to adjourn
Saturday, Jul 1, 2017 - Posted by Rich Miller * [ADDED: You can listen to this entire exchange by clicking here] Speaker Madigan just rose on the House floor to give a brief speech. Rough transcript…
* Leader Durkin then rose to say he’s worried about the state credit rating agencies. “We had great momentum yesterday in this chamber. Sending our members back home… does not move us to resolution to this issue… I want this done today.” There was thunderous and sustained applause for Durkin. Madigan replied “Did someone tell their members to go home?” Durkin explained that by saying we’re done today, don’t come back tomorrow, “it says ‘take no action today’ and it speaks for itself.” Madigan said there will be no bills ready to call tomorrow. “You know that,” he said. “I don’t believe we’re that far apart,” Durkin replied. Saying that the chamber is going to gavel out right now “to me does not send a message to Illinoisans that we’re prepared to bring this to resolution any time soon.” So, Madigan said if Durkin has some bills he’d like called today, that’s fine. He announced that the House would “stand at ease” until Durkin produced some bills. * But then this…
Andersson is the House GOP Floor Leader, so he did his job to keep members in line. …Adding… And now the leaders are meeting…
…Adding More… Usually, stuff like this is worked out between leaders in advance. It does saying something that Madigan would do this apparently without coming to an agreement with Durkin first. *** UPDATE *** So, Speaker Madigan didn’t talk to any of the other leaders before he tried to adjourn, either…

Mr. Wehrli should be asked to visit the Minority Leader and then the Speaker. Uncalled for, unprofessional and unhelpful.
- Tired Teacher - Saturday, Jul 1, 17 @ 12:29 pm:
Another example of why Wehrli is just “junk”. He adds little and takes away much from actual governing. Cheers for Rep. Andersson
- 360 Degree TurnAround - Saturday, Jul 1, 17 @ 12:32 pm:
Thank you to Representative Andersson for his class. I will go back to my comments yesterday on Wehrli - he has been here for two and a half years - he is clueless. He needs to stop talking and start listening and learning.
- Annonin' - Saturday, Jul 1, 17 @ 12:33 pm:
And Wehrli is a certified stooge.
Someone might ask Durkie to comment on addin’ new items to the bargainin’ list — some count 4 more yesterday. Gov”Happy”Junk has funny way of workin’
- Anonymous - Saturday, Jul 1, 17 @ 12:33 pm:
So they’re not even going to vote on overrides of the 911 bill, which expires today? That’s going to result in interesting issues going forward, especially for those entities currently in litigation over mandated consolidation (said mandate going away today).
- 360 Degree TurnAround - Saturday, Jul 1, 17 @ 12:35 pm:
Anonymous - they already voted to override.
- jade me not - Saturday, Jul 1, 17 @ 12:36 pm:
Wehrli owes a public apology. Asap.
- Anonymous - Saturday, Jul 1, 17 @ 12:36 pm:
Ah, thanks, I missed that
- illini - Saturday, Jul 1, 17 @ 12:37 pm:
Is Rep. Wehrli trying to become the next Mike Bost?
- Oswego Willy - Saturday, Jul 1, 17 @ 12:37 pm:
Mr. Wehrli went full “Floor Ron Sandack”.
Mr. Wehrli’s Twitter explains his lack of class. No need to look further.
So there’s that.
- Sigh - Saturday, Jul 1, 17 @ 12:37 pm:
It is time for Wehrli to grow up and put an end to his childish behavior. His comments and tweets are more of a problem than a solution. He is an embarrassment.
- ILPundit - Saturday, Jul 1, 17 @ 12:39 pm:
Rep Wehrli should be henceforth known as Rep. Troll
- Oswego Willy - Saturday, Jul 1, 17 @ 12:40 pm:
===Is Rep. Wehrli trying to become the next…===
The use of Props and over the top rhetoric, that was Bost.
Showing disrespect / crassness… that was never Bost.
I stand by my own… “Floor Comparison”
- 360 Degree TurnAround - Saturday, Jul 1, 17 @ 12:43 pm:
Is Wehrli on any of the working groups? if not, that may tell you what his leadership and colleagues think of him. and the amount of trust they have in him.
- 360 Degree TurnAround - Saturday, Jul 1, 17 @ 12:46 pm:
Does Durkin have the votes to pay for the budget? I hope all those Republicans standing up and clapping today are willing to pay for the budget. INCLUDING WEHRLI!
- Texas Red - Saturday, Jul 1, 17 @ 12:47 pm:
At long last MJM seems to have lost control of the machine he took 35 years to create
- T Sowell - Saturday, Jul 1, 17 @ 12:49 pm:
Wehrli’s impolite comments aside - The GOP leadership looks like the adults here.
- Pelonski - Saturday, Jul 1, 17 @ 12:51 pm:
T Sowell, for the first time in a long time, I agree.
- Oswego Willy - Saturday, Jul 1, 17 @ 12:53 pm:
===At long last MJM seems to have lost control of the machine he took 35 years to create.===
How so? Thompson, Edgar, Ryan, Pate…
Do you even comprehend what you’re typing?
Both Edgar and Ryan see governors as the top dog. Former governors.
How do you reconcile this?
As for this dust-up…
Madigan seems to have called an audible, which is terrible news, if the other three leaders are blindsided, let alone the governor.
If the HRaunerites have 30 votes for Revenue… or even 23 votes with Raunerite sponsorship, that might change the situation.
Madigan must give clarification.
- 360 Degree TurnAround - Saturday, Jul 1, 17 @ 12:53 pm:
Where is the GOP revenue bill? Can’t spend without money coming in. “Adults” understand this, but GOP doesn’t.
- Casual observer - Saturday, Jul 1, 17 @ 12:55 pm:
It looks like the Speaker just offered Durkin an opportunity to introduce a revenue bill. Check but not checkmate.
- Texas Red - Saturday, Jul 1, 17 @ 12:56 pm:
=OW=
My words are more poetic than literal…in my humble opinion this is leader in decline. His moves today smack of fear.
- Oswego Willy - Saturday, Jul 1, 17 @ 12:58 pm:
===His moves today smack of fear.===
Fear of what?
- Bankruptcy - Saturday, Jul 1, 17 @ 12:58 pm:
Those that are ripping on Rep Wherli fail to acknowledge one thing. He’s correct.
- Rabid - Saturday, Jul 1, 17 @ 12:58 pm:
Mike just said, see you in church, we all need to pray
- 360 Degree TurnAround - Saturday, Jul 1, 17 @ 12:59 pm:
Here is what Durkin means by “we can do this today.” If the Democrats put all 67 on a tax bill, then the Republicans might find 4. Which is completely irresponsible. government needs money to run. Then all those reps who aren’t adult enough to find money to come into the state got up and applauded. #SHAM
- LouLecture - Saturday, Jul 1, 17 @ 12:59 pm:
Mr. Wehrli,
After the outburst today, it might be in your best interest to control your temper and become a statesman. Your position in the Illinois General Assembly is one of honor and respect. You did not show that today. Your outburst and disprect fuel the negativity that is occurring in society today. I strongly encourage you to dig deep and when the House is called to order tomorrow, offer an apology to the Speaker, your colleagues and to the citizens of Illinois. The behavior that you exhibit is the same behavior that you will receive in return. I repeat your behavior was out of order.
Warmest regards,
LouLecture

Has anyone seen an amendment from the Governor’s office, Durkin’s office, or Senate Republicans on SB 9 for revenue? Is there any language floating around?
- wordslinger - Saturday, Jul 1, 17 @ 1:09 pm:
Pending junk bond status seems to be the catalyst toward resolution.
Strange. Two years of human wreckage wasn’t a good enough reason? The whole squeeze the beast strategy has been a deliberate straight path to junk bond status. The Superstars didn’t see that?
If the deal gets done, the WSJ edit board will deserve a lot of credit. That Gov. Junk tag obviously stung.
What’s bizarre, the deal could end up being exactly what the WSJ was railing against.
Can’t make this stuff up.
- Oswego Willy - Saturday, Jul 1, 17 @ 1:10 pm:
===Those that are ripping on Rep Wherli fail to acknowledge one thing. He’s correct.===
Nah.
Governors own downgrades.
Ask Mike Schrimpf and “Candidate” Rauner…
==“Illinois’ credit rating has been downgraded 13 times under Pat Quinn and now, because of his failed leadership, our state’s economy and finances are still broken. Pat Quinn put special interest politics ahead of Illinois workers. We need to change direction before it’s too late.” – Rauner campaign spokesperson Mike Schrimpf===
So… while Mr. Wehrli’s lack of respect is noted, governors own downgrades, according to Mike Schrimpf and Candidate Rauner.
- Anonymous - Saturday, Jul 1, 17 @ 1:11 pm:
How many downgrades have we experienced under Governor Rauner? I’ve lost count
- Name Withheld - Saturday, Jul 1, 17 @ 1:11 pm:
Sorry - Anonymous at 1:11 pm was me.
- Ping Pong - Saturday, Jul 1, 17 @ 1:15 pm:
Radogno might be right. If this is going to get done members will have to make it happen.

I like you have sympathy for the social service agencies that are getting decimated. And I for one have been giving more to my local charities. But the reality of it, is more folks in this state will care about the schools, roads , and the lottery being stoped. Sad but true
- Rod - Saturday, Jul 1, 17 @ 1:19 pm:
While it is true that none of the 50 states have had the honor of achieving junk bond status as yet, the Chicago Public Schools have been it that situation now for a while and still are borrowing money all be it at very high rates of interest. Just because Illinois could get lowered to junk status doesn’t mean they can’t reemerge from it at some point soon. Raising taxes might even help with that credit status improvement effort.
- wordslinger - Saturday, Jul 1, 17 @ 1:22 pm:
Forgive Wehrli, he’s just anxious to do some heavy lifting.
I kid. He’s not going to make a tough vote.
So what’s his beef? He’s a do-nothing every day. What’s so important about today to him?
- Fixer - Saturday, Jul 1, 17 @ 1:41 pm:
Wehrli is an embarrassment to the position he was elected to and to his caucus. Decorum used to be a thing most politicians at least paid lip service to.
- LouLecture - Saturday, Jul 1, 17 @ 1:41 pm:
===Those that are ripping on Rep Wherli fail to acknowledge one thing. He’s correct.===
I would have to disagree Wherli voted against the budget amendment yesterday and was most likely going to vote NO today on the package. His no votes are one of the reasons we are at junk status. Wherli has offered no real solutions and does not have enough votes to pass his solutions.
Now is the time for members to come together and to remember where they came from. If you come from a wealthy district, lend support to your colleague that represents the working class that is struggling. Those districts are collapsing, universities may never bounce back, and several retail establishments have closed in Springfield ( a community that votes republican).
Mr. Wherli’s outburst today was out of order. It’s time to move on and focus on how to get bipartisan support to finally pass a budget. We need fix the damage and name calling and disrespect will not provide any solutions.
- Anon221 - Saturday, Jul 1, 17 @ 1:51 pm:
Wehrli to Rauner- “Did I do good? Did I, huh, did I?”
Rauner gives him a pat on the head and a few Rauner Bucks then walks away as happy as he’s been in 20 years.
- Moe Berg - Saturday, Jul 1, 17 @ 2:11 pm:
Wherli inspired by Profile in Courage Congressman Joe Wilson’s “You lie” outburst, perhaps. It’s all the guy has to offer after huffing IPI propaganda all morning, so give him a break. He’s doin’ his best with what he’s got and he knows he doesn’t have the brainpower or the eloquence to be another Steve Andersson. Just a lame back-bencher, high-fiving with Jeanne Ives. It’s gotta hurt.
- Anon - Saturday, Jul 1, 17 @ 2:11 pm:
” I am a thumbprint on the window of a skyscraper. I’m a smudge of excrement on a tissue surging out to sea with a million tons of raw sewage.” Its a line from Bukowski, but today it’s all Wherli.
- Sue - Saturday, Jul 1, 17 @ 2:16 pm:
Hey Moe- as it turned out Rep Wilson was correct about the ACA issues when he impolitely shouted out his “you lie” comment. Unless you believed the you could keep your doctor /insurance spin from the former Prez
- Moe Berg - Saturday, Jul 1, 17 @ 2:37 pm:
Oh, Sue. I can’t defend President Obama on saying “if you like your health plan you can keep it”, or words to that effect. It’s true, a lot of people who had crummy, insurance in-name-only plans were forced to get new ones that didn’t bankrupt them if they got sick.
However, as I’m sure like me, you think facts and historical accuracy are extremely important and you know that when Wilson had his outburst (for which a first grader would receive a reprimand, but I guess for some it’s OK for grown men to behave that way) it was not about keeping plans or doctors.
From Politifact:
“You lie!” shouted the South Carolina Republican. This was in response to President Barack Obama’s statements on illegal immigrants.
“There are also those who claim that our reform effort will insure illegal immigrants,” Obama said. “This, too, is false — the reforms I’m proposing would not apply to those who are here illegally.”
…
Actually, Obama can make a pretty thorough case that reform doesn’t apply to those here illegally. We don’t find the public option argument enough to make the case that Obama “lied.” We rate Wilson’s statement False.

I think Madigan did it to show that he still can control House activity. You work at his pleasure. Yeah it’s frustrating.

@TSowell: Amen to your comments.

Governor Junk. I hate it, but that name fits him well. Rauner wants the junk rating. He will make money from it.
