* [ADDED: You can listen to this entire exchange by clicking here] Speaker Madigan just rose on the House floor to give a brief speech. Rough transcript…

There will be a session tomorrow, but we do not expect that any bills will be called. The leaders met yesterday, they will meet again today. The appropriations revenue people met late last night. Workers’ compensation people met this morning. All of those people will meet again

* Leader Durkin then rose to say he’s worried about the state credit rating agencies. “We had great momentum yesterday in this chamber. Sending our members back home… does not move us to resolution to this issue… I want this done today.”

There was thunderous and sustained applause for Durkin. Madigan replied “Did someone tell their members to go home?”

Durkin explained that by saying we’re done today, don’t come back tomorrow, “it says ‘take no action today’ and it speaks for itself.”

Madigan said there will be no bills ready to call tomorrow. “You know that,” he said.

“I don’t believe we’re that far apart,” Durkin replied. Saying that the chamber is going to gavel out right now “to me does not send a message to Illinoisans that we’re prepared to bring this to resolution any time soon.”

So, Madigan said if Durkin has some bills he’d like called today, that’s fine. He announced that the House would “stand at ease” until Durkin produced some bills.

Andersson is the House GOP Floor Leader, so he did his job to keep members in line.

…Adding… And now the leaders are meeting…


…Adding More… Usually, stuff like this is worked out between leaders in advance. It does saying something that Madigan would do this apparently without coming to an agreement with Durkin first.

*** UPDATE ***  So, Speaker Madigan didn’t talk to any of the other leaders before he tried to adjourn, either…

    Thank you to Representative Andersson for his class. I will go back to my comments yesterday on Wehrli - he has been here for two and a half years - he is clueless. He needs to stop talking and start listening and learning.

    So they’re not even going to vote on overrides of the 911 bill, which expires today? That’s going to result in interesting issues going forward, especially for those entities currently in litigation over mandated consolidation (said mandate going away today).

    How so? Thompson, Edgar, Ryan, Pate…

    Do you even comprehend what you’re typing?

    Both Edgar and Ryan see governors as the top dog. Former governors.

    How do you reconcile this?

    As for this dust-up…

    Madigan seems to have called an audible, which is terrible news, if the other three leaders are blindsided, let alone the governor.

    If the HRaunerites have 30 votes for Revenue… or even 23 votes with Raunerite sponsorship, that might change the situation.

    Madigan must give clarification.

Which is completely irresponsible. government needs money to run. Then all those reps who aren’t adult enough to find money to come into the state got up and applauded. #SHAM

    After the outburst today, it might be in your best interest to control your temper and become a statesman. Your position in the Illinois General Assembly is one of honor and respect. You did not show that today. Your outburst and disprect fuel the negativity that is occurring in society today. I strongly encourage you to dig deep and when the House is called to order tomorrow, offer an apology to the Speaker, your colleagues and to the citizens of Illinois. The behavior that you exhibit is the same behavior that you will receive in return. I repeat your behavior was out of order.

    Pending junk bond status seems to be the catalyst toward resolution.

    Strange. Two years of human wreckage wasn’t a good enough reason? The whole squeeze the beast strategy has been a deliberate straight path to junk bond status. The Superstars didn’t see that?

    If the deal gets done, the WSJ edit board will deserve a lot of credit. That Gov. Junk tag obviously stung.

    What’s bizarre, the deal could end up being exactly what the WSJ was railing against.

    Can’t make this stuff up.

    Ask Mike Schrimpf and “Candidate” Rauner…

    So… while Mr. Wehrli’s lack of respect is noted, governors own downgrades, according to Mike Schrimpf and Candidate Rauner.

    I like you have sympathy for the social service agencies that are getting decimated. And I for one have been giving more to my local charities. But the reality of it, is more folks in this state will care about the schools, roads , and the lottery being stoped. Sad but true

    While it is true that none of the 50 states have had the honor of achieving junk bond status as yet, the Chicago Public Schools have been it that situation now for a while and still are borrowing money all be it at very high rates of interest. Just because Illinois could get lowered to junk status doesn’t mean they can’t reemerge from it at some point soon. Raising taxes might even help with that credit status improvement effort.

    I would have to disagree Wherli voted against the budget amendment yesterday and was most likely going to vote NO today on the package. His no votes are one of the reasons we are at junk status. Wherli has offered no real solutions and does not have enough votes to pass his solutions.

    Now is the time for members to come together and to remember where they came from. If you come from a wealthy district, lend support to your colleague that represents the working class that is struggling. Those districts are collapsing, universities may never bounce back, and several retail establishments have closed in Springfield ( a community that votes republican).

    Mr. Wherli’s outburst today was out of order. It’s time to move on and focus on how to get bipartisan support to finally pass a budget. We need fix the damage and name calling and disrespect will not provide any solutions.

    Wherli inspired by Profile in Courage Congressman Joe Wilson’s “You lie” outburst, perhaps. It’s all the guy has to offer after huffing IPI propaganda all morning, so give him a break. He’s doin’ his best with what he’s got and he knows he doesn’t have the brainpower or the eloquence to be another Steve Andersson. Just a lame back-bencher, high-fiving with Jeanne Ives. It’s gotta hurt.

    Oh, Sue. I can’t defend President Obama on saying “if you like your health plan you can keep it”, or words to that effect. It’s true, a lot of people who had crummy, insurance in-name-only plans were forced to get new ones that didn’t bankrupt them if they got sick.

    However, as I’m sure like me, you think facts and historical accuracy are extremely important and you know that when Wilson had his outburst (for which a first grader would receive a reprimand, but I guess for some it’s OK for grown men to behave that way) it was not about keeping plans or doctors.

    From Politifact:

    “You lie!” shouted the South Carolina Republican. This was in response to President Barack Obama’s statements on illegal immigrants.

    “There are also those who claim that our reform effort will insure illegal immigrants,” Obama said. “This, too, is false — the reforms I’m proposing would not apply to those who are here illegally.”

    Actually, Obama can make a pretty thorough case that reform doesn’t apply to those here illegally. We don’t find the public option argument enough to make the case that Obama “lied.” We rate Wilson’s statement False.
