All about Madigan
Thursday, Jul 3, 2008 * If you want to know how the rest of the year is going to go, just check out this Gov. Blagojevich quote that John Patterson pulled from yesterday’s press conference…
As Patterson notes, “That sounds an awful lot like the Democratic governor is urging voters to shun Democrats this fall so his intraparty rival – Democratic House Speaker Michael Madigan — doesn’t get any stronger.” The House GOP has positioned itself much closer to Blagojevich lately, and the governor has returned the favor by bashing Madigan at every opportunity. Yesterday was the first time, however, that Blagojevich openly fretted that House Republican Leader Tom Cross might wind up in a veto-proof minority. * The Bond Buyer was one of the only “mainstream” media sources which caught this huge budget story, albeit buried down in the piece…
Why did he do that? One reason is that the House Republicans don’t want to vote for it. * Another way the governor has been trying to hurt House Democratic chances this November is by claiming there’s a “secret” plan to raise income taxes after the election…
The problem with this logic, of course, is that Senate President Emil Jones has said openly this year that he, too, supports an income tax hike and a post-election vote on that topic is already planned for the Senate. But this is about Madigan, not the issue. It’s never about the issue. * Next week’s special session isn’t about the budget. It’s about blaming Madigan…
That’s true. The Senate did take some tough votes. But the Senate also refused to pass two other House-approved alternative budgets that didn’t have such gaping holes. And they won’t next week, either. Why? Because this isn’t about the budget. It’s about Madigan. What a sad state of affairs Illinois politics are. A pox on both the democrats and republicans. I have never been a throw the bums out kind of voter but I’m starting to lean that way.

Mr. Patterson, speaker madigan had a veto proof majority in the house AND senate last lear. Even with the veto proof majorities, his budget did not get passed. Why? well Mr. patterson, it appears you need the House to over ride veto’s; AND Jones can keep a majority of the House fomr excercising its vote for an ovveride by not calling the overrides up for a vote.
The problem is not the existance of veto proof overrides, those existed last year. The problem, if you want to single source one, is Jones.
The republicans have decided to gain political support by standing on the coat tails of the most unpopular governor in IL history. That they think this is a good plan explains why they have been utterly unable to rebuild.

Whatever his motivations, Blago’s assertions that an income tax may be in the works after the November election is not that far-fetched. Here in blue Illinois, dominated by Machine Democrats, there are hundreds of advocates and entities which are dying to get into our pockets. How many times has Mayor Daley raised taxes? A lot. And Todd Stroger just put through a substantial Cook County sales tax increase in a manner which was hardly secretive. Sure, people complained. But the tax-raisers won the day. We may not like our Blago
but that doesn’t mean we shouldn’t sit up and pay attention to the next round of soak the taxpayer, which will apparently start next week. And soaking the taxpayer will not necessarily take the form of a tax increase. Many of our fearless (and well-paid) legislators apparently want to sell off a valuable state asset, or part of it, at what amounts to a discount for instant cash. It’s not just a potential tax increase we should be watching for. There are so many ways our political leaders can mismanage money on our behalf. Even in an almost-recession, they are shameless.

When she shares thoughts like this from the Daily Herald about voting yes to gaming expansion…

Because if you need to consider the needs of an entity on gaming expansion, the local casino operator is the one to ask. Not local government or local businesses who are going to see less revenue.
Also her role in the whole Metea Valley High School issue out here was another great moment in government action.

Is it me or does someone else realize that the governor stopped all those projects predicated on a sentence in a bill upon which he has not yet acted? Therefore, it has no effect on the projects…until he signs the bills and that’s apparently something he’s not willing to do.

Impeachment will never happen — ever — so I’m confused as to why people continue to talk about. Impeachment has never been about impeachment — it’s always been about who can yell the loudest and who can put the other side (however you define “side”) on notice (for whatever … you name it.)
The fact that folks here — and certainly our politicians — remain obsessed over something that will never, ever come to fruition is mindboggling.
No one’s going to the impeach the governor. No one is going to investigate the *possibility* of impeachment. The process is political suicide — and no one — not the dems, not the repubs — have the wherewithal to initiate the process.
The talk is a smokescreen for the inability of folks to compromise — and it’s tiresome. It’s tiresome to hear the hollow threats, tiresome to read the frenetic posts here, and tiresome to read the constant “nudges and wink-winks” that people continue to drop in the media.

This website summarizes some of the common features of descriptions of the behavior of sociopaths.
Glibness and Superficial Charm
Manipulative and Conning
They never recognize the rights of others and see their self-serving behaviors as permissible. They appear to be charming, yet are covertly hostile and domineering, seeing their victim as merely an instrument to be used. They may dominate and humiliate their victims.
Grandiose Sense of Self
Feels entitled to certain things as “their right.”
Pathological Lying
Has no problem lying coolly and easily and it is almost impossible for them to be truthful on a consistent basis. Can create, and get caught up in, a complex belief about their own powers and abilities. Extremely convincing and even able to pass lie detector tests.
Lack of Remorse, Shame or Guilt
A deep seated rage, which is split off and repressed, is at their core. Does not see others around them as people, but only as targets and opportunities. Instead of friends, they have victims and accomplices who end up as victims. The end always justifies the means and they let nothing stand in their way.
Shallow Emotions
When they show what seems to be warmth, joy, love and compassion it is more feigned than experienced and serves an ulterior motive. Outraged by insignificant matters, yet remaining unmoved and cold by what would upset a normal person. Since they are not genuine, neither are their promises.

Need for Stimulation
Living on the edge. Verbal outbursts and physical punishments are normal. Promiscuity and gambling are common.
Callousness/Lack of Empathy
Unable to empathize with the pain of their victims, having only contempt for others’ feelings of distress and readily taking advantage of them.
Poor Behavioral Controls/Impulsive Nature
Rage and abuse, alternating with small expressions of love and approval produce an addictive cycle for abuser and abused, as well as creating hopelessness in the victim. Believe they are all-powerful, all-knowing, entitled to every wish, no sense of personal boundaries, no concern for their impact on others.
Early Behavior Problems/Juvenile Delinquency
Usually has a history of behavioral and academic difficulties, yet “gets by” by conning others. Problems in making and keeping friends; aberrant behaviors such as cruelty to people or animals, stealing, etc.
Irresponsibility/Unreliability
Not concerned about wrecking others’ lives and dreams. Oblivious or indifferent to the devastation they cause. Does not accept blame themselves, but blames others, even for acts they obviously committed.
Promiscuous Sexual Behavior/Infidelity
Promiscuity, child sexual abuse, rape and sexual acting out of all sorts.
Lack of Realistic Life Plan/Parasitic Lifestyle
Tends to move around a lot or makes all encompassing promises for the future, poor work ethic but exploits others effectively.
Criminal or Entrepreneurial Versatility
Changes their image as needed to avoid prosecution. Changes life story readily.

Bet on what? Impeachment? Or the process for?
Our Springfield politicians are process-phobic. It doesn’t matter what the process is — budgets, impeachments, recalls, whatever — they simply cannot reach the necessary compromise(s) to *complete* the process.
If it’s incendiary — which includes pretty much everything — then it’s impossible for our current batch of politicians to complete.
What’s all the more galling is that apparently the public *supports* impeachment — or at least recall — but the politicians representing (apparently) the “will of the people” refuse to initiate the process.
Even Franks’s wacko “notice” yesterday sounds like he had the whole thing scripted — or memorized — for months. It came out in one breathless burst — and so what? It’ll be lumped in with the equally wacko Madigan memo.
Granted, Blagojevich is grandly inept. And, yes, a sociopath. But the people — either the *real* people or the ghostwriters — writing these shrill, memorandums of wack (MOWs) are equally inept, equally annoying, and equally sociopathic (sociopathetic?).

Watch your terminology before making any bets, Rich.
According to Article 4, Section 14, the House impeaches. The Senate conducts the trial to determine removal. The last sentence in the section makes it clear that the term impeach applies only to House actions:
“An impeached officer, whether convicted or acquited, shall be liable for prosecution, trial, judgment, and punishment according to law.”
So the term impeachment is short of removal from office. It is the referral of the matter to the Senate for the trial and that chamber’s 2/3 vote.
