· Sun-Times editorializes in favor of medical marijuana proposal. “In fact, Illinois already has a law on the books authorizing the State Police and the Illinois Department of Public Health to allow medical marijuana.” The proposal would make it mandatory. More coverage here.

· Lynn Sweet has a 6th Congressional District update.

· I can’t be sure of it, but I think this story about Bill Brady helping a car crash victim is the result of a tip in this blog’s comment section.

· I’m going to have more on this ethanol bill in the Capitol Fax soon. But here’s a Post-Dispatch story for now.

· Illinois gets an “F” on mental health services.

· Minority casino investors protected.

· More later.

· House and Senate to undergo $14 million in remodeling work this year.

· SJ-R likes bill to allow counties to ban smoking in businesses located in unincorporated areas.

· “The Gay Liberation Network ( GLN ) and the Oak Park Area Lesbian & Gay Association ( OPALGA ) , reacting to Republican gubernatorrial candidate Jim Oberweis’s anti-gay marriage statements and actions, have embarked on separate platforms aimed at getting individuals and businesses to boycott the dairy magnate’s products.” Meanwhile, an Oberweis campaign coordinator is promoting an anti-Topinka website that could be considered homophobic.

· George Ryan may have leaked story about juror removal.

· More on Sen. James Meeks’ possible gubernatorial bid is here.

· Illinois eyeing Supreme Court case on state tax breaks.

· The strange case of Judge James Doyle gets even weirder.

· Here’s a story about Senate Majority Leader Debbie Halvorson’s airport bill that I wrote about in today’s Capitol Fax. For Congressman Jesse Jackson’s full response, see the password protected post on the blog today. There’s lots of other stuff there, too. And I’ll be adding more in a few minutes.

· Larry pretty much nails it.

Will Chaz and Connie et al. get the same protective coating when they venture some capital on Black # 6 or Hit on 20? Not a bad game at all. Oh, it is not a game? It is for real?

    >Illinois gets an “F” on mental health services.

Let me guess, the answer is more money.

I love these studies. Notice how they never say who gets the “A”. Every state is always last in every study, encouraging them to spend more money on whatever special interest group sponsored the study.

    About the casinos….

“Democratic legislators said it was not fair for the minority investors to be punished because some other investors and company officials lied to regulators and had alleged ties to organized crime.”

    […]

“Republicans complained the failed bid was a risk all the investors took when they signed on, and carving out special treatment for the minority investors under state law is going too far. ”

I can’t wait to see what precedent this one sets.

The governers race is becomming disgusting, especially the anti-gay bigotry and very deceptive advertising. Are there really citizens Who want such a despicable and corrupt person as governer?

    > ILLINOIS GETS AN F ON MENTAL HEALTH SERVICES

Funny, I didn’t see a mention of that in our “health care” Governor’s campaign commericial.

No state got an ‘A’ However only 8 states got an ‘F’

And the solutions offered were not “more money”. They were improve consumer education, eliminate discrimination, improve data collection, and tie reimbursement to quality measures.

Besides being the only large, populous state to receive an F grade, Illinois flunked the “Consumer and Family Test Drive” of information accessibility through the state mental health agency’s Web site and telephone system. In one instance, an Illinois agency employee told a consumer: “No, I don’t want to help you.”

So, sounds to me like we deserved an ‘F’ and we should strive to improve our program, not casually dispell these studies.

    ILLINOIS RECIEVES F
I don’t know if Rich allows posting URLs, so i’ll post this separately.

The full report is available at http://www.nami.org/gtsTemplate.cfm?Section=Grading_the_States&lstid=676

I’m not in anyway connected with Mental Health industry, but this state has some real problems administering health care and it concerns me that they are getting in even deeper over their heads with “All-Kids”

And you intend to provide these service improvements without using “more money” exactly how….?

  9. - Chicagograssroots - Thursday, Mar 2, 06 @ 5:25 pm:

Oh, you mean like “real” money — When I said it wasn’t more money I was assuming Filan could just add another day onto the payment delays to Medicaid doctors. Then it’s free! Throw in a mental health provider tax, draw down some additional federal match, and voila — you’ve got a profit center. Set up an intergovernmental transfer, declare everyone in Cook County mentally insane, admit them to Stroger Hospital and bada boom bada bing — we can fund the pension shortfall!

But seriously, tieing reimbursement to quality measures might actually reduce costs. It’s not like these mental health guys are demanding 20% reimbursement increases — which they could. These are pretty common sense, cost-effective improvements.

Lynn Sweet wrote an excellent column. Duckworth(less) should disclose her campaign finances, and she should explain to the district how and where her campaign earns its money. She is probably one of the most corrupt candidates in the 2006 cycle.
