Thursday, Aug 6, 2015 - Posted by Rich Miller * During his press conference yesterday, Speaker Madigan accidentally knocked off his microphone’s wind cover, repeatedly teased me for looking tired (the firefighters threw a great impromptu party the night before) and skipped his usual opening speech about “acting in moderation, not in the extreme.” But he did get off some pretty good zingers. Are there any laws or court decisions which allow high priced consultants to be paid, when there is no budget approved authorizing consultant fees? Those aren’t employee salaries, so shouldn’t they have to wait to be paid like all other vendors?

Madigan should remember the press is not his friend and never will be. That ship sailed long ago. Better to keep his banter to himself, and push forward behind the scene as usual.
His overreaction to mailers in his district, linking them to a Rahm ally, showed weakness, not strength. That one would be better handled by one of his many loyal associates.
Brownie might be good, but open PR just isn’t Madigan’s preferred battlefield.

Other than that…
The goal is to link Rauner to the ILGO Crew. Publicly. It’s to put on notice, “we’re watching”, not “you hurt my feelings”. It’s about Rauner trying to make Blago’s dream come true. That… was the point.
To the snark,
It’s fun. “Why”, The Governor of the state of Illinois, publicly, again, he has no clue that he “owns” his own decisions, so might as well tweak those Superstars Rauner is choosing to pay.
It’s one line. A throwaway. It’s pithy and pointed. Fun.

I didn’t think Madigan overreacted to the mailers. I do think he threw the link out there and pretty much threw a challenge out to the media to take it further. I enjoyed the zinger. I think he still has some reserve patience he can call on, you cannot underestimate his patience.

Since there’s no budget it’s his way of “negotiating” the budget. Reduce costs via layoffs, you are setting the budgets at the level you want them to be at for that department de facto.
