As the most powerful politicians in the land feud over Illinois’ budget — now for more than 100 days — a suburban mayor has set a summit next week to try to save his city’s nonprofits that the state isn’t paying.

Elgin Mayor David Kaptain says Illinois Comptroller Leslie Munger is planning to attend a meeting Tuesday aimed at finding out more about how Elgin agencies are suffering and whether the city can provide bridge loans to help them keep operating.

The move seems to be a relatively unique in Illinois, but Kaptain says the problems aren’t.

“I think a lot of larger cities are having the same problems,” Kaptain said. “It’s more than the city of Elgin.”

    Rich I agree, there needs to be more like this. Maybe if the cities start educating their residents of the impact of Rauner’s impasse, then they’ll start complaining to their solons.

    Mayor David Kaptain will discuss the impasse’s impact on city revenues at this summit. He should also talk about the impact of Rauner’s budget priorities. Win his political cover or not, Rauner wants to reduce state funding to the locals. What Rauner will get if he does get his cover, is the ability to tell the locals to make up for the cuts in State revenue and the impact of a property freeze by sticking it to their employees through lower salaries and benefits. They would also be told that their construction expenses would decrease. The level of those cuts will be greater without a tax increase.

    This is not a pretty picture for the locals. But they should be heartened by Owl Sandack coming to the rescue with his bankruptcy bill. (last sentence /s)

    What happens if this meeting gives credence to rauners claim that certain municipalities/counties/taxing district have ratholed billions of taxpayers dollars to be used on rainy days just like this?

    I’ve been surprised that the big social service agencies haven’t spearheaded a statewide tally on layoffs, shutdowns, etc.

    Why havent they?

    It wasn’t “rat holing” it was planning/preparing. There never has been much trust for the state because they have done this before, only not to this extent. So we all knew that those that had the means, needed to make sure we had something in the savings account to get us through. For many of us we still have made major cost cuts, trying to hit a moving target and still have depleted our savings. So, it sounds (I could be wrong) like you think that is a bad thing. If we had not done it, schools would be closed as would other agencies. Many are hanging on by a thread.

    Actually, United Way has just completed a survey which is about to be released. I hear it’s pretty sobering. I believe the human service ’system’ is on the brink of real collapse.

    Elgin is in a better position then most towns because of revenue from the Riverboat.

    Pawn, I’d suggest they get it out lickety-split.

    Along for a call that all parties get together on hammering out an FY16 tax and spending plan without pre-conditions.

    Perhaps put Archbishop Cupich out front. The great majority of Catholic Charities funding comes from government grants and contracts.
